Dear Revenue Sharing Recipient :
The data which the Office of Revenue Sharing would use to
calculate your Revenue Sharing allocation for the Seventeenth
Entitlement Period (October 1 , 1985 - September 30 , 1986 ) are
provided on the enclosed notice. Entitlement Period 17 is the
last entitlement period authorized in the 1983 renewal of the
Revenue Sharing Program. However, funding for this Period is
questionable at this time and cannot be assured.
This notice is to give you an opportunity to review the
data before they are used. The definition and reference date
of each data element were published in the Federal Register
( 50 FR) on August 9 , 1985. If you believe an error exists in the
data, considering these definitions and dates, enter the proposed
change in the space provided on the form and return it , together
with supporting documentation ( audit reports, Bureau of the
Census certifications , etc. ) , to:

Remember to provide documentation. Correction proposals
submitted without appropriate evidence that an error exists
cannot be reviewed. If you agree with the data, no action is
necessary and the form may be kept for your files .
The Office of Revenue Sharing, the Bureau of the Census,
and other appropriate agencies will review all data challenges
and confirm or correct the questioned data. This Office will
notify you of the results of that review. To ensure that any
data changes that may result from your challenge are incorpo-
rated in the data base used to calculate the initial allocation
for Entitlement Period 17, all correction proposals should be
received in this Office by September 16, 1985.
Data Factors for Entitlement Period 17
The population and per capita income are Bureau of the
Census estimates relating to 1984 and 1983, respectively.
The adjusted taxes and intergovernmental transfers data
factors relate to fiscal year 1984. Fiscal year 1984 is your

government' s twelve-month accounting period that ended between
July 1 , 1983 and June 30, 1984 . The Bureau of the Census
annually conducts a Revenue Sharing survey to collect data
pertaining to adjusted taxes and intergovernmental transfers .
The word "NONRESPONDENT" is shown for governments that have not
responded for fiscal year 1984 . If your government has not
responded to this survey, we urge you to provide the correct
data, suppported by documentation, at this time. Otherwise ,
payments to your government for Entitlement Period 17 may be
jeopardized.
In general , a government' s allocation increases when its
per capita income falls or when its adjusted tax figure rises.
However, it is the relative amount of these factors as compared
with_ similar factors for other competing governments that deter-
mines the actual amount of each allocation. Intergovernmental
transfers are important only in cases where the "50 percent
rule" applies. This rule limits a government ' s allocation to
50 percent of its total adjusted taxes and intergovernmental
transfers. Population does not directly affect the allocation
to a local government unless the government is constrained by
the minimum or maximum per capita grant permitted under the Act .
These limits are 20 percent and 145 percent, respectively, of •
the per capita amount allocated to all local governments in the
State. Indian tribes and Alaskan native villages are exceptions,
since their allocations are based directly on the tribe or
village population as a percent of their county' s population.
Your careful review of your government ' s data factors will
help to ensure that funds are allocated correctly and equitably.
