RE: APPROVE CONTINUANCE OF HEARING TO CONSIDER REQUEST OF WINDSOR
GAS PROCESSING (OILCOM CORPORATION) FOR SITE SPECIFIC
DEVELOPMENT PLAN AND SPECIAL REVIEW PERMIT
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners held a public
hearing on the 14th day of December, 1988 , at the hour of 10: 00
a.m. in the Chambers of the Board for the purpose of considering
the request of Windsor Gas Processing (Oilcom Corporation) for a
Site Specific Development Plan and Special Review Permit for an
oil and gas support and service facility in the A (Agricultural)
Zone District, and
WHEREAS, there were four Commissioners present at said
hearing, and
WHEREAS, during the course of the hearing it became necessary
for Commissioner Yamaguchi to leave, and
WHEREAS, Ralph Nelms, operations manager of Windsor Gas
Processing, requested that this hearing be continued because only
three Commissioners would be present for the remainder of the
hearing, and
WHEREAS , the Board deemed it advisable to continue said
hearing to December 19 , 1988 .
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the hearing to
consider the request of Windsor Gas Processing (Oilcom
Corporation) for a Site Specific Development Plan and Special
Review Permit be, and hereby is, continued to December 19, 1988 ,
at or about 9 :30 a.m.

The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 14th day of

RE: SITE SPECIFIC DEVELOPMENT PLAN AND SPECIAL REVIEW PERMIT FOR AN
OIL AND GAS SUPPORT AND SERVICE FACILITY IN THE A (AGRICULTURAL)
ZONE DISTRICT - WINDSOR GAS PROCESSING (OILCOM CORPORATION)
A public hearing was conducted on December 14, 1988, at 10:00 A.M. ,
with the following present:
Commissioner Gene Brantner, Chairman
Commissioner C.W. Kirby, Pro—Tem
Commissioner Jacqueline Johnson
Commissioner Gordon E. Lacy — Excused
Commissioner Frank Yamaguchi
Also present:
Acting Clerk to the Board, Mary Reiff
Assistant County Attorney, Lee D. Morrison
Planning Department representative, Keith Schuett
The following business was transacted:
I hereby certify that pursuant to a notice dated November 21, 1988, and
duly published November 30, 1988, in the Platteville Herald, a public
hearing was conducted to consider the request of Windsor Gas Processing
(Oilcom Corporation) for a Site Specific Development Plan and Special
Review Permit for an oil and gas support and service facility in the A
(Agricultural) Zone District. Lee Morrison, Assistant County Attorney,
made this matter of record. Keith Schuett, Planning Department
representative, read the Planning Commission's recommendation for
denial of this request into the record. Chairman Brantner explained
that, with only four Commissioners being present, if this hearing
should result in a tie vote the absent Commissioner would review the
record and listen to the tapes prior to casting the deciding vote.
Ralph Nelms, operating manager of Windsor Gas Processing, represented
the applicant. He presented each Commissioner with a copy of a report
and explained changes which will make this proposed operation more
compatible to the existing surrounding uses. Mr. Nelms showed slides
of the area and of the company's existing plant in the Windsor area.
(Tape change #88-61) Mr. Nelms pointed out that the Planning staff had
recommended approval of this request and that the area is developed for
oil and gas usage. At this time it was necessary for Commissioner
Yamaguchi to leave the hearing, leaving only three Commissioners
present. Chairman Brantner advised Mr. Nelms that approval of this
application requires affirmative votes of three Commissioners and asked
if he wished the hearing continued to a time when all Commissioners
will be present. Mr. Nelms requested that this matter be continued.
Commissioner Kirby moved to continue this hearing to December 19 at
9:30 a.m. The motion was seconded by Commissioner Johnson and carried
unanimously.
