In order for.me to explain what tower height is required on the tower, it is necessary to provide some understanding of cellular engineering. A cellular mobile phone system consists of several major elements. These are a Mobile Telephone Switching Office (MTSO), cell sites, cell site interconnect facilities (which connect the MTSO with the cell sites), and mobile subscriber units. The cell site locations are oriented geographically in a hexagonal grid pattern: Each cell site is located a certain distance from neighboring cell sites so that it will provide service to a certain geographic area. - The location of those cell sites is determined by considering three factors. The first is the predicted coverage area of the cell sites as determined by our computer propagation model. The second is distribution of the cellular phone users within the cell sites' coverage areas. The third is the hexagonal grid pattern established by the location of the existing cell site locations. By examining this information, search areas for the cell site location are established. The margin for error in the location of the cell site is 0.5 miles so that the search areas were circles of one mile in diameter centered at the optimum site location. Subsidiaries US WEST:,e lular US WEST Paging • • Mr.Keith Schuett May 15, 1987 Page 2 The area is then checked for available existing structures upon which we may locate which are of the correct minimum height,which do not contain equipment that would cause interference,and which meet our requirements for space,power, etc. No acceptable existing structures were located within the search areas of the proposed site due to the terrain irregularities. Thus,a new tower of 290'would need to be constructed near the Greeley city reservoir to meet our requirements. The issue of interference with television and radio reception may arise. As the cellular mobile phone system operates on a specific set of frequencies set aside by the FCC for this purpose,and the filtering of spurious signals is very tightly controlled,no interference with radio and/or television reception occurs. U S WEST NewVector Group, Inc.currently is operating eighty-five (85)cell sites around the country with no cases of television or radio interference reported. The microwave frequency transmission is also strictly controlled by the FCC.in a similar manner so that interference is avoided. U S WEST NewVector Group,Inc.has experienced no cases of interference relating to any of its currenty operating microwave facilities. In the event interference is suspected,U S WEST NewVector Group will investigate and resolve the issue. I hope that this will clarify some of your areas of concern.
