Date of Next Meeting: The date of the next meeting was affirmed as February 1 , 1985, to be held in the Social Services Building in Denver. Date of March Meeting: The date of the March meeting was set for March 5, 1985, to be held in the Social Services Building in Denver. Complete Report of Rules Adopted or Approved as Specified: The Board adopted as final the following emergency rule adopted at a previous meeting: Document 3. Revisions to the Food Assistance Rules Concerning Increase in Standard Deductions. These revisions increase the standard deduction, dependent care/shelter deduction, state utility standard, and thrifty food plan under the food stamp program. Ms . Hill moved the adoption of Document 3; Document 3 was adopted by a unanimous vote. At a further rule-making proceeding, the Board adopted the following rules: Document 4. Revisions to the Food Assistance Rules Concerning Self Employment. These revisions clarify determination of self-employment income and deductions under the food stamp program, including identifiable business costs, certification periods under monthly reporting, non-allowable costs of doing business, and exempt resources. Ms. Hill moved the adoption of Document 4; Document 4 was adopted by a unanimous vote. Document 5. Revisions to the Social Services Rules Concerning Child Abuse, Sexual Abuse and Neglect in Day Care Homes. These revisions require that day care homes give to parents of registering children an informational letter about how to report suspected child abuse, sexual abuse, and neglect. Ms. Mendez—Cottingham moved the adoption of Document 5; Document 5 was adopted by a unanimous vote. The Board adopted the following emergency rules: Document 1 . Revisions to the Income Maintenance Rules Concerning Discontinuation of AFDC-U. These revisions terminate the AFDC-U program in Colorado and provide for Medicaid coverage for pregnant women in two parent households when the principle wage earner is unemployed. Ms . Hill moved the adoption of Document 1 . Document 1 was adopted by a majority vote; Mr. Bauserman, Ms. Johnson, Mr. Jones and Mr. Martin voted yes , and Ms. Hill and Ms. Mendez-Cottingham voted no. Revisions to the Income Maintenance Rules Concerning Low-Income Energy Assistance Program (LEAP) Payment Calculation. These revisions lower the level of household income contribution that is deducted from estimated home heating costs in the calculation of LEAP benefits. Per Mr. Bauserman' s motion, Section 3.758.46, Step D (household contribution) was amended to read "0%, 1%, 2%, 3%, 4%, 4%, 4%." Ms . moved the adoption of Document 2 as amended; Document 2 as amended was adopted by a unanimous vote. Document 8. Revisions to the Medical Assistance Rules Concerning Psychiatric Enhancement Initiative. These revisions allow providers of treatment programs for children the opportunity to secure Medicaid funding under one of two provider options, either by securing direct Medicaid provider status under the Under 21 Psychiatric Program, or by contracting with Community Mental Health Centers under the Medicaid clinic service option. Prior to adoption, the division handed out recommended changes to the fiscal impact statement. Ms. Hill moved the adoption of Document 8 with the changes; Document 8 with the changes was adopted by a unanimous vote. Document 9. Revisions to the Medical Assistance Rules Concerning Abortion. These revisions prohibit the use of Medicaid funds for abortions. Per Ms . Mendez-Cottingham' s motion, the language in the fiscal impact statement, item 1 (d) was changed from "baby" to "fetus", item 1(j) was changed from "children delivered" to "deliveries" , and item 3(b) was changed from "babies" to "fetuses" . Mr. Jones moved the adoption of Document 9 as amended. Document 9 as amended was adopted by a majority vote; Mr. Martin, Mr. Jones, Mr. Bauserman and Ms . Johnson voted yes, and Ms. Hill and Ms . Mendez-Cottingham voted no. Document 11 . Revisions to the Food Assistance Rules Concerning Work Registration, Job Search and Voluntary Quit Amendments. These revisions change the current Work Registration/Job Search exemption for a parent caring for a child under age 12 to age 6, eliminates the exemption for a parent caring for a child under age 18 when another adult is employed or work registered, adds the requirement that household members who fail to comply with the WIN Job Search component or Unemployment Insurance Job Search shall be disqualified from food stamp participation for two months, adds language that lack of adequate child care for children between the ages of 6 and 12 qualifies as a good cause exemption for failure to comply with job search requirements, requires that government employees who are dismissed from employment because of participating in a strike shall be considered to have voluntarily quit, revises the disqualification period for households in which the primary wage earner quits a job within 60 days prior to Page 4 - Minutes of Meeting of the Colorado State Board of Social Services January 4, 1985 application without good cause from two months to 90 days, and requires that households in which the primary wage earner program quits shall be,ob while disqualified participating 3 ical calendarthe month Stamp s Ms. Johnson moved the adoption of Document 11 ; Document 11 was adopted by a unanimous vote. The Board approved the following rules for consideration at the next Board Meeting: Document 10. Revisions to the Medical Assistance Rules Concerning Hospital Definitions. These revisions delete tuberculosis hospitals as an exception to the definition of a hospital . Ms. Hill moved the approval of Document 10; Document 10 was approved by a unanimous vote. The following document was tabled to the February 1 , 1985 Board Meeting: Document 7• Revisions to the Retention of 3/4 of91%9 and Adult e ofTiteIII, Part B and rvices Rules Concerning C Funds. The following document was withdrawn: Document 6. Revisions to the Social Services Rules Concerning Income Status Income Ceiling. Other topics of discussion were: 1 . Consideration of Amendments to the Pueblo County Plan for Alternatives to Out-of-Home Placement. Ms. Hill moved the adoption of the Pueblo County Plan for Alternatives to Out-of-Home Placement; the Pueblo County Plan was adopted by a unanimous vote. 2. Consideration of Amendments to the Moffat County Plan for Alternatives to Out-of-Home Placement. Ms . Hill moved the adoption of the Moffat County Plan for Alternatives to Out-of-Home Placement; the Moffat County Plan was adopted by a unanimous vote. 3. Consideration of Amendments to the Weld County Plan for Alternatives to Out-of-Home Placement. Ms . Hill moved the adoption of the Weld County Plan for Alternatives to Out-of-Home Placement; the Weld County Plan was adopted by a unanimous vote.
