HomeMy WebLinkAbout860470.tiff HEARING CERTIFICATION DOCKET NO. 86-31 RE: ACCEPT SERVICE PLAN, BEEBE DRAW FARMS METROPOLITAN DISTRICT A public hearing was conducted on May 14, 1986, at 2:00 P.M. , with the following present: Commissioner Jacqueline Johnson, Chairman (Excused) Commissioner Gordon E. Lacy, Pro-Tem Commissioner Gene Brantner Commissioner C.W. Kirby Commissioner Frank Yamaguchi Also present: Acting Clerk to the Board, Debbie Campbell Assistant County Attorney, Lee D. Morrison Planning Department representative, Gloria Dunn The following business was transacted: I hereby certify that pursuant to a notice dated April 23, 1986, and duly published April 24 and May I and 8, 1986, in the Johnstown Breeze, a public hearing was conducted to consider a Service Plan and related documents for the proposed Beebe Draw Farms Metropolitan District. Lee Morrison, Assistant County Attorney, made this matter of record. Gloria Dunn, representing the Planning Department, read the favorable recommendation of the Planning Commission into the record. Paul Cockrel, attorney representing Beebe Draw Farms, came forward to comment on the Service Plan and answer questions of the Board. He gave a description of each of the three types of services that this proposed district will provide as follows: 1) domestic water services; 2) roads, drainage and safety protection, which is strictly road maintenance protection; and 3) park and recreational facilities. He said other services may be added at a later time. (TAPE CHANGE #86-35) David Bell, with Prudential Bache, came forward and explained the phases of the bond development and how these costs will be repaid by the district. He also commented on how the mill levy will affect development. Mr. Cockrel stated that the facilities will be open to the public with a membership fee. Mr. Cockrel asked that, on page 17 of the Service Plan under Paragraph 2, District Office Building, the phrase in the parentheses, "to be housed there by the Developer to reduce response time by the Fire Protection District," be deleted. Commissioner Lacy said he feels that the phrase, "to be housed there by the Developer" should be left in. It was agreeable to Mr. Cockrel and the other Board members. Mr. Cockrel said they are not providing fire protection or police protection. Mr. Morrison said the Board should consider adopting the Resolution accepting the Service Plan for the proposed district. No member of the audience came forward to speak. Commissioner Kirby moved to approve the Resolution adopting the Service Plan for Beebe Draw Farms Metropolitan District.
