HomeMy WebLinkAbout890236.tiff RESOLUTION RE: APPROVE APPLICATION FOR AGRICULTURAL PROCESSING FEASIBILITY GRANT PROGRAM AND AUTHORIZE CHAIRMAN TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS , the Board has been presented with an Application for the Agricultural Processing Feasibility Grant Program, and WHEREAS , said Application is to be submitted on behalf of Western International Grain Company, and WHEREAS , after review, the Board deems it advisable to approve said Application, a copy being attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that said Application for the Agricultural Processing Feasibility Grant Program be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chairman be , and hereby is , authorized to sign said Application. Name/Title of proposed project Western International Grain Company (a Bean cleaning and processing facility) 3. Location of project Milliken, Colorado - Weld County 4. Amount of grant funds requested $ 15,000 5. Describe the processing facility which will be studied. Include information you may have on the type, amount, and source of raw material which will be processed and potential markets. Indicate whether the project will compete with similar processing facilities in the region. (Enclose additional information which is available on the project) . This will be a cleaning, bagging, and shipping facility used mainly for pinto beans that are grown in the surrounding area. There is a receiving and storage facility on the site of sufficient capacity to handle the beans as they are received from the farmers, but a cleaning and bagging facility is needed. 6. Describe how the grant will be used. The grant will be used to help purchase a cleaner, bagger, sewing machine and all the necessary materials and to construct it on the site. 7. Describe the impact the project will have on the community (i.e. , jobs, payroll, spinoff industries, etc. ) . This project will provide a much needed service to Several hundred farmers in western Weld County and parts of Iariner and Boulder Counties. It will provide jobs for local people in the area. (Include previous studies, financial backing, etc. ) Farmers and business people have been contacted and all agree that this type of facility is needed in the area. 9. Describe who would operate the facility. Indicate their experience in developing other processing or manufacturing facilities and/or experience with the agricultural commodity being processed. Western International Grain Company will operate the facility. They have a similar operation in Keenesburg that has been in operation for a number of years. The owners of the company have a farm background. 10. BUDGET INFORMATION. Indicate the amount of grant money and in-kind contribution to be spent on each function or activity. The company, which is locally owned, has been in operation for almost ten years with headquarters at Keenesburg. It is principally a grain and bean handling facility. The beans are received at Keenesburg where they are stored until processed. They are cleaned, bagged and shipped from there. Last year, 1988, the company rented space in the Colorado Agricultural Products facility at Milliken. Beans were received and stored there but had to be transported to Keenesburg for processing due to a lack of equipment for cleaning and bagging at that facility. After one year of operating in this manner, it appears that it would be best to set up a cleaning operation at the Milliken facility to handle beans there instead of hauling them to Keenesburg for processing. I am a farmer in this area who has been hauling my beans to Western International Grain in Keenesburg, Colorado, and I feel it would be of great advantage to this area if we had a full service plant so our product would not have to be hauled so many miles . The Western International Grain Co . has been in existence for about ten years and this last year purchased $1 , 500 , 000 . 00 worth of pinto beans from farmers in our area. We wish to support their company in acquiring cleaning facilities locally as their plans include purchasing pinto beans in increased amounts from this area if they can be processed here .
