HomeMy WebLinkAbout850728.tiff RESOLUTION RE: GRANT MOBILE HOME PERMIT NO. 987 - JOHN HENRY AND LINDA McKENNA WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS , the Board of County Commissioners of Weld County, Colorado, on the 13th day of March, 1985 , considered the request of John Henry and Linda McKenna for a mobile home to be used as a principal dwelling, and WHEREAS, said mobile home is to be occupied in an A-Agricultural Zone District on a parcel of land being more particularly described as follows: Lot 2 , P.A.T.C.H.E.S. Estates, Part of the Wh, Section 13 , Township 1 North, Range 66 West of the 6th P.M. , Weld County, Colorado WHEREAS, the Board of County Commissioners, having heard the testimony, finds that said request should be granted subject to the following conditions : 1) the applicant shall apply for a building permit for the mobile home within thirty days from the date of approval by the Board of County Commissioners; 2) a septic permit shall be obtained and the site shall meet percolation test requirements prior to the issuance of a building permit; 3) prior to the issuance of a building permit, the owner shall submit evidence that the well is supplying water in such a manner as to be adequate in quality, quantity and dependability for the proposed use; 4) the mobile home shall not be occupied until such time that the applicant has complied with the above mentioned conditions; 5) only one recreational vehicle shall be used for a residence until the Certificate of Final Inspection is issued for the mobile home; and 6) upon the issuance of a Certificate of Final Inspection for the mobile home, the recreational vehicles shall cease to be used as residences on the subject site. COMMENTS: This case is a result of violation number 566:84: 15. Two recreational vehicles (travel trailers) are being lived in on the site. The Weld County Zoning Ordinance requires recreational vehicles to comply with the requirements and restrictions set forth for mobile homes when their placement is intended for a nontransitory residence. Subsequent to the zoning violation notice the applicants have purchased a mobile home that they intend to place on the property. This zoning permit is for the mobile home. The recreational trailers will not be used for nontransitory residential purposes after the mobile home has been given a Certificate of Final Inspection. The Department of Planning Services staff recommendation for approval is conditional upon: 1. The applicant applying for a building permit for the mobile home within thirty (30) days from the date of approval by the Board of County Commissioners. 2. A septic permit shall be obtained and the site shall meet percolation test requirements prior to the issuance of a building permit. 3. These soils have fair to good potential for urban development. The chief limiting soil feature is the rapid permeability of the substratum. There are only slight limitations for septic tank absorp- tion fields. There are also only slight limitations for dwellings with or without basements. More specific information on these soils and there prop- erties can be found in the Soil Survey of Weld County, Colorado. The vegetation currently found on the site consists of annual weeds and grasses. These are considered undesirable for grazing purposes. Most of the area is in a "go-back" condition, resulting from past overgrazing. In order to protect the soil from erosion, protective cover must be maintained. In order to assure adequate cover , I would recommend reseeding those areas, or the entire area to the following mix: 50% Pubescent Wheatgrass 7 PLS/Ac 50% Crested Wheatgrass 12 5 PLS/Ac These grasses are well adapted to the soils , are fairly easy to establish and will provide adequate ground cover. I would recommend only minimal disturbance of the soil prior to planting. Planting should be done with a grass drill and time of seeding should be from October 15th to April 15th. There should be no grazing the first year after planting. Thereafter grazing should be controlled to utilizing only 50% of the current years growth. This will allow the plants to maintain good vigor and the stand to remain constant. I hope this information will be useful to you.
