RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON ELDER
AVENUE BETWEEN EAST 16TH STREET AND EAST 18TH STREET
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners received a
Petition requesting the installation of traffic control devices on
Elder Avenue between East 16th Street and East 18th Street, and
WHEREAS, said request was referred to the Weld County
Department of Engineering for its recommendation, and
WHEREAS, after reviewing the recommendation of the Weld
County Engineering Department, the Board has determined that signs
be posted at each end of Elder Avenue, between East 16th Street
and East 18th Street, designating a five-ton weight limit and a
30-mile per hour speed limit on said street to insure the safety
of the citizens of Weld County.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the Weld County
Engineering Department be, and hereby is, directed to install
five-ton weight limit signs and 30-mile per hour speed limit signs
at each end of Elder Avenue, between East 16th Street and East
18th Street, said signs shall conform to the State manual and
specifications.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 14th day of
August, A.D. , 1985 .

subject: Elder Avenue Petition for Traffic Regulation
This is in response to the petition presented by Iola Broeder, dated
July 29, 1985, requesting a 7,000-pound load limit and 20-mph speed
zone for Elder Avenue between East 16th Street and East 18th Street.
It is my understanding this petition is prompted by the citizens'
concerns over potential gravel hauling in the area.
I visited Elder Avenue on August 7, 1985. It is a graveled surface
residential street, approximately one-quarter mile long and does not
run north of East 16th Street or south of East 18th Street. Gravel
hauling in the area would not be adversely affected if Elder Avenue
were to be weight restricted. Fern Avenue is the main north-south
link in the area and is only one-half mile east of Elder Avenue.
Gravel producers in the area would have their choice in using East
16th Street to the US 85 Bypass or going north on Fern Avenue to
SH 263 and then west to the US 85 Bypass.
Since this is a gravel surface residential street and since there
are a number of paved hauling routes available that are thru
streets I think the request to load post Elder Avenue is reasonable.
However, I would recommend the weight limit to be 5-Ton as opposed
to the 21-Ton weight limit requested. The 5-Ton would restrict
gravel hauling type equipment but still allow the single axle
light trucks to access the area.
I would not recommend the posting of 20-mph speed limits because
there are already traffic statutes setting speed limits in residential
areas and also because the absence of traffic law enforcement on county
residential type streets makes the sign of little value.

A PETITION FOR TRAFFIC REGULATION
July 29, 1985
. To: Weld County Commissioners
A request by the residents and property owners residing on Elder
Avenue, east of Greeley, Weld County, Colorado, to limit the use of
Elder Avenue to residential use only, or specifically, to exclude
trucks exceeding 7000 lb. GVW (not including service trucks and/or
emergency vehicles). Unlimited use of Elder Avenue by heavy truck
traffic could result in severe dust and noise conditions, and could be
hazardous to children in the area.
Also, since there are no speed limit signs anywhere on Elder
Avenue, it is requested that speed limit signs of 20 miles per hour
be posted at each entrance to the Avenue, near 16th Street and near
18th Street, as well as load limit signs.
The undersigned residents of Elder Avenue feel that these requests
are reasonable and necessary for the safety of the people and to
reduce the dust and noise which may be severe or excessive.
