PUBLIC HEARINGS TO CONSIDER TUNNEL
RULES, PUBLIC TRANSIT GRANTS
The State Highway Commission will consider proposed revised rules
governing tunnel and snowshed use during a public hearing scheduled to
begin at ten o'clock Thursday morning, October 24, at the Department of
Highways headquarters auditorium in Denver.
The hearing follows community meetings held in Dillon, Denver,
Glenwood Springs and Grand Junction during September and October. Comments
from those meetings will be summarized and entered into the record on
October 24. The location is 4201 E. Arkansas Avenue, Denver. The hearing
will be part of a day-long meeting, the Commission's regular monthly meeting.
Interested persons may send written statements or present oral
testimony, or both. Written statements must reach the Secretary of the
Highway Commission, 4201 E. Arkansas Ave. , Denver, CO 80222 by the close of
business October 23.
The revised proposed rules include sections on general responsibilities
of motor vehicle operators using state highway tunnels; restrictions; application
of local ordinances; and regulated hazardous materials.
Implementation of two federal Urban Mass Transportation Administration
grant programs will be discussed at a public hearing November 1, beginning
at 1:30 p.m. at the Department's headquarters auditorium. Section 16 (b) (2)
funds benefit private nonprofit agencies which buy capital equipment to serve
elderly and disabled persons. Section 18 money benefits public transportation
in rural and small urban areas.
Colorado's rule is expected to be adopted by the State Highway Commission
in November, to become effective in December. The December date is critical
if Colorado officials are to meet UMTA deadlines for submitting fiscal year
1986/87 projects.

IR 70-5(38) INTERSTATE 70 NEAR STRATTON
The Department's Division of Highways accepted four bids at the
October 17 opening for an Interstate 70 improvement and bridge widening project
near Stratton. The project begins a mile west of the Stratton interchange
and extenas 12.4 miles east; it includes grading, stabilization, structures,
bridges, a concrete box culvert, hot bituminous and concrete pavement,
signing, striping, seeding and mulching.
Sterling Paving Company of Fort Collins turned in an apparently
successful bid of $3,552,169 for the project, which requires completion within
130 working days after its Notice to Proceed. John Goetzcke of Limon is
resident engineer.

CC 10-0025-14 INTERSTATE 25 INTERCHANGES
CC 10-0025-11 SOUTH OF DENVER
Siegrist Construction Company of Denver submitted an apparently
successful bid of $5,737,506 at the Division of Highways October 17 opening
for a combined project for Interstate 25 interchanges south of Denver.
Ramps at Orchard Road and Dry Creek Road are involved.
At Orchard Road, work elements include grading, stabilization, hot
bituminous paving, structures, a bridge, mulching, topsoil , seeding,
signalization, lighting, signing, and striping. The construction at Dry
Creek Road will consist of grading, stabilization, hot bituminous pavement,
structures, two bridges, topsoil , seeding, signalization, mulching, signing,
and striping.
Eight firms bid the combined project, which calls for completion of
the Orchard Road elements within 150 workable days and completion of the
Dry Creek Road elements within 240 workable days. Resident engineer Bernie
Paiz, Aurora, will coordinate the combined project.

CC 11-0128-02 WEST 120th AVE. NEAR JEFFERSON
COUNTY AIRPORT
Resident engineer Wayne Nesbitt of Aurora will coordinate a project to
relocate S.H. 128 near the Jefferson County Airport, if contract award
follows bidding activity seen October 17 at the Division of Highways main
administration building in Denver.
The West 120th Avenue project begins 1.2 miles west of S.H. 121 and extends
1.3 miles westerly, in Boulder and Jefferson counties. It includes grading,
structures, stabilization, hot bituminous pavement, signing, striping, topsoil ,
seeding, mulching and guardrail .
Asphalt Paving Company of Golden turned in an apparently successful bid of
$944,386 for the project, which requires completion within 120 working days. Bids
were accepted from nine firms.

BRS 0059(11) S.H. 59 NORTH OF JOES
Replacing a S.H. 59 bridge in Yuma County drew twelve bidders October 17
when Division of Highways engineers opened sealed envelopes. A.S. Horner
Construction Company of Littleton submitted an apparently successful bid of
$828,810 for a project which allows 100 workable days for completion.
The project begins 3.3 miles north of U.S. 36 and extends half a mile
north. It consists of grading, stabilization, structures, a bridge, hot
bituminous paving, topsoil , seeding and mulching. Resident engineer is Duane
Muller of Sterling.

ER 0116(2) S.H. 139 NEAR DOUGLAS PASS
United Companies of Mesa County, a Grand Junction firm, turned in an
apparently successful bid of $1,167,628 at the Division of Highways October 17
opening for a roadway drainage project on S.H. 139 in Garfield county. The
project begins 25 miles north of Loma and extends 611 miles north. It consists
of structures, stabilization, hot bituminious paving, striping and guardrail .
Two firms bid the project, which calls for completion within 95 workable
days after its Notice to Proceed. W.R. Nelson of Grand Junction is resident
engineer.

MRU 0096(2) S.H. 96 IN PUEBLO AT 4th ST. BRIDGE
Division of Highways engineers accepted four bids at the October 17 opening
for a resurfacing project on 4th Street in Pueblo. An apparently successful
bid of $113,128 was turned in by Southern Colorado Paving, Inc. of Pueblo.
The project consists of hot bituminous pavement overlay and striping, located
on S.H. 96. It begins at the east end of the W. 4th Street Bridge, and extends
about seven tenths of a mile easterly to Main Street.
Dale Snow of Pueblo is resident engineer for this project which is
scheduled for completion within 10 workable days.
