Dear Commissioners:
The Weld County Council under Article VIII, Section
13-8 (6) , of the Weld County Charter has the responsibility
and obligation to " . . . . review all aspects of county
government and shall make such periodic reports to the
people relating to expenditures, efficiency, responsiveness,
adherence to statutes, laws and regulations, and other
matters as the Council deems adviseable."
Pursuant to this obligation, Council requests that the Weld
Board of County Commissioners carefully consider initiating
a procedure that would advise agencies utilizing tax moneys
that the Council might review the agencies' actions " . . .
relating to expenditures, efficiency, responsiveness, adher-
ence to statute, laws and other matters as the Council deems
adviseable."
Notices of this potential to act whould be given to these
agencies at the time they are invited to submit budget
requests to the Board of Commissioners. We are requesting
that the Board take affirmative action in the form of a
motion, resolution or other confirming action that will
result in conformance to this request and to the provisions
of the Weld County charter.
As the Council proceeds with future performance audits, it
would select auditors from agencies in fields relating to
the county agency which is to be addited. The selection of
the auditor would be on a cooperative basis. We have
selected a previous auditor from among a number recommended
by Finance Director Don Warden and would continue to solicit
the Board' s advice in the selection of appropriate auditors.

The process to be followed in each audit would be tailored
to fit the needs and processes of the department or agency
which is to be audited. The department or agency would be
apprised at an early date the time lines involved, would be
given in advance a copy of the format to be used, and would
be encouraged to perform a self-study prior to the advent of
the auditing agent. Information derived from the audit
would then be shared with the department or agency and would
serve as a basis for streamlining of the respective agency.
The approach should constitute a positive one and an attempt
to assist the department or agency to function more efficiently.
We believe that such a process could lead to further saving
of tax dollars, could make county agencies and quasi-county
agencies more responsive and more efficient in their work,
and would provide the taxpayers more production for their
dollars. We believe that the framers of the Charter had
just such results in mind as they included the review
process in the charter.

We would very much appreciate your response to this request
prior to September 3, 1986, the date of the next regular
meeting of the County Council in its meeting room at 7:30
p.m.
