The monies would be used to repair the Greeley facility. The buildings and grounds for the Head Start Center in Greeley, Colorado are owned by Weld County. They have served as the main center for the Head Start Program in Weld County for 10 years and are guaranteed to continue in the same capacity. There is definitely adequate assurance that Head Start will continue to have use of the facility long enough to regain the value of the investment of federal funds. The Head Start Program became the recipient of two modular classroom buildings , in 1984, which were donated to the program by Aims Community College. The buildings have been permanently located on the grounds of the Greeley center. The donation of buildings has enabled the Weld County Head Start Program to expand enrollment levels and offer new specialized services to the parents. Unfortunately, the donated buildings are in desperate need of a replacement roof. Letters are attached from a local construction firm and the head of the Weld County Buildings and Grounds Department. Both parties confirm that a replacement roof must be added to the buildings. In addition, the main Head Start building at the Greeley center is approximately 50 years old. The old school building structure requires some minor repairs be made to the wiring and facility structure in order to assure the continued safe operation of the facility. The 517,500 being requested via the one time only program improvement funds will be used to replace the roof on the new modular buildings and upgrade the wiring and make minor structural improvement to the main building. Both items are viewed as risk situations for the safety and health of the children, their family members and the staff and must be corrected as soon as possible. The program' s budget cannot accomodate the purchase of a replacement roof and the necessary minor building repairs without seriously disrupting the program operations. GENERAL CONTRACTORS Commercial & Industrial BUILDING SYSTEMS, INC. Design - Build 2430 6th Avenue Greeley, CO 80631 (303) 353-7364 April 11, 1985 Division of Human Resources Walt Speckman P.O. Box 1805 Greeley, Co 80632 Mr. Walt Speckman, After inspection of the steel roof system at the Weld County Human Resources Head Start Facility located at 520 13th Avenue, we have determined that a complete replacement of this steel roof system is necessary to insure no future leaking problems . The existing roof was applied in the late 1960's and the roof sheet was cut short at the eave for the application of a valley gutter. The present arrangement of your buildings is not compatible to this situation. Also, the previous use as laboratories required many exhaust holes cut into the roof which also is a cause for leaking. The estimate for replacement of the steel roof system is $ 12,500.00. Respectfully s,ubmitted, (lhnrk Macrum CM/dce
