GENERAL DESCRIPTION
The AT&T-C Western Region Lightguide Project in Weld County, Colorado, as in
many other state counties, will be a beneficial enhancement to the overall
communications capability that is national in scope. Therefore, the
establishment, maintenance and/or operation of this telecommunications facility
should not, under present circumstances, be detrimental to the health, safety,
peace, comfort, or general welfare of persons residing or working in the area.
Additionally, this project will not be detrimental to neighborhood improvements,
or the general welfare of Weld County.
AT&T-C is requesting permission to install, operate, and maintain a cable
signal regenerator station. The easement area will include an access driveway
adjacent to a small gravel parking area with a 10' wide x 24' long concrete
building brought to the site and set in position on a cast in place concrete
perimeter (ring type) foundation. This building will house AT&T signal reading,
regenerating and retransmitting equipment.
The signal processing equipment, called a regenerator, analyzes the incoming
buried cable's light beam signal, then generates a totally new cable optic
signal, to be transmitted onward through the lightguide cable for the next
regeneration station's action.
After initial construction, the regenerator station is un-manned and the
equipment functions automatically, as well as continuously, 24 hours per
day, 365 days per year. Normally, the structure is unoccupied, except for
emergency repairs or monthly maintenance equipment testing by personnel
visiting the site in light duty trucks and/or vans.
All existing land uses within 500 feet of the site are presently involved as
cattle grazing pasture.
Upon completion of construction, no negative environmental impacts or hazards,
such as noise or air pollution, will be created by this regenerator station
after it is tested and placed in service, except when an emergency diesel
generator is employed during interruption of local commercial power services.

The undersigned Grantor(s) hereby grant.(s) to AMERICAN TELEPHONE AND TELEGRAPH
COMPANY, INC. , a New York corporation, its subsidiaries, its associated and allied
companies, its and their respective successors, assigns, lessees and agents (here-
inafter collectively called Grantee), an EXCLUSIVE EASEMENT to construct, maintain,
operate, inspect, repair, replace and remove such communication facilities as Gran-
tee may from time to time require, (including ingress thereto and egress therefrom)
consisting of crossarms, poles, anchors, guys, cables, wires, conduits, manholes,
handholes, markers, pedestals, electrical conductors, structures with electronic
communication equipment therein and associated paving, fencing, and other necessary

to be erected or constructed, any fence, building or any other structure of any
kind within the limits of said easement and right of way; that no flammable struc-
ture or material shall be erected or permitted within fifty feet of said plot;
and, not to grant other easements on, under or over the within easement and right
of way without Grantee's prior written approval.
Grantor(s) also grant(s) to Grantee the right to cut, fill or otherwise change
the grade of said property and to place such drainage and retaining structures
thereon, as Grantee may elect for the protection of said facilities.
Grantee shall be responsible for damage caused intentionally or by any negligent
act or omission of Grantee, its agents or employees while exercising the rights
granted herein.
The covenants, terms, conditions and provisions herein shall extend to and be bin-
ding upon the heirs, executors, administrators, personal representatives, succes-
sors, assigns, lessees and agents of the parties hereto.
