Washington, D.C. 20024 (202)488-0610 WASHINGTON REPORT HEARING SCHEDULED IN THE SENATE AND HOUSE ON SMALL PROJECTS BILL: The Senate Subcommittee on Water and Power of the Energy and Natural Resources Committee has scheduled a hearing on S . 1171 , a bill to amend the Small Reclamation Projects Act of 1956 , for 2 : 00 p . m . , Tuesday, July 16th. A hearing on the House version , H .R. 2025 , has been scheduled for 1 :30 p.m. on Wednesday, July 17th, before the House Subcommittee on Water and Power Resources of the Interior and Insular Affairs Committee . On behalf of NWRA, Executive Vice President Tom Donnelly has written to each member of Congress concerning the Small Reclamation Projects program and specifically detailing what is has meant to each state individually. Copies of those letters can be obtained from your State Association Executive or by writing the NWRA Washington office . OMNIBUS WATER PROJECTS BILL MOVES FORWARD IN BOTH HOUSE AND SENATE: The Senate Environment and Public Works Committee has scheduled markup on S. 366 for July 16 and 18 , while the House version , H .R. 6 , is expected to go the floor before the August recess. Senate bill 366 includes provisions for major upfront funding of water projects in accordance with an agreement worked out between Senate leadership and the Administration ( WATERLINE 6/28/ 85 ) . Under that agreement feasibility studies would require a 50 percent cost sharing by local sponsors , hydroelectric and municipal and industrial projects would require 100 percent upfront funding and irrigation projects (Corps only) would require 35 percent upfront funding . The house bill , H . R. 6 , contains many of the same cost sharing provisions in S . 366 , however , significant differences still exist. The Senate bill will be referred to the Senate Finance Committee after it is reported by Environment and Public Works for consideration of its inland waterway fuel tax provisions . Action by the Finance Committee is not expected until after the August recess . Although neither the House or Senate bill address cost sharing on Bureau of Reclamation projects , the requirement on Corps projects represents considerable pressure for like requirements on BuRec projects. FY - 85 SUPPLEMENTAL APPROPRIATIONS BILL GOES TO CONFERENCE: If House and Senate Conferees can reach agreement on aid to the Nicaraguan Contra rebels , the supplemental appropriations bill could be on the President ' s desk next week. The supplemental contains funding for new Corps of Engineers and Bureau of Reclamation water projects (House version : $71 . 8 million for 31 Corps and 4 BuRec projects ; Senate 1985 CONVENTION, SHERATON WAIKIKI, HOI VEMBER 3-8 851210 bd rr t`(7I3/'gc version : ae3. . million .tor 22 Corps and 3 BuRec projects with halt of the corps projects being unauthorized ) . The Senate version also contains a provision which would prohibit funding for projects until cost sharing agreements have been negotiated with local sponsors and approved by Congress . HOUSE CLEAN WATER REAUTHORIZATION BILL SCHEDULED FOR FLOOR ACTION: The Clean Water Act reauthorization bill , H .R . 8 , will go to the House floor next week. The Senate version , S. 1128 , passed unanimously on July 13 (WATERLINE 6/28/85 ) . The major difference between the two bills is the allocation formula for sewer construction grants . The Senate formula is based on a 1984 Needs Survey and favors the smaller less populated states while the House bill retains the old formula . FY - 86 ENERGY AND WATER APPROPRIATIONS BILL OUT OF SUBCOMMITTEE: The House Appropriations Committee is scheduled to markup the FY-86 Energy and Water bill this week. The bill reported by the Energy and Water Subcommittee contains a total of $3. 5 billion in funding for Corps and BuRec water resources, development programs . The Subcommittee recommended a $293 million reduction in the budget for the Bureau of Reclamation ( FY-85 , $1 .052 billion; FY-86 , $ . 759 billion ) , while the Corps of Engineers budget would remain approximately the same ( FY-85 , $2 . 791 billion ; FY-86 , $2 . 771 billion ) . The bill reported by the Subcommittee contains no new starts for either the Corps or the BuRec, however , the full committee is expected to continue funding for those new starts recommended in the FY-85 Supplemental Appropriations Bill. Unlike previous years , the FY-86 Energy and Water Development Appropriations Bill could be the first 1986 funding bill on the President' s desk. ENGINEERS NAME GENERAL HATCH TO BE DIRECTOR OF CIVIL WORKS: Major General Henry J . Hatch has been named to succeed MG John Wall as Director of Civil Works for the Corps of Engineers . Earlier this month General Wall received his third star and was named to head the Ballistic Missile Defense Command. General Hatch will assume his new duties as Director in mid August.
