RE: DECLARE CERTAIN EQUIPMENT AS SURPLUS PROPERTY
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the County has identifed that a GE brand medical
telemetry radio is no longer needed by Weld County Ambulance
Service and is recommended to be donated to the
Grover-Hereford-Carpenter group, and
WHEREAS, State statute and the Weld County Administrative
Manual requires that all items disposed of be declared surplus by
the Board of County Commissioners.
NOW, THEREFORE, BE IT RESOLVED that the Board of County
Commissioners of Weld County, Colorado, hereby declares the above
described radio as surplus property.
BE IT FURTHER RESOLVED that the Board hereby authorizes the
donation of the radio to the Grover-Hereford-Carpenter ambulance
group.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 2nd day of
December, A.D. , 1985 .

About two years ago we began to replace our aging GE brand medical telemetry
radios with Motorola production-line model radios. Since that time our service
costs for mobile radios has been virtually nothing in contrast to the 1983' s
service cost of over $4,000 for the six GE units alone.
We are requesting approval to transfer ownership of one of the old GE models to
the Grover-Hereford-Carpenter ambulance group. Their main ambulance has no UHF
radio. Presently, they only talk with Colorado and Wyoming State Patrols and
with Wyoming hospitals. The past couple of years has seen increased cooperation
between our agencies , and there is an increased possibility of mutual response
to that part of the County now that the Briggsdale Ambulance group is unable to
provide consistent response.
The original acquisition of the GE radios was not a capital expense to Weld
County since they were assigned to us directly under a State of Colorado grant.
Larry McNatt, Acting Director of the State Health EMS Division, has confirmed
that these radio units are considered Weld County property and a transfer of
ownership does not require State approval or notification.
With the slight increase in activity in that area, the increased cooperation
between agencies and the absence of capital expense to the County, we believe
that the cost-free transfer of one of these units would be an excellent good
faith gesture, as well as increasing communications capability between both our
ambulance agencies and the Weld County Communication Center. As a point of
clarification, the Grover-Hereford-Carpenter group understands that the
installation and maintenance of this unit would become their responsibility.
