I. TITLE, YEAR AND AMOUNT OF FUNDS:
PY '88 6% Performance Incentive Funds - $ 64,394
II . PERIOD OF PERFORMANCE:
01/01/89 through 12/31/89
III. PROGRAM/PROJECT NAME:
Weld County Incentive Program
IV. SCOPE OF kORK:
Funds will be used to continue the activities for adults and youth as outlined
in the Job Training Plan. The target population will be the adult and youth
enrolled in the Welfare Diversion Program. To improve the participant's
qualifications for jobs in the labor market, the major program activities will
include on-the-job training, work experience, and job development activities
through Economic Development Action Partnership. Approximately 33 individuals
will be served through this grant. Of these 33 individuals, approximately 20
will terminate to unsubsidized employment. The average cost per placement
will be $ 2,994. The budget explanation addresses the activities to be
implemented.
Coordination will continue with human service providers labor union
activities , vocational education institutions, school districts, and other
community agencies to avoid duplication and increase resources to clients.

V. BUDGET INFORMATION SUMMARY (BIS) AND NARRATIVE:
Administration
Administration costs include expenditures for personnel staff in the amount of
$ 2,415 and associated operating costs in the amount of $ 805.
Participant Support
Participart Support funds in the amount of $ 1,288 will be used to purchase
supportive services such as transportation, tools, etc. for Welfare Diversion
participarts.
Training
Training costs of $ 59,886 will include expenditures for staff serving the
Welfare Diversion clients, job development activities with the Economic
Development Action Partnership corporation, and client wages for Welfare
Diversion adult and youth participants.

VII. SPECIAL CONDITIONS:
A. The SEA agrees to comply with Section 141(c) of the JTPA, the text of
which follows:
"No funds may be used to assist in relocating establishments, or parts
thereof, from one area to another unless the Secretary determines that
such relocation will not result in an increase in unemployment in the area
of original location or in any other area."
B. For the purpose of this EA, the SDA agrees to comply with all Assurances
contained in its Job Training Plan/Master Contract for the current program
year.
