Dear Ms. Bierbaum: As reported to you this date MLRD is in the process of telling us where and how to complete a monitoring well for our ash disposal system. The down-gradient well will be placed on undisturbed ground into the overburden aquifer. We assume this means it will be drilled through the blowsand and 15'-2O' into the clay (Laramie) . This well will be located NE of the first ash pit along the property line to the NE of our main haul road. We will be ready to drill this well in the next week or two. The up-gradient well should not be drilled until our first ash pit is full or reclaimed. At that time we will drill through the ash into the underlying spoil• and probably down to the elevation of the mined out coal. MLRD feels that this will be our early-warning well although we feel that any contamination will be so diluted by jr-72 [L the volume of water flowing through this area that it wo U E OCT 11987 aVeld Cu, Rau Rau% w.E.viimat, recognized. We also feel that SMW-2 which is monitored every month would be a better one to use. This pit will hold about 120,000 c.y. of ash at a fifteen foot depth. However, because of reclamation requirements these pits will probably be short as shown on your map and will move with advancing reclamation. It's possible that these wells will remain dry for many years. If not, MLRD wants four or five months of consecutive samples afterwhich we will request permission to sample less often. Co. 80631 Dear Mr. Single: As discussed with you in August, Coors is requesting a change in their operation plan for SUP 386:86:58. This change is for 1987 only and will not exceed the 40,000 cubic yard volume that was approved. If this haul continues after 1-1-88, Coors will amend SUP 386:86:58, to allow for more yards of ash. Since the application did address the possibility that other sources of ash and coal might be involved, as pointed out by you in our meeting, attached are the leachate and trace element analysis of this new source, which is Cypress coal and PSC ash from their wet ponds at the Arapaho Plant. Also, since the design standards for' the county road leading to the mine and dumpsite is restricted to 25 loaded trucks per day, Coors guarantees that this amount of daily traffic will not be exceeded by these additional loads. Box 359 Keenesburg, CO 80643 Re: HRI Project 005-806 Boiler Ash Characterization Dear Mr. Althouse: Testing of the sample of boiler ash has been completed. This letter summarizes . • the results. The paste extract test was run on the ash sample just as it was performed on the two previous samples (reported in letter from C. W. Kenney/February 17, 1987). The procedures for this test are detailed in Method 2 of the U.S.D.A. Handbook No. 60 on saline and alkaline soils. The amount of water required was 0.424 gram per gram of ash, and 0.085 gram of extract was produced per gram of ash. Analyses of the extract are contained in Table 1. Table 2 shows the analyses of the solid material by mass spectrometer. Also attached is a revised analysis table for the samples of bottom and fly ash - which were previously submitted by Mr. Bob Trousil. The calculation of the sodium adsorption ratio was incorrectly reportea at that time and the revised table has the corrected values. Dear Sirs: The Colorado Mined Land Reclamation Division has issued a proposed decision for partial bond release for 111 acres of state and private land at the Keenesburg Mine, operated by Coors Energy Company (the permittee). Coors Energy Company has successfully completed backfilling, regrading and drainage control in accordance with their approved reclamation plan. Our current review of the Keenesburg Mine performance bond indicates that the bond is adequate to cover the cost of all current and anticipated reclamation activities. No release of bond amount will occur at this time. A reduction in the bond amount may occur after the permittee has demonstrated successful revegetation on the 111 acres and upon completion of backfilling and grading of remaining strips in Pit A. Since receiving this permit it has come to our attention that Coors will only be producing about 20,000 tons/year for disposal as permitted. However, another contractor has requested permission to haul 100,000 tons/year of coal ash produced at Public Service of Colorado's, Arapahoe plant. This plant uses Cypress and Arco coal both mined in Western Colorado adjacent to where most of the Coors fuel is also being produced. This coal ash will be very similar to the ash described in the original application. No more than 14 standard 80,000 ton trucks will haul the ash to the mine on a daily basis. Since Coors will continue to run only six trucks/day, the total haulage allowed under the permit (25 truckloads) will not be exceeded at this time. Therefore, Coors feels that there should be no charge in the agreement of 4/15/87 wherein Coors will do the patching and Weld County will do the chipsealing of County Road 59. All other plans and procedures wil remain as stated in the application. The dumpsites will remain about the same except that Mined Land Reclamation has been very specific concerning elevations and thickness of ash to be dumped. This will require extending each dumpsite rectangle shown on your map 100 feet to the south. We may also request another site in A Pit which is 1/4 mile southeast of the sites somewhat schematically shown on your map.
