RE: APPROVE AGREEMENT CONCERNING THE OPERATION OF CBI/CCIC
COMPUTER TERMINALS AND AUTHORIZE CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Weld County Sheriff has presented the Board with
an Agreement concerning the operation of the Colorado Bureau of
Investigation/Colorado Crime Information Center computer terminals
by the Weld County Department of Communications Services
personnel, said personnel to be specifically authorized by the
Sheriff, and
WHEREAS, the terms and conditions are as stated in the
Agreement, a copy of which is attached hereto and incorporated
herein by reference, and
WHEREAS, after study and review, the Board deems it advisable
to approve said Agreement.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the Agreement
concerning the operation of the Colorado Bureau of Investigation/
Colorado Crime Information Center computer terminals by certain
Weld County Department of Communications Services personnel be,
and hereby is , approved .
BE IT FURTHER RESOLVED by the Board that the Chairman be, and
hereby is , authorized to sign said Agreement.

AGREEMENT
CONCERNING THE OPERATION OF THE COLORADO BUREAU OF INVESTIGATION/COLORADO
CRIME INFORMATION CENTER COMPUTER TERMINALS BY THE WELD COUNTY DEPARTMENT OF
COMMUNICATION SERVICES PERSONNEL.
The Weld County Sheriff, hereinafter referred to as Sheriff, and the
Board of Weld County Commissioners make the following Agreement for the
purpose of ensuring that computer terminals linked to the Colorado Bureau of
Investigation and Colorado Crime Information Center, hereinafter referred to
as CBI/CCIC, and located within the Weld County Department of Communication
Services for operation by Weld County Department of Communication Services
personnel, are accessed only by personnel specifically authorized by the
Sheriff.
Further, the purpose of this Agreement shall be to establish the
elements of criminal justice management control of all personnel and
hardware which in any way impacts the data and/or access to the data within
the CBI/CCIC computer.
Enforce means that the Sheriff will maintain the authority to exercise
any of the elements set forth in this Agreement without delay in order that
the security and integrity of CBI/CCIC information be ensured.
The Sheriff is authorized:
1. To set and enforce standards for selection, supervision and
termination of Weld County Department of Communication Services
personnel who will be permitted to operate equipment used to
access CBI/CCIC information. The scope of this Agreement shall be
limited as follows:
A. Standards for selection means those set of rules and
procedures, consistent with Weld County Personnel Policy,
which shall be used as criteria for elimination of any
prospective Weld County Department of Communication Services
employee during the pre—employment process because said
employee presents a security risk to CBI/CCIC information.
B. Standards for supervision means those set rules and
procedures, established by Weld County Personnel Policy,

concerning minimal performance required to maintain the
integrity of CBI/CCIC information.
C. Standards for termination means those set rules and
procedures, established by Weld County Personnel Policy,
which shall govern Weld County Department of Communication
Services employees who compromise or threaten the security of
CBI/CCIC information.
D. Personnel standards are established solely to protect the
security and integrity of CBI/CCIC information. These
standards specifically do not address any other professional
qualifications or experience.
2. To set policy governing the operation of the CBI/CCIC computer
equipment and to supervise CBI/CCIC equipment installation, use,
and operating procedures to ensure service to criminal justice
agencies in Weld County.
3. To set and enforce priorities of work in, with, and through the
CB1/CCIC computer.
The scope of part 2 and 3 of this Agreement shall be limited to those
areas of operation which may directly or indirectly impact the integrity,
security or priority of work within the CBI/CCIC system.
