RE: APPROVAL OF REQUEST TO AMEND USE BY SPECIAL REVIEW TO ALLOW
EXPANSION OF A GAS PROCESSING FACILITY - COLORADO GATHERING
AND PROCESSING, INC.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners held a public
hearing on the 23rd day of April, 1986 , at the hour of 2: 00 p.m.
in the Chambers of the Board for the purpose of hearing the
application of Colorado Gathering and Processing, Inc. , 1020 28th
Avenue , Greeley, Colorado 80631 , to amend a Use by Special Review
to allow expansion of a gas processing facility on the following
described real estate, to-wit:
Part of the W1 SE', Section 28 , Township 6
North, Range 65 West of the 6th P.M. , Weld
County, Colorado
WHEREAS, Section 24 .4. 2 of the Weld County Zoning Ordinance
provides standards for review of said Use by Special Review, and
WHEREAS, the Board of County Commissioners heard all of the
testimony and statements of those present , has studied the request
of the applicant and the recommendations of the Weld County
Planning Commission and all of the exhibits and evidence presented
in this matter and, having been fully informed, finds that this
request shall be approved for the following reasons:
1 . The submitted materials are in compliance with the
application requirements of Section 24 . 7 of the Weld
County Zoning Ordinance.
2. It is the opinion of the Board of County Commissioners
that the applicant has shown compliance with Section
24. 4. 2 of the Weld County Zoning Ordinance as follows:
a. The proposal is consistent with the Comprehensive
Plan policies in that expansion of the use does not
infringe on the continued agricultural use in the
vicinity or County. The proposal does not appear
to have any adverse impacts on the agricultural
interests of the County or the environment.

b. The proposal is consistent with the intent of the
Agricultural Zone District and is provided for as a
Use by Special Review.
c. The Greeley Planning Commission has no objection to
this request.
d. The subject property is not located within a Flood
Hazard or Geologic Hazard Overlay District.
e. Use by Special Review Development Standards will
provide adequate protection of the health, safety
and welfare of the neighborhood and County.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the request to amend
a Use by Special Review to allow expansion of a gas processing
facility on the hereinabove described parcel of land be, and
hereby is , granted subject to the following conditions:
1 . The attached Development Standards for the Use by
Special Review permit be adopted and placed on the Use
by Special Review plat prior to recording the plat.
2 . The Use by Special Review activity shall not occur nor
shall any building or electrical permits be issued on
the property until the Use by Special Review plat has
been delivered to the Department of Planning Services
Office and the plat is ready to be recorded in the
office of the Weld County Clerk and Recorder.
3 . Within 30 days from the date of approval by the Board of
County Commissioners , the gas processing plant shall be
inspected by an independent fire safety expert , pursuant
to Article 2 , Section 2 . 301 of the Uniform Fire Code,
1985 Edition. A fire safety evaluation of the facility
shall be prepared by the fire safety expert and
submitted to the Eaton Fire Protection District for
their approval. A copy of the approved report shall be
filed with the Department of Planning Services .
4. The Use by Special Review plat shall be amended to show
the revised placement of the compressor prior to
recording the plat.

DEVELOPMENT STANDARDS
Colorado Gathering and Processing, Inc.
Amended USR-552: 86: 6
1 . The amended Use by Special Review permit is to allow
expansion of a gas processing facility as submitted in the
application materials on file in the Department of Planning
Services and subject to the Development Standards stated
herein.
2. All oil and gas storage tanks shall be set back a minimum of
40 feet from the property lines.
3 . Within thirty days from the date of approval by the Board of
County Commissioners, a list of emergency contact names and
local phone numbers shall be provided to the Office of
Emergency Management , the Weld County Communications
Department, and the Eaton Fire Protection District. Evidence
of the listing shall be provided to the Department of
Planning Services.
4. The septic system proposed to serve the facility shall be
designed in accordance with Weld County Individual Sewage
Disposal Regulations for industrial facilities.
5. Upon cessation of the gas processing plant operation, all
structures shall be removed and the Use by Special Review
area shall be reclaimed to its natural state.
6. The applicant shall be responsible for complying with the
recommendations listed in the fire safety evaluation as
approved by the Eaton Fire Protection District.
7 . All construction done on the property shall be in accordance
with the requirements of the Weld County Building Code
Ordinance.
8 . The property owner or operator shall be responsible for
complying with the Design Standards of Section 24 . 5 of the
Weld County Zoning Ordinance.
9 . The property owner or operator shall be responsible for
complying with the Operation Standards of Section 24. 6 of the
Weld County Zoning Ordinance.

10 . Personnel from the Weld County Health Department and Weld
County Department of Planning Services shall be granted
access onto the property at any reasonable time in order to
insure the activities carried out on the property comply with
the Development Standards stated hereon and all applicable
Weld County Regulations.
11. The Use by Special Review area shall be limited to the plans
shown herein and governed by the foregoing Standards and all
applicable Weld County Regulations. Any material deviations
from the plans or Standards as shown or stated shall require
the approval of an amendment of the Permit by the Weld County
Planning Commission and the Board of County Commissioners
before such changes from the plans or Standards are
permitted. Any other changes shall be filed in the office of
the Department of Planning Services.
12. The property owner or operator shall be responsible for
complying with all of the foregoing Standards . Noncompliance
with any of the foregoing Standards may be reason for
revocation of the Permit by the Board of County
Commissioners.

A public hearing was conducted on April 23, 1986, at 2:00 P.M. , with
the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated March 26, 1986, and
duly published April 10, 1986, in the Johnstown Breeze, a public
hearing was conducted to consider the request of Colorado Gathering and
Processing, Inc. to amend a Use by Special Review permit to allow
expansion of a gas processing facility. Lee Morrison, Assistant County
Attorney, made this matter of record. Debbie de Besche, Planning
Department representative, read the favorable recommendation of the
Planning Commission into the record, stating that three Conditions and
twelve Development Standards are recommended for this application.
Chairman Pro—Tem Lacy advised the applicant that, with only four
Commissioners present, should this hearing result in a tie vote, the
absent Commissioner would review the record and listen to the tape
before casting the deciding vote. Tom Norton, engineer, came forward
to represent the applicant. He stated that he had reviewed the
Development Standards and had no problem with them; however, he did ask
permission to change the location of the compressor. He stated that,
at this time, it is uncertain whether the best location will be the one
shown on the present plat or north of the present compressor. The
Eaton Fire Protection District has indicated that either location would
be acceptable to them. During discussion, Tom Bell, president of
Colorado Gathering, stated that signs giving emergency telephone
numbers have been ordered for this site. No public comment was offered
concerning this request. Commissioner Brantner moved to amend
Development Standard #3 to include the Weld County Communications
Department as one of the places to be provided emergency contact names
and phone numbers. Commissioner Kirby seconded the motion and it
carried unanimously. Ms. de Besche read an additional Condition into
the record which addressed Mr. Norton's concern. Commissioner Kirby
moved to add Condition #4, as read. Seconded by Commissioner Brantner,
the motion carried unanimously. Commissioner Kirby moved to approve
the Amended Use by Special Review, subject to the Conditions and
Development Standards as amended. The motion was seconded by
Commissioner Brantner and carried unanimously.

Harlan Else stated he felt that governmental bodies ought to be here to
serve the people and not stand in their way, and when two governmental
bodies can't get together and solve a problem out there it is unfair to
people, like the people who are sitting here, and we have to make a decision
like we made today on what may be a problem of our own. And when he says of
our own, he includes himself as a citizen and everyone that is involved in
this. It seems to him that the two governmental bodies need to get together
soon and get this problem straightened out or we are going to have more
problems like this.

APPLICANT: Colorado Gathering and Processing, Inc.
REQUEST: Amendment of a Use by Special Review permit to allow expansion of
a gas processing facility.
LEGAL DESCRIPTION: Part of the W} SEA , Section 28, T6N, R65W of the 6th
P.M. , Weld County, Colorado.
LOCATION: Approximately 1.5 miles northeast of Greeley; south of Weld County
Road 66 and west of Weld County Road 43.
APPEARANCE:
Tom Norton, P.E. , Norton, Underwood and Lamb, Inc. , represented the
applicants. This site has been in operation about two years. This is
approximately one and one-half miles east of Greeley City Limits. The
applicants would like to add an additional compressor to bring the plant up
to full capacity, add a septic tank for the office trailers and an addition
fourty thousand gallon propane tank in the southeast quarter of the
property. The plant has been rated at ten million cubic feet per day and
with the addition of a new compressor the plant will be rated at thirteen
million cubic feet per day. The plant can reach thirteen cubic million feet
per day now, but there are not arrangements to continue at this capacity.
The gas from the plant goes to Greeley Gas Company, West Gas System which is
owned by Public Service Company of Colorado, Colorado Interstate Gas, and
Energy Gas. There are about three to four truck loads of propane gas taken
from the site each day and there should not be much increase in traffic from
the addition.
The Chairman called for discussion from the members of the audience. There
was none.
Gloria Dunn announced the staff's recommendation is for approval.
The Chairman asked Mr. Norton if they had reviewed the recommendation,
conditions, and Development Standards as outlined by the Department of
Planning Services staff? He stated they have and have no objections to
anything outlined.

The Chairman asked that reading of the staff's recommendations, conditions,
and Development Standards be dispensed with and that they be filed with the
summary as a permanent record of these proceedings.
MOTION:
Paulette Weaver moved Case Number Amended USR-522:86:6 for Colorado
Gathering and Processing, Inc. , for an amendment of a Use by Special Review
permit to allow expansion of a gas processing facility be forwarded to the
Board of County Commissioners with the Planning Commission's recommendation
for approval based upon the recommendations, conditions, and Development
Standards as outlined by the Department of Planning Services staff and the
testimony of the applicant. Motion seconded by Doug Graff.
The Chairman called for discussion from the members of the Planning
Commission. Discussion followed.
The Chairman asked the secretary to poll the members of the Planning

APPLICANT: Roger Reeve
REQUEST: Use by Special Review permit for an open-cut dry mining permit.
LEGAL DESCRIPTION: Part of the NE} Section 15, T4N, R65W of the 6th P.M. ,
Weld County, Colorado.
LOCATION: Approximately 3 miles southeast of La Salle; east of Weld County
Road 43 and north of Weld County Road 44.
APPEARANCE:
Dale Reeve, son of the applicant, represented his Father. They would like a
Use by Special Review permit for an open—cut gravel pit. The gravel
operation has been at this site for quite awhile and they are now going
through proper channels to comply with Weld County regulations. They have
sold gravel from this site to oil companies to make roads into the well
sites. They wish only to make this site level with the rest of the farm so
it can be reclaimed for farming. He presented a letter documenting
availability of another source of water for dust abatement. This was
retained for the file as evidence. They are about two—thirds done with this
operation. There is only about thirty thousand tons of gravel left at this
site.

- The proposal is consistent with the Comprehensive Plan
policies in that expansion of the use does not infringe
on the continued agriculural use in the vicinity or
County. The proposal does not appear to have any
adverse impacts on the agricultural interests of the
County or the environment.
- The proposal is consistent with the intent of the
Agricultural zone district and is provided for as a Use
by Special Review.
- The Greeley Planning Commission has no objection to this
request.
- The subject property is not located within a Flood
Hazard or Geologic Hazard Overlay District.
- Use by Special Review Development Standards will provide
adequate protection of the health, safety and welfare of
the neighborhood and County.

The Planning Commission's recommendation for approval is conditional upon
the following:
1. The attached Development Standards for the Use by Special Review
permit be adopted and placed on the Use by Special Review plat
prior to recording the plat.
2. The Use by Special Review activity shall not occur nor shall any
building or electrical permits be issued on the property until the
Use by Special Review plat has been delivered to the Department of
Planning Services' office and the plat is ready to be recorded in
the office of the Weld County Clerk and Recorder.
3. Within 30 days from the date of approval by the Board of County
Commissioners, the gas processing plant shall be inspected by an
independent fire safety expert pursuant to Article 2, Section
2.301 of the Uniform Fire Code, 1985 Edition. A Fire safety
evaluation of the facility shall be prepared by the fire safety
expert and submitted to the Eaton Fire Protection District for
their approval. A copy of the approved report shall be filed with
the Department of Planning Services.

1 . The amended Use by Special Review permit is to allow expansion of
a gas processing facility as submitted in the application
materials on file in the Department of Planning Services and
subject to the Development Standards stated hereon.
2. All oil and gas storage tanks shall be set back a minimum of 40
feet from the property lines.
3. Within thirty (30) days from the date of approval by the Board of
County Commissioners, a list of emergency contact names and local
phone numbers shall be provided to the Office of Emergency
Management and the Eaton Fire Protection District. Evidence of
the listing shall be provided to the Department of Planning
Services.
4. The septic system proposed to serve the facility shall be designed
in accordance with Weld County Individual Sewage Disposal
regulations for industrial facilities.
5. Upon cessation of the gas processing plant operation, all
structures shall be removed and the Use by Special Review area
shall be reclaimed to its natural state.
6. The applicant shall be responsible for complying with the
recommendations listed in the fire safety evaluation as approved
by the Eaton Fire Protection District.
7. All Construction done on the property shall be in accordance with
the requirements of the Weld County Building Code Ordinance.
8. The property owner or operator shall be responsible for complying
with the Design Standards of Section 24.5 of the Weld County
Zoning Ordinance.
9. The property owner or operator shall be responsible for complying
with the Operation Standards of Section 24.6 of the Weld County
Zoning Ordinance.
10. Personnel from the Weld County Health Department and Weld County
Department of Planning Services shall be granted access onto the
property at any reasonable time in order to insure the activities
carried out on the property comply with the Development Standards
stated hereon and all applicable Weld County Regulations.

11. The Use by Special Review area shall be limited to the plans shown
hereon and governed by the foregoing Standards and all applicable
Weld County Regulations. Any material deviations from the plans
or Standards as shown or stated shall require the approval of an
amendment of the Permit by the Weld County Planning Commission and
the Board of County Commissioners before such changes from the
plans or Standards are permitted. Any other changes shall be
filed in the office of the Department of Planning Services.
12. The property owner or operator shall be responsible for complying
with all of the foregoing Standards. Noncompliance with any of
the foregoing Standards may be reason for revocation of the Permit
by the Board of County Commissioners.

Overlay District. The applicant, however, does not propose additional
structures which will exceed the 200 foot height limitation.
The Greeley Planning Commission recommended no objection to the

stated in the application materials and that the site be reclaimed, in
the future, to agricultural use.

NATURAL GAS PROCESSING PLANT DESCRIPTION OF PROPOSED
OPERATIONS
The natural gas processing plant will be operated as a business
with 2 mobile home type offices at the plant site. It will
basically be operated 24 hours per day with two to three people
at the plant during normal work hours. It will be maintained
by a crew working out of the office at the plant site to operate
and maintain the gas collection and transmission system which
sends raw natural gas to the plant.
The proposed structures will be constructed of steel frame
with siding. All tanks will be constructed of steel , and liquid
tanks will be bermed around the exterior high enough to contain
the total volume of liquid that might be spilled should the
tank rupture.
All roads within the plant site are graveled and natural
drainage is controlled so that it does not exceed the normal
runoff from the site prior to construction of the facilities.
The domestic sewage system at the site will be a septic system
sized to accommodate the equivalent of a single-family residence.
A permit for this installation will be obtained from the Weld
County Health Department in accordance with the standard require-
ments.
North Weld County Water District is providing domestic water
service to the plant, and no change in services is required.
The vehicular traffic to the site consists of pipeline service
vehicles which is one or two pickups in and out of the site
three or four times per day. There is one to three semi trucks
per day hauling product from the site and in two to three years
when the plant is operating at maximum capacity, there will be
one to five semi trucks hauling product from the site.
It is not the intent of Colorado Gathering and Processing Company
to store or stockpile any quantity of materials or waste at
the site. There is no waste associated with the processing
plant and the only materials that would be stored would be
a few valves; a small amount of pipe materials for maintenance
and repair of the pipeline system.
The operator intends to construct the plant additions in sixty
(60) days and have it in operation in April of 1986 . No specific
landscaping plan is proposed with the site. The reclamation
procedure that would be completed when the plant is no longer
needed for use would be to sell all major equipment and move
it from the site. Only a minor amount of piping and unsalvagable mate-
rial would remai_n.All facilities will be constructed in accordance
with the oil insurance association guidelines.
The fire protection measures necessary for a processing plant
of this type consist primarily of continual attention to safety
procedures by the employees. Fire extinguishers are available
at the facilities and in all vehicles; however, if a major
fire occurred even the local fire departments would not be
able to control such a fire. It would be necessary to shut
down the gas pipeline system and let the fire burn itself out.
All facilities subject to burning are set back one-quarter
mile from the County Road to provide extra protection to the
roadway.
We have previously provided a copy of the Soils and Geological
Study for the plant, for your information. We have also provided
a copy of the Purchase Agreement and Title Insurance.
Colorado Gathering and Processing Company is requesting approval
to construct additions to the natural gas processing plant
on the subject property which is presently zoned Agricultural ,
under the County regulations for use by Special Review.
We are requesting a change to a 40 ' setback in the southeast
corner for a pressure storage tank.
This use is consistent with the Weld County Comprehensive Plan
and similar plants have been constructed in Agricultural zones
throughout the County.
The use requested is compatible with surrounding land in that
it is adjacent to an abandoned railroad right-of-way and about
one-half mile from any residence. It is also compatible in
that numerous wells have been drilled throughout the area and
the production cannot continue on these wells without the
processing plant.
Future development in the area is anticipated to be additional
Agricultural uses with continued development of the oil and
gas available in rural Weld County. This future development
is compatible with the use intended and in fact is necessary
in the case of oil and gas development.
This application complies with the Weld County Zoning Ordinance,
Section 50, Overlay District Regulations, in that no overlay
districts exist at the proposed gas processing plant site.
The application has negotiated with numerous property owners
in the area to establish the best possible location for minimum
interference with the agricultural land and has located the
site in accordance with these property owners ' desires.
The applicant is designing and constructing the plant following
all codes and oil insurance guidelines to ensure the protec-
tion of the health and safety of the inhabitants of the neighbor-
hood and of Weld County.

USR-552:83: 15
Colorado Gathering and Processing Company
1. The permitted use on the hereon described parcel of land shall be
a natural gas processing plant.
2. The major facilities shall be one (1) office, one (1) warehouse,
one (1) mobile home, one (1) compressor building, two (2) natural
gas storage tanks, and one (1.) two-hundred-ten (210) barrel oil
tank, and additional equipment as listed and identified on the plat
submitted for record.
3. All accesses shall have the approval. of the Weld County Engineering
Department. All accesses shall be constructed in accordance with
the recommendations and/or requirements of the Weld County Engineer-
ing Department.
4. A reservation of an additional twenty (20) feet of right-of-way
west of the centerline on Weld County Road 64 shall be identified
on the recorded plat.
5. All oil and gas storage tanks shall be setback a minimum of fifty
(50) feet from property lines. The fifty (50) foot setback shall
be identified on the plat.
6. Design and construction of the facility shall be in accordance with
the submitted application materials, recorded plat and Weld County
Building Code Regulations.
7. The appearance of the facility shall be maintained in a neat and
orderly condition through periodic painting and maintenance.
8. The Special Use Permit area shall be maintained in such a manner so
as to prevent soil erosion, fugitive dust, and the growth of noxious
weeds.
9. All phases of the operation shall comply with all County and State
Health Standards and Regulations pertaining to air quality, water
quality, noise emission, and sanitary disposal systems.
10. The Special Use Permit shall be limited to the plans shown hereon
and governed by the Operation Standards stated above and all
applicable Weld County Regulations. Any material deviations from
the plans and/or Development Standards, as shown or stated above,
shall require the approval of an amendment of the Special Use
Permit by the Planning Commission and the Board of County Commis-
sioners before such changes from the plans and/or Operation Standards
shall be permitted. Any other changes from the plans and/or
Operation Standards shall be filed in the office of the Department
of Planning Services.
11. The property owner and/or operator of this operation shall be
responsible for complying with all of the above stated Operation
Standards. Noncompliance with any of the above stated Operation
Standards may be reason for revocation of the Special Use Permit by

REPORT
OF A
GEOTECHNICAL INVESTIGATION
SCOPE
This report presents the results of a geotechnical evaluation
prepared fur the proposed gas processing plant located approximately
two miles northeast of Greeley, Colorado. The scope of the project
included test borings and laboratory testing of samples obtained from
these borings.
The objectives of this study were to (1 ) evaluate the subsurface
conditions at the site relative to the proposed construction, (2) make
recommendations regarding the design of the substructures, (3)
recommend certain precautions which should be taken because of adverse
soil and/or groundwater conditions, and (4) evaluate the suitability of
the site for construction of a septic system in accordance with Weld
County regulations.
SITE EXPLORATION
The field exploration, carried out on April 11 , 1983, consisted of
drilling, logging, and sampling nine (9) test borings and running three
(3) percolation tests. The number and location of the test borings were
determined by Norton Underwood and Lamb, Inc. The locations of the
test borings are shown on the Test Boring Location Plan included in
Appendix A of this report. Boring logs prepared from the field logs .ire
shown In Appendix A. These logs show soils encountered, location of
sampling, and groundwater nt .the time of the exploration.
The borings were advanced with a four-inch diameter, continuous-
type, power-flight auger drill. During the drilling operations, a
geotechnical engineer from Empire Laboratories, Inc. was present and
made continuous observations of the soils encountered. Field resistivity
tests were taken at selected locations throughout the site at the time of
the site exploration.

SITE LOCATION AND DESCRIPTION
The proposed site is located approximately one and one-half mile
east of U.S. Highway 85 and one-half mile south of Carlton Road,
northeast of Greeley, Colorado. More particularly, the site is described
as a tract of land situate in the southeast 114 of Section 28, Township 6
North, Range 65 West of the Sixth P.M. , Weld County, Colorado.
The proposed site is located adjacent to an abandoned railroad spur
of the Union Pacific Railroad. The railroad bed is elevated above the
site, and the tracks have been removed. The majority of the property
consists of a relatively flat irrigated corn field with minor drainage to
the south and east. Irrigation ditches Ile along the east and north
property lines, and utility lines parallel the railroad bed. An irrigation
pump and well are located near the northeast property corner. An
existing gas well is located south of the tract, and open farm fields
surround the site.
LABORATORY TESTS AND EVALUATION
Samples obtained from the test borings were subjected to testing in
the laboratory to provide a sound basis for evaluating the physical
properties of the soils encountered. Moisture contents, dry unit weights,
unconfined compressive strengths, water soluble sulfates, pH, swelling
potentials, and the Atterberg limits were determined. A summary of the
test results is included in Appendix B. Consolidation and
swell-consolidation characteristics were also determined, and curves
showing this data are included In Appendix B
SOIL AND GROUNDWATER CONDITIONS
The soil profile at the site consists of strata of materials ar-
ranged In different combinations. In order of increasing depths, they
are as follows:

(1 ) Fill Material and/or Topsoil: An approximate one ( 1 ) foot
layer of fill material was encounted at the surface In Borings 1
and 2. The fill consisted of a mixture of silt, sand , clay
, and
cinders. It is not known if the fill was uniformly and
properly compacted: therefore, this material should not be
used as a bearing soil. The majority of the site is overlain by
a one-half (1 /2) to three-quarter (3/4) foot layer of silty top-
soil, the upper four (4) to six (6) inches of which has been
penetrated by roots and organic matter. This topsoil should
not be used as a foundation soil or as backfill material.
(2) Sandy Silty Clay: This stratum underlies the topsoil and fill
and extends to depths four (4) to six (6) feet below the
surface. The sandy clay is plastic, contains varying amounts
of silt, and exhibits low bearing characteristics is its natural
moist condition. When wetted, the drier portions of the clay
stratum exhibit slight swell potential; and upon loading,
consolidation readily occurs. A lower layer of sandy silty clay
was encountered In Borings 1 , 5, and 6 at depths twelve (12)
to eighteen (10) feet below the surface and extends to the
gravel stratum below or to the depths explored. The lower •
clay stratum has similar physical characteristics to the upper
clay layer and exhibits moderate bearing characteristics in its
moist in-situ condition. •
(3) Saul and Gravel: The gravel stratum was encountered below
the upper clay at depths five (5) to six and one-half (6 1/2)
feet below the surface and extends to depths of eleven and
one-half (11 1 /2) to eighteen (18) feet below the surface. A '
lower gravel stratum was encountered in Borings 1 and 6 at
depths twenty-four (2.4) feet below the surface and extends to
the depths explored. The sand and fine gravel is poorly
graded and exhibits moderate to high bearing characteristics is
medium dense to dense natural condition.

(4) Sand and/or Silty Sand: A layer of sand and/or silty sand
was encountered below the upper gravel layer in Borings 1 , 3,
and 4 at depths eleven and one-half (11 1 /2) to twelve (12)
feet below the surface and extends to a depth of sixteen (16)
feet or to the depths explored. The fine sand contains
varying amounts of silt and exhibits low to moderate bearing
characteristics in its loose to medium dense condition.
(5) Groundwater: At the time of the investigation, free
groundwater was encountered in Borings 1 and 6 at depths
fifteen (15) to sixteen (16) feet below the surface. No free
groundwater was encountered in the remaining test borings to
depths fifteen (15) feet below the surface. Water levels in
this area are subject to change due to seasonal variations and
irrigation demands on and adjacent to the site.
RECOMMENDATIONS AND DISCUSSION
It is our understanding that a gas processing plant is to be
constructed at the site. The actual locations and types of structures to
be built at the facility are not known to us. It is anticipated that a
certain amount of site grading will be required. In addition, we
understand that the control building for the facility will be served by an
on-site sewage disposal system.
Site Grading and Utilities
Specifications pertaining to site grading are included below and in
Appendix C of this report.
It is recommended that the upper six (6) inches of topsoil below
structures and filled areas be stripped and stockpiled for reuse in
planted areas. All debris and other unsuitable material should be
removed. The upper six (6) inches of the natural subgrade and the
upper one (1 ) foot of the existing fill subgrade below buildings and
filled areas should be scarified and recompacted two percent (2%) wet of
optimum moisture to at least ninety-five percent (95%) of Standard
Proctor Density ASTM 0 698-78. (See Appendix C. ) If this subgrade
compaction cannot be met due to unstable or saturated soils., the
subgrade should be stabilized by use of granular pit run or geotextilec.
Additional fill placed at the site :hall consist of the on-site soils or
Imported material approved by the geotechnical engineer. Fill should be
placed in uniform six (6) to eight (8) inch lifts and compacted two
percent (2%) wet of optimum moisture to at least ninety-five percent
(95%) of Standard Proctor Density ASTM D 698-72.
in computing earthwork quantities, an estimated shrinkage factor of
fifteen (15) to twenty (20) percent nay be used for the on-site sandy
clays compacted to the above-recommended density.
Utility trenches dug four (4) feet or more into the upper subsoils
should be excavated on slopes no steeper than 1 : 1 . Where utilities are
excavated below groundwater, dewatering may be needed during
placement of pipe and backfilllny for proper construction. To minimize
breakage during the hackfilling operations, piping should be adequately
bedded for proper load distribution. E
Back fill placed in utility trenches in open and planted areas
should he compacted In uniform lifts at optimum moisture to at least •
ninety percent (90;1 of Standard Procter Density ASTM 0 69e-78 the fr.rll
depth of the trench. The upper four (4) feet of backfill plated in
utility trenches under structures and roadways should be compacted et
or near optimum moisture to at least ninety-five percent (95%) of
Standard Proctor Density ASTM D 698-78, and the lower portion of those
trenches should be compacted to at least ninety percent (90%) of
Standard Proctor Density ASTM D 698-78. Addition of moisture to
and/or drying of the subsoils may be needed for proper compaction.
Stripping, grubbing, subgrade preparation, and fill and backfill
placement should be accomplished under continuous observation of the
geotechnical engineer. Field density tests should be taken daily in the
compacted subgrade, fill, and backfill under the direction of the
geotechnical engineer.
Resistivity tests performed in the field and pH and e. ter soluble
sulfate tests performed in the laboratory indicate that the subsoils at the
site are noncorrosive, and protection of utility pipe will not he
required.

Foundations
In view of the anticipated leads transmitted by the prnpn;cd
construction and the soil conditions encountered at the site, it is
recommended that the structures be supported by conventional-type
spread footings and/or pads. All footings and/or pads should be
founded on the original , undisturbed soil or on a structural fill extended
to the undisturbed soil a minimum of thirty below(30) inches bw finished I.
grade for fra:;t protection. Footings may be founded on a
nonfrost-susceptible material such as a crushed aggregate base course or
clean, graded gravel devoid of fines extended to the undisturbed soil
thirty (30) inches below finished grade. The structural fill should be
constructed in accordance with the recommendations discussed in the
"Site Grading and Utilities" section of this report. The •
nonfrost-susceptible material should be compacted to a minimum of
ninety-five percent (95%) of Standard Proctor Density ASTM I) 698-78 or
eighty percent (80%) of Relative Density ASTM D 2049-69 as discussed.
The structural integrity of the fill as well as the identification and
undisturbed nature of the soil should be verified by the geotechnical
engineer prior to placement of any foundation concrete. Footings
founded at the above levels may be designed for a maximum allowable
bearing capacity of one thousand (1000) pounds per square foot (dead
load plus maximum live load) .
The predicted settlement under the above maximum loading, as
determined by laboratory consolidation tests, should be less than
one (1 ) Inch, generally considered to be within acceptable tolerances.
Slabs on Grade
The subgrade below slabs on grade should be prepared according to
the recommendations discussed in the "Site Grading and Utilities" section
of this report.
• Slabs on grade supporting heavy floor loads should be underlain by
at least six (6) inches of crushed gravel base course, compacted at
optimum moisture to at least ninety-five percent (95%) of Standard

Proctor Density ASTM U 698-78.(See Appendix C. ) Office and other
areas transmitting light floor loads should be underlain by a minimum of
four (4) inches of clean gravel or crushed rock devoid of fines. The
gravel base course and/or gravel should help to distribute floor loads
and should act as a capillary break. Slabs on grade should be designed
for the imposed loading, and it is suggested that they be designed
structurally independent of bearing members. To minimize and control
shrinkage cracks which may develop in slabs on grade, we suggest that
control joints he placed every ten (10) to fifteen (15) feet and that the
total area contained within these joints be no greater than two hundred
twenty-five (225) square feet.

Septic_astem
In view of the slow percolotien rates encountered at the site, it is
our opinion that the area tested is not suitable for construction of a
standard-type septic system. It Ic recommended that en en;ineered
on-site sewage disposal system be designed for the site using the data
provided in this report.
GENERAL RLCOWENDATIONS
(1 ) Laboratory test results Indicate that water soluble sulfates in
the soil are negative, and a Type I cement may be used in
concrete exposed to subsoils. Slabs on gra-ie subjected to
de-icing chemicals should be composed of a more durable
concrete using a Type II cement with low water-cement ratios
and higher air contents.
(2) Finished grade should be sloped away from the structures on
all sides to give positive drainage. Five percent (5%) for the
first ten (10) feet away from the structures is the suggested
slope.

(3) Backfill around the outside perimeter of the structures should
be mechanically compacted at optimum moisture to at least
ninety percent (90%) of Standard Proctor Density ASTP.r D
690-78. (See Appendix C. ) Puddling should not be pzrmitted
as a method of curnpaction,
(4) Gutters and downspouts should he designed to carry roof
runoff water well beyond the backfill area.
(5) Footing and/or pad sizes should be proportioned to equalize
the unit loads applied to the soil and thus minimize differential
settlements.
(6) It is recommended that compaction requirements specified
herein be verified in the field with density tests performed
under the direction of the geotechnical engineer.
(7) It is recommended that a registered structural engineer
design the substructures and that he take Into account the •
findings and recommendations of this report.
GENERAL COMMENTS
This report has been prepared to aid in the evaluation of the
property and to assist the architect and/or engineer in the design of
this project. At the time of the investigation, locations and specific
types of structures were unknown. The conclusions and
recommendations contained in this report will not he considered
valid unless plans are reviewed prior to construction and conclusions of •
this report modified or approved In writing by Empire Laboratories,
Inc. , the geotechnical engineer of record.
Every effort was made to provide comprehensive site coverage
through careful locations of the test borings, while keeping the site
Investigation economically viable. Variations in soil and groundwater
conditions between test borings may be encountered during construction.

and the actual conditions encountered during construction and to aid in
carrying out the plans and specifications as originally contemplated, it

continuous construction review during the excavation and foundation
phases of the work. Empire Laboratories, Inc. assumes no responsibility
for compliance with the recommendations included in this report unless
they have been retained to perform adequate on-site construction review
during the course of construction.

Suggested Specifications for Placement of Compacted Earth Fill
and/or Backfills.
GENERAL
A soils engineer shall be on-site to provide continuous observation
during filling and grading operations and shall be the owner's repre-
sentative to inspect placement of all compacted fill and/or backfill on
the project. The soils engineer shall approve all earth materials prior
to their use, the methods of placing, and the degree of compaction
obtained.
MATERIALS
Soils used for all compacted fill and backfill shall be approved by the
soils engineer prior to their use. The upper two (2) feet of compacted
earth backfill placed adjacent to exterior foundation walls shall be an
impervious, nonexpansive material . No material , including rock, having
a maximum dimension greater than six inches shall be placed in any fill .
Any fill containing rock should be carefully mixed to avoid nesting and
creation of voids. In no case shall frozen material be used as a fill
and/or backfill material .
PREPARATION OF SUBGRADE
All topsoil , vegetation (including trees and brush) , timber, debris,
rubbish, and other unsuitable material shall be removed to a depth
satisfactory to the soils engineer and disposed of by suitable means
before beginning preparation of the subgrade. The subgrade surface of
the area to be filled shall be scarified a minimum depth of six inches,
moistened as necessary, and compacted in a manner specified below for
the subsequent layers of fill . Fill shall not be placed on frozen or
muddy ground.

PLACING FILL
No sod, brush, frozen or thawing material , or other unsuitable material
shall be placed in the fill , and no fill shall be placed during unfavorable
weather conditions. All clods shall be broken into small pieces , and
distribution of material in the fill shall be such as to preclude the
formation of lenses of material differing from the surrounding material .
The materials shall be delivered to and spread on the fill surface in a
manner which will result in a uniformly compacted fill . Each layer
shall be thoroughly blade mixed during spreading to insure uniformity of
material and moisture in each layer. Prior to compacting, each layer
shall have a maximum thickness of eight inches, and its upper surface
shall be approximately horizontal . Each successive 6" to 8" lift of
fill being placed on slopes or hillsides should be benched into the
existing slopes, providing good bond between the fill and existing
ground.
MOISTURE CONTROL
While being compacted, the fill material in each layer shall as nearly
as practical contain the amount of moisture required for optimum compaction
or as specified, and the moisture shall be uniform throughout the fill .
The contractor may be required to add necessary moisture to the fill
material and to uniformly mix the water with the fill material if, in
the opinion of the soils engineer, it is not possible to obtain uniform
moisture content by adding water on the fill surface. If, in the opinion
of the soils engineer, the material proposed for use in the compacted
fill is too wet to permit adequate compaction, it shall be dried in an
acceptable manner prior to placement and compaction.
COMPACTION
When an acceptable, uniform moisture content is obtained, each layer
shall be compacted by a method acceptable to the soils engineer and as
specified in the foregoing report as determined by applicable standards.
Compaction shall be performed by rolling with approved tamping rollers,

• pneumatic-tired rollers, three-wheel power rollers, vibratory compactors,
or other approved equipment well-suited to the soil being compacted. If
a sheepfoot roller is used, it shall be provided with cleaner bars
attached in a manner which will prevent the accumulation of material
between the tamper feet. The rollers should be designed so that effective

MOISTURE-DENSITY DETERMINATION
Samples of representative fill materials to be placed shall be furnished
by the contractor to the soils engineer for determination of maximum
density and optimum moisture or percent of Relative Density for these
materials. Tests for this determination will be made using methods
conforming to requirements of ASTM D 698, ASTM D 1557, or ASTM D 2049.
Copies of the results of these tests will be furnished to the owner, the
project engineer, and the contractor. These test results shall be the
basis of control for all compaction effort.
DENSITY TESTS
The density and moisture content of each layer of compacted fill will be
determined by the soils engineer in accordance with ASTM D 1556, ASTM D
2167, or ASTM D 2922. Any material found not to comply with the minimum
specified density shall be recompacted until the required density is
obtained. Sufficient density tests shall be made and submitted to
support the soils engineer's recommendations. The results of density
tests will also be furnished to the owner, the project engineer, and the
contractor by the soils engineer.
