HomeMy WebLinkAbout881373.tiff HEARING CERTIFICATION DOCKET NO. 88-27 RE: PRELIMINARY HEARING TO CONSIDER CREATION OF A LOCAL IMPROVEMENT DISTRICT (NORTHMOOR ACRES) A public hearing was conducted on May 25, 1988, at 2:00 P.M., with the following present: Commissioner Gene Brantner, Chairman Commissioner C.W. Kirby, Pro-Tem Commissioner Jacqueline Johnson Commissioner Gordon E. Lacy Commissioner Frank Yamaguchi Also present: Acting Clerk to the Board, Mary Reiff Assistant County Attorney, Lee D. Morrison Director of Engineering Services, Drew Scheltinga The following business was transacted: I hereby certify that a public hearing was conducted to consider creation of a Local Improvement District in Northmoor Acres Subdivision and Northmoor Acres Second Filing. Lee Morrison, Assistant County Attorney, said notice of this hearing was not published, but property owners were advised of this hearing by mail. Mr. Morrison explained the process of establishing a local improvement district. Richard Branecki came forward to speak for many homeowners interested in establishment of this district. He said he had circulated a petition requesting creation of this local improvement district. Chairman Brantner asked for a show of hands of those in the audience favoring creation of this district. The majority of those present raised their hands. Nancy Martin, a member of the RE-5J school board, encouraged the Board to pave an additional mile of County road, but Mr. Morrison advised that, at this hearing, the Board can only consider the three miles requested in the petition received. Mr. Branecki said pavement of the additional mile was considered, but when the petition requesting formation of this district was circulated, very few property owners were willing to pay for the extra mile. Henry Lutz, a homeowner in this area, came forward and asked several questions regarding the maintenance of the road after it is paved and the possibility of assessing a portion of the costs to owners of property along the County Roads to be paved. Drew Scheltinga, Director of Engineering Services, presented information concerning the expected costs of this improvement project. He said the costs proposed to be divided among the owners of property in Northmoor Acres Subdivision and Northmoor Acres Second Filing, estimated to be $113,300, are the costs directly associated with the laying of asphalt which would be contracted out. The owners of property could pay their share in full within thirty days of the division of costs or could pay over a period of ten years. Commissioner Lacy moved to approve the intent to create a local improvement district. The motion was seconded by Commissioner Kirby and carried unanimously.
