WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS , the Board of County Commissioners has reviewed the request of Texaco Refining and Marketing, Inc. for a Minor Subdivision for three lots, pursuant to the requirements of Section 12-3 G of the Weld County Subdivision Regulations, and WHEREAS, said request is for property being described as follows: Part of the E' NE' , Section 10 , Township 2 North, Range 68 West of the 6th P.M. , Weld County, Colorado WHEREAS, the Board deems it advisable to approve said request for a Minor Subdivision for the following reasons: 1 . The Minor Subdivision conforms with the requirements of Section 12-3 G of the Weld County Subdivision Regulations. The applicant shall address the specific concerns and recommendations of the Longmont Fire Protection District, Colorado Geological Survey, and Weld County Engineering and Health Departments at the time of Site Plan Review submittal. 2 . No building or electrical permits for new construction shall be issued on the subject property until the Site Plan Review has been approved and the Minor Subdivision Plat has been delivered to the Department of Planning Services ' Office for recording. Dear Michael: The site of the proposed Texaco Refining and Marketing subdivision is located on Aquolls and Aquepts soils. These soils experience frequent seasonal flooding April, May and June. There is a prominent water table at a depth of six inches to 1-1/2 feet. With the water table this close to the ground surface, the potential for frost action is high. Sewage facilities and buildings will have severe limitations on this site due to the high water tables, flooding and the high frost action potential. Construction materials such as concrete and steel tend to corrode rather quickly because of the high moisture content of the soil. If we can be of further assistance, please feel free to contact us. Plannmk cummissw RE: STAR CENTER MINOR SUBDIVISION We have reviewed the plat, soils and foundation investigations, and attendant information for the proposed subdivision. It appears from the application that one lot will be developed into a gas station and one lot into a restaurant. This area is underlain by porous sand and gravel deposits and groundwater levels within seven (7) feet of the surface. These conditions can effect the underground storage tanks and on-lot sewage disposal for the buildings. The shallow ground water levels can contribute to tank corrosion. The porous sand and gravel deposits and shallow water levels would allow leaking tanks to easily contaminate ground water supplies. We recommend that the Oil inspection Section of the Department of Labor and Employment be consulted for underground storage tank design requirements. Additionally, we recommend that impermiable tank containers and monitoring wells be considered for this site. The application material indicates that on-lot septic systems will be used for the development. The fast percolation rate of sand and gravel deposits and seasonally shallow ground water levels can preclude the use of standard on-lot leachfields. We recommend that engineered septic systems be used for this site. The soil and foundation report recommendations for foundation design should be closely observed. We have no objection to construction of the proposed restaurant. We do not recommend approval of the gas station construction unless safe tank design can be developed for the site. Design and construction details related to subsurface conditions on the site should be carefully followed as outlined in this report. PURPOSE AND SCOPE OF STUDY This report presents the results of a soil and foundation investigation for the McDonalds Restaurant to be located at Highway 119 and Interstate 25 , Longmont, Colorado. The project site is shown on Figure 1 . This report has been prepared to summarize the data obtained and to present our conclusions and recommendations based on the proposed construction and the subsurface conditions encountered . Design parameters and a discussion of geotechnical engineering considerations related to construction of the proposed facility are included . PROPOSED CONSTRUCTION We understand that the proposed restaurant will be a one story with brick and block construction . We anticipate that • slab on grade construction will be utilized . For purposes of this report, we have assumed that the foundation loads will be light to moderate. In addition, the construction will consist of at least two large signs. If loading or conditions are significantly different from those described above, we should be notified to reevaluate the recommendations contained in this report. SITE CONDITIONS At the time of our field investigation, an asphalt parking lot and an abandoned Texaco station with related pumping facilities existed at the site. The topography at the site was nearly level with a slight slope down to the northwest on the order of 2 percent. Abandoned underground fuel storage tanks exist in the vicinity of the proposed structure. The tank storage area is defined by a concrete apron which is assumed to cover the limits of the underground tanks. No major drainages exist in the immediate area of the site. However, an abandoned waste water retention pond exists 1 immediately adjacent to the south side of the site. The retention pond was dry at the time of our field investigation. Based on cursory observations the abandoned prefabricated steel service station facility existing at the site shows very little structural distress related to soils or foundations . However, several areas of pavement distress were noted in the existing asphalt parking areas and concrete sidewalks around the abandoned building. SUBSOIL CONDITIONS To investigate the subsoil conditions at the site, 4 test borings were advanced at the approximate locations shown on Figure 1. The subsoils encountered generally consist of asphalt and base course overlying fill , natural clays and sands and gravels. Graphic logs of the test borings are shown on Figure 2. The pavement sections encountered consisted of 3 to 4.5 inches of asphalt overlying 13 to 20.5 inches of base course. The fill material at the site consisted of sandy clays which were medium plastic , stiff and moist to very moist. The sands and gravels encountered were fine to coarse grained, medium dense and wet. The silts and sands existing over the sands and gravels were fine grained, low plastic , loose and moist to very moist. In test borings 1 and 2, approximately 2 and 3 feet respectively, of high plastic , wet clay was encountered overlying the silts and sands. Swell consolidation test results performed on the ' high plastic clay in test boring 1 and on the sandy clay fill encountered in all of the test borings, indicate that these materials will consolidate considerably under loading and wetting conditions. Laboratory test results are shown on Figures 4 through 10 and are summarized on Table I . Free water was encountered at depths of 8.5 and 9 feet in test borings 1 and 2 respectively, at the time of drilling. FOUNDATION RECOMMENDATIONS Considering the subsurface conditions encountered in the test borings and the nature of the proposed construction, we recommend the building and the signs to be constructed on the site be founded on spread footings placed on undisturbed granular soils. The design and construction criteria presented below should be observed for a spread footing foundation system. (1) Footings placed on undisturbed granular soils may be designed for a maximum allowable soil bearing pressure of 1500 psf. 2 (i (2) Spread footings placed on granular soils should have a minimum footing dimension of 16 inches. (3 ) Exterior footings should be provided with adequate soil cover above their bearing elevation for frost protection . Placement of foundations at 3 feet below the exterior grade is considered adequate soil cover in this area. The upper 3 feet of new fill should be imported, nonexpansive, granular material compacted to 95 percent of standard Proctor density at 0 to 3 percent over optimum moisture content. The following measures should be taken to reduce damage which could result from movement, should the underslab materials be subjected to moisture changes. ( 1) Floor slabs should be separated from all bearing walls and columns with an expansion joint which allows unrestrained vertical movement. (2) Interior nonbearing partitions resting on floor slabs should be provided with a slip joint so that, if th e slabs move, the movement cannot be transmitted to the upper structure. This detail is also important for wallboards and door frames. (3 ) Floor slabs should be provided with control joints to reduce damage due to shrinkage cracking and should be adequately reinforced. We suggest joints be provided on the order of 10 feet on centers. (4) A minimum 4—inch layer of free draining gravel should be placed beneath the slabs. (5 ) A representative of the soil engineer should observe the condition of the subslab material prior to and during compaction efforts. SURFACE DRAINAGE The following drainage precautions should be observed during construction and maintained at all times after the facility has been completed : ( 1) Excessive wetting or drying of the foundation excavations and underslab areas should be avoided during construction. (2) Exterior backfill should be moistened and compacted to at least 90 percent of the maximum standard Proctor density. (3 ) The ground surface surrounding the exterior of the building should be sloped to drain away from the foundation in all directions. We recommend a minimum slope of 6 inches in the first 10 feet. (4) Roof downspouts and drains should discharge well beyond the limits of all backfill . 5 j LIMITATIONS l( This report has been prepared in accordance with generally accepted soil and foundation engineering practices in this area for use by the client for design purposes . The conclusions and recommendations submitted in this report are based upon the data obtained from the test borings advanced at the locations indicated on the site plan. The nature and extent of the variations across the site may not become known until the excavation is performed . If during construction, fill , soil and water conditions appear to be different from those described herein, this office should be notified at once so reevaluation of the recommendations may be made. Design and construction details related to subsurface conditions on the site should be carefully followed as outlined in this report. PURPOSE AND SCOPE OF STUDY This report presents the results of a soil and foundation investigation for the Texaco gas station to be located at Highway 119 and Interstate 25 , Longmont, Colorado. The project site is shown on Figure 1 . This report has been prepared to summarize the data obtained and to present our conclusions and recommendations based on the proposed construction and the subsurface conditions encountered . Design parameters and a discussion of geotechnical engineering considerations related to construction of the proposed facility are included . PROPOSED CONSTRUCTION We understand that the proposed station will be a one story structure. We anticipate that slab on grade construction will be utilized . For purposes of this report, we have assumed that the foundation loads will be light to moderate. If loading or conditions are significantly different from those described above, we should be notified to reevaluate the recommendations contained in this report. SITE CONDITIONS At the time of our field investigation, an asphalt parking lot and an abandoned gas station and restaurant with related pumping facilites existed at the site. The topography at the site was nearly level with a slight slope down to the i northeast. Abandoned underground fuel storage tanks exist in the vicinity of the proposed structure. The tank storage area is defined by a concrete apron which is assumed to cover the limits of the underground tanks. .� SUBSOIL CONDITIONS To investigate the subsoil conditions at the site, 4 tests holes were advanced at the approximate locations shown on Figure 1. The subsoils encountered generally consist of ! asphalt and base course overlying natural clays and sands 1 and gravels. Graphic logs of the test holes are shown on Figure 2. The pavement sections encountered consisted of 2 inches of asphalt overlying 16 to 28 inches of base course. Based on laboratory and field test results, the sandy clay soils were low to medium plastic, medium to stiff and moist to wet. The sands and gravel encountered were fine to coarse grained with occasional cobbles. loose to dense and wet. Swell—consolidation tests run on the clay soils indicate that these materials exhibit a low to moderate swell potential under drying and wetting cycles. Laboratory test results are shown on Figures 4 thru 8 and are summarized on Table I . Free groundwater was encountered at depths of 7 .5 to 8.5 feet at the time of drilling . FOUNDATION RECOMMENDATIONS Considering the subsurface conditions encountered in the test holes and the nature of the proposed construction, we recommend the building be founded on spread footings placed on a minimum of 3 feet of granular structural fill compacted to at least 100% of the standard Proctor density as determined by ASTM D698. The design and construction criteria presented below should be observed for a spread footing foundation system. ( 1 ) Footings placed on the structural fill may be designed for a maximum allowable soil beairng pressure of 1500 psf. (2) Spread footings placed on structural fill should have a minimum footing dimension of 16 inches. (3 ) Exterior footings should be provided with adequate soil cover above their bearing elevation for frost protection. (4 ) Continuous foundation walls should be reinforced top and bottom to span an unsupported length of at least 10 feet. (5 ) Based on experience, we estimate the total settlement for footings designed and constructed as discussed in this section will be less than 1 inch. (6 ) Care should be taken when excavating the foundations to avoid disturbing the supporting materials. Excavation methods which minimize soil disturbance, such as hand 2 excavation or careful backhoe soil removal , may be required in excavating the last few inches. (7 ) The natural soils may pump or deform excessively under the wheel loads of heavy construction vehicles as the excavations approach footing levels . Construction equipment should be as light as possible to avoid this difficulty. The use of track-mounted vehicles is recommended since they exert lower contact pressures. The movement of vehicles over proposed foundation areas should be restricted. (8) The proposed foundation excavation elevation appears to be near or slightly above water level therefore it may be necessary to dewater the excavation during construction . Localized areas of the excavation may have to be stabilized with rock if the soils deform excessively. (9) A representative of the soil engineer should observe all fill placement and footing excavations prior to concrete placement. ALTERNATIVE FOUNDATION RECOMMENDATIONS Based on the subsurface conditions encountered, a foundation system consisting of footing pads and grade beams may be placed on the natural soils if the owner is aware of the risks of foundation movements caused by swelling soils. In the event that the owner chooses to utilize the footing pads on the natural clay soils, the footings should be designed for an allowable bearing pressure of 1500 psf with a minimum dead load pressure of 1000 psf. The remainder of the design and construction criteria presented above should also be followed for this alternative. In addition to the requirements outlined above, the existing underground fuel tanks in the vicinity of the proposed structure should be removed completely prior to fill placement. The exact dimensions of the fuel tanks are not known at this time. We recommend observation of the tank removal by the soil engineer. Reevaluation of the foundation requirements outlined above may be required as foundation excavations proceed . FLOOR SLABS Based on the laboratory testing of the soils encountered on the site, it is our opinion that the clay materials may possess a low swell potential and/or may consolidate under wetting and loading conditions. Floor slabs present a problem where low swelling materials are present near floor slab elevation because sufficient dead load cannot be 3 imposed on them to resist the uplift pressure generated when the materials are wetted and expand . In addition, when clay materials that possess a low swell potential exist in conjunction with materials that possess a consolidation potential , the possibility of distress resulting from differential movement is greatly increased . If the owner is aware of the risks, we recommend that the floor slab be placed on the natural clay soils . The following measures should be taken to reduce damage which could result from movement, should the underslab materials be subjected to moisture changes. • ( 1 ) Floor slabs should be separated from all bearing walls and columns with an expansion joint which allows unrestrained vertical movement. ( 2) Interior nonbearing partitions resting on floor slabs should be provided with a slip Joint so that, if the slabs move, the movement cannot be transmitted to the upper structure. This detail is also important for wallboards and door frames . (3 ) Floor slabs should be provided with control joints to reduce damage due to shrinkage cracking and should be adequately reinforced. We suggest joints be provided on the order of 10 feet on centers. (4 ) A minimum 4-inch layer of free draining gravel should be placed beneath the slabs. (5 ) A representative of the soil engineer should observe the conditions of the subslab material . UNDERGROUND STORAGE TANKS The excavation of the overburden soils for the storage tanks should be possible with conventional excavation equipment. If the tanks are to be placed below the water table, measures will have to be taken to resist the hydrostatic uplift. SURFACE DRAINAGE The following drainage precautions should be observed during construction and maintained at all times after the facility has been completed : ( 1 ) Excessive wetting or drying of the foundation excavations and underslab areas should be avoided during construction. 4 (2) Exterior backfill should be moistened and compacted to at least 90 percent of the maximum standard Proctor density. (3 ) The ground surface surrounding the exterior of the building should be sloped to drain away from the foundation in all directions. We recommend a minimum slope of 6 inches in the first 10 feet. (4) Roof downspouts and drains should discharge well beyond the limits of all backfill . LIMITATIONS This report has been prepared in accordance with generally accepted soil and foundation engineering practices in this area for use by the client for design purposes . The conclusions and recommendations submitted in this report are based upon the data obtained from the test holes advanced at the locations indicated on the site plan. The nature and extent of the variations across the site may not become known until the excavation is performed. If during construction, fill , soil , and water conditions appear to be different from those described herein, this office should be notified at once so reevaluation of the recommendations may be made. The techniques of analysis and design employed herein are in accordance with the Denver Regional Council of Governments' "Urban Storm Drainage Criteria." The composite subdivision is comprised of 9.87 acres of currently developed land. The subdivision is bounded on the North by Colorado State Highway 119 right-of-way, on the East by Interstate 25 Frontage Road right- of-way, on the South by unimproved land,' and on the West by Turner Boulevard right-of-way. This site is currently developed as a Texaco truck stop with a waste water treatment facility occupying the southern 3.00 acres. The site is crowned to drain to adjacent street curb and gutter sections which transport flows to inlets located on Highway 119 and the I-25 Frontage Road. Flows entering these inlets are conveyed by a 24" diameter CMP storm sewer outfalling into a drainage swale along the Northwest exit ramp off I-25 and eventually discharging into a rural ditch several hundred feet north of the site. The subdivision is devoid of off-site storm water contribution. On site run off from the site is considerable, however, as approximately 90 percent of the site's surface area is impervious. Development of this site will include the subdivision of the existing 9.87 acres into six parcels that will be developed for three entities: a Texaco mini-mart service station complex, a McDonald' s complex with truck parking facilities, and the existing water water treatment plant to remain. Each site will be graded to maintain existing drainage characteristics, ensuring the transport of run off to the existing storm inlets. INTRODUCTION/DRAINAGE CRITERIA (cont'd) Designs flows generated across the site have been computed by the Rational Method which involves the synthesis of flow rates from rainfall intensities and provides reasonably accurate results for a 9.87 acre site. Flows are represented by the equation: Q = ciA Where: Q = Peak rate of storm water runoff (cfs) c = Runoff coefficient i = Rainfall intensity (in/hr) A = Watershed area (acre) Runoff values have been determined for the initial (5-year) and major (100- "A year) storm events for both the existing and developed condtions. The analysis will exclude the waste water treatment plant site since the facilities will remain intact. DRAINAGE PLAN The site grading and drainage plans for Minor Subdivision, Filing No. 1 is presented on the attached blueline print. Numerical quantities of storm water runoff generated across each drainage basin are shown and are derived in the conputation appendices. A qualitative discussion of the proposed drainage concept follows. The existing 5 watersheds comprising the site have been eradicated by proposed development. The proposed grading plan has established 10 distinct drainage basins each of which will discharge in to existing storm sewer lines. Construction of new curb and gutter sections along the perimeter of the site, however, will require construction of new inlets to convey waters into the sewer system. All parking lots and drives will be surfaced with asphalt and graded to a minimum gradient of 1.0 percent, ensuring adequate conveyence of surface flows to the new inlet locations. It should be noted that the proposed development of the site will actually reduce the storm water runoff generated because the percentage of pervious surface area has been increased by the creation of additional land- scaped areas.
