RESOLUTION
RE: APPROVE APPOINTMENT OF SPECIAL COUNSEL AND AUTHORIZE CHAIRMAN
TO SIGN CONTRACT
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Weld County Attorney' s Office is obligated by
the provisions of the Revised Uniform Reciprocal Enforcement of
Support Act, Section 14-5-101 , et seq. , C.R.S. , to prosecute child
support enforcement actions commenced pursuant to the provisions
of said Act, and
WHEREAS, the State of Kansas has requested that the Weld
County Attorney' s Office provide legal services for the
prosecution of litigation titled State of Kansas , ex rel .
Secretary of Social and Rehabilitation Services v. Andrew S.
Loomis, which case will be filed in the District Court, County of
Weld , State of Colorado, and
WHEREAS, Kathy E. Dean, Esq. , who bills for services at the
rate of $70 . 00 per hour , is experienced in child support
enforcement matters, and
WHEREAS, the Board has been presented with a Contract for
Legal Services between Weld County and Kathy E. Dean , a copy of
said Contract being attached hereto and incorporated herein by
reference , and
WHEREAS, after consultation with the office of the County
Attorney, the Board of County Commissioners of the County of Weld
deems it advisable to confirm, ratify, and approve the appointment
of Kathy E. Dean to represent Weld County in this Revised Uniform
Reciprocal Enforcement of Support Act case.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of the County of Weld, State of Colorado, that
pursuant to Section 5-4 of the Weld County Home Rule Charter,
Kathy E. Dean , Esq. , is hereby appointed special counsel to
fulfill the duties of the Weld County Attorney in the
above-referenced Revised Uniform Reciprocal Enforcement of Support
Act case.
BE IT FURTHER RESOLVED by the Board that Kathy E. Dean , Esq. ,
will be compensated at the rate of $70 . 00 per hour.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and
hereby is , authorized to sign said Contract for Legal Services .

CONTRACT FOR LEGAL SERVICES
WHEREAS , the State of Kansas, ex rel. the Secretary of Social
and Rehabilitation Services for the State of Kansas, has requested
legal services from Weld County, pursuant to the Revised Uniform
Reciprocal Enforcement of Support Act, Section 14-5-101 , et seq. ,
C.R.S. , for the prosecution of litigation titled State of Kansas ,
ex rel. Secretary of Social and Rehabilitation Services v. Andrew
S. Loomis , the same being an action to be filed in the District
Court in and for the County of Weld , State of Colorado, and
WHEREAS , the Board of County Commissioners finds it necessary
to employ special counsel to assist in the prosecution of this
action, and
WHEREAS, Section 5-4 of the Weld County Home Rule Charter
allows the Board to appoint special counsel.
NOW, THEREFORE, it is agreed by and between the Board of
County Commissioners of Weld County, Colorado, and Kathy E. Dean ,
Esq. , that said Kathy E. Dean, Esq. , will perform the
prosecutorial duties of the Weld County Attorney through all legal
proceedings in State of Kansas, ex rel. Secretary of Social and
Rehabilitation Services v. Andrew S. Loomis , which case will be
filed in the Weld District Court in and for the County of Weld,
State of Colorado. Weld County agrees to reimburse special
counsel at the hourly rate of $70. 00 (SEVENTY DOLLARS) together
with all costs expended and shall provide for such reimbursement
within thirty (30) days after special counsel has submitted a
statement for services.
