RE: ESTABLISH MILEAGE REIMBURSEMENT FOR OIL AND GAS APPRAISER
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, pursuant to State statute, a county may pay
twenty-four cents (240) per mile for a four-wheel drive vehicle
when county business so requires, and
WHEREAS , because this type of appraising requires off-road
travel , the Assessor has requested that the oil and gas appraiser
be paid twenty-four cents (240) per mile when using his four-wheel
drive vehicle to assess oil and gas property, and
WHEREAS, after review, the Board concurs that the twenty-four
cents (240) per mile reimbursement is appropriate for the sole
position which is responsible for the oil and gas appraisals , and
WHEREAS, the Assessor shall be required to file with the
Accounting Office the name of the oil and gas appraiser authorized
to receive the twenty-four cents (240) per mile reimbursement for
the use of the appraiser's personal four-wheel drive vehicle in
order to be authorized for the reimbursement rate of twenty-four
cents (240) per mile, rather than the normal 200 per mile
reimbursement rate, and
WHEREAS, the Board deems it advisable that said rate shall
become effective March 1 , 1989, and
WHEREAS, the Board, in authorizing the above exception of the
normal mileage reimbursement rate, restates that all other County
employees and County positions shall continue to receive 200 per
mile for use of their personal vehicles for County business,
including four-wheel drive vehicles.
NOW, THEREFORE, BE IT RESOLVED that the Board of County
Commissioners of Weld County, Colorado, does hereby authorize that
only the one appraiser responsible for oil and gas appraisals
receive twenty-four cents (240) per mile for reimbursement for
travel associated with the appraisal of oil and gas properties
providing the above stated conditions are complied with by the
Assessor and the appraiser doing said oil and gas appraisals uses
his personal four-wheel drive vehicle.
BE IT FURTHER RESOLVED by the Board that said rate shall
become effective March 1 , 1989 .

RE: Oil and Gas Appraiser
Gentlemen:
This letter is being written to explain my position as Oil and Gas Appraiser
for Weld County.
Mr. Keirnes requested that I change from commercial appraiser to oil and gas
appraiser upon the death of Bud Peterson. I moved into that department. The
other appraiser Harold Fahrenbruch retired.
I asked Mr. Keirnes before I bought a four wheel drive vehicle about getting
paid the county designated rate of 24 cents per mile for a four wheel drive
vehicle. He said that he would request the amount for me.
Some of the roads that I travel on are just trails across the prairie and are
in bad condition. The heavy oil well trucks tear up these roads pretty bad.
There is no way a conventional car could make it to all these wells. This
is probably why I have corrected so many errors on the property appraisal records.
I have replaced two new tires ruined by cactus, plus one more has slow leaks. I
busted a leaf spring also.
For these reasons I feel that the county should pay me the 24 cents a mile.
