"Colorado is going to have $6 million less federal funds to fill potholes and build new highways next year if we don't get stricter enforce- ment of the 55 mile an hour speed limit between now and October 1 ." Each December, the state highway official must certify to the Federal Highway Administration that at least 50% of Colorado highway travel occurs at or below 55 miles per hour. Non-compliance can trigger a 10 percent withholding of federal money going to Primary, Secondary, and Urban high- ways. Figures from October 1984 through June 1985 show Colorado barely in compliance, but projected figures for July through September indicate that Colorado will not be in compliance when the federal fiscal year ends September 30. Dolan encouraged the public to slow down its driving and to support law enforcement agencies that enforce the 55 mile per hour speed limit. "If you don't like the 55 mph speed limit, try to get it repealed," Dolan said. "But as long as it's the law, obey it." OOO M 1115 (16) KIPLING STREET IN ARVADA Cat Construction Company of Westminster submitted an apparently successful bid of $381 ,149 at the Department's Division of Highways August 1 opening to widen six tenths of a mile of Kipling St. in Arvada. Six firms bid work which begins at Ridge Road and extends north to West 58th Avenue. The project consists of grading, structures, topsoil , seeding and mulching. It requires completion within 75 working days following its Notice to Proceed. Coordinating engineer is Gary Self of Golden. The Set-Aside project, scheduled for completion within forty workable days, begins 0.8 mile east of Evans over the Latham Ditch and extends a tenth of a mile east. Elements include grading, stabilization, the bridge, hot bituminous paving and striping. L. G. Duncan of Greeley is resident engineer. An apparently successful bid of $135,177 was received from K.E.C.I. Colorado, Inc. of Littleton. O 00 M 1601 (1 ) COLORADO BLVD. AT 100th AVENUE IN THORNTON Resident engineer Bernie Paiz of Aurora will coordinate a project to improve the Colorado Blvd. , East 100th Avenue intersection in Thornton if contract award follows a Division of Highways August 1 bid opening. The Colorado Blvd. project begins a tenth of a mile south of the intersection and extends two tenths of a mile north. It includes grading, stabilization, structures, hot bituminous paving, signing, striping, curb and gutter, topsoil , seeding and mulching. The project was a Set-Aside, restricted to bidding by certified, prequalified minority businesses. Five bids were accepted; an apparently successful bid of $294,459 was received from K.E.C. I . Colorado, Inc. of Littleton. The project requires completion within 45 working days. O 00 FR 160-2 (39) U.S. 160 IN ALAMOSA A & S Construction Company of Canon City turned in an apparently successful bid of $981 ,908 at the Division of Highways August 1 opening for a project to resurface and widen a segment of U.S. 160 in Alamosa. Two firms bid work which begins at the Richardson Avenue intersection and extends 0.85 mile west. The project, scheduled for completion within 100 workable days after it starts, includes grading, stabilization, structures, hot bituminous paving, curb and gutter, lighting, topsoil , seeding and mulching.
