The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado, January 3, 1985, at 1 :45 p.m. ROLL CALL The following members were present in person: President Ralph Waldo, Sid Morehouse, Nels Nelson, Bill Rupp, and Doris Williams. Also present at all or part of the meeting were Commissioners Bill Kirby, Gordon Lacy, and Frank Yamaguchi , Don and Pat Carlson, two members of the press, and the Council secretary. MINUTES Bill Rupp made a motion that the minutes of December 6, 1984, be approved as written. Former Councilman Don Elliott signed a statement on December 18 that he approved the minutes of December 6 as written. Ralph Waldo seconded the motion and it passed unanimously. The remaining Councilmen abstained as they were not then members of the Council . ELECTION OF OFFICERS Nels Nelson nominated Ralph Waldo as President of the Council for 1985. Mr. Waldo declined the nomination. Sid Morehouse nominated Bill Rupp for the position. Doris Williams moved that the nominations be closed. Sid Morehouse seconded the motion and Mr. Rupp was unanimously elected President. Bill Rupp nominated Doris Williams to serve as the Council Vice President. Sidney Morehouse seconded the nomination. Bill Rupp moved to close the nomina- tions. Mr. Nelson seconded the motion and Mrs. Williams was unanimously elected. ADDITIONS AND/OR DELETIONS Bill Rupp added a report from the December 10 Elected Officials Meeting, and, as an item of new business, proposals for revitalizing County Council . APPOINTMENTS The President reminded the Councilmen of their upcoming appointments. Doris Williams volunteered to attend the Elected Officials meeting on January 14. CORRESPONDENCE The President made the Correspondence File available for the individual review of Council members. REPORTS Ralph Waldo asked the Council for their approval to release a Report to the People regarding the audit of the Road and Bridge Department. Doris Williams moved to release the report as written. Nels Nelson seconded the motion and it passed unanimously. A Report to the People regarding the Commissioners total repayment of salaries was presented to the Council . Nels Nelson moved that the report be released. Sid Morehouse seconded the motion and it passed unanimously. 851431 a- '3-2a MINUTES, WELD COUNTY COUNCIL PAGE 2 JANUARY 3, 1985 Bill Rupp reported on the Elected Officials Meeting of December 10. He stated that he felt it was very important that a Councilman be present at each of these meetings if communication with the Commissioners is to be improved. Let the record reflect that at 1 :55 p.m. Bill Rupp began chairing the meeting. UNFINISHED BUSINESS A resolution regarding the appointment of Sid Morehouse to the Council was read into the record. The resolution passed unanimously by a roll call vote. NEW BUSINESS A discussion of the 1985 assignment areas for each councilman ensued. To avoid a possible conflict of interest, Sid Morehouse declined overseeing the District Attorney' s division. Nels Nelson volunteered to assume that area. Remaining assignments will be deferred to the February meeting in an attempt to coordinate Councilman assignments with Commissioner assignments. Ralph Waldo commented that, in his opinion, one matter the Council and Commissioners should discuss is the issuance of Industrial Revenue Bonds by the County. He stated that the people have spoken loudly in favor of the 5% limitation in Weld County and said that he hoped a positive attitude would be taken toward that restriction. Bill Rupp presented a number of suggestions to revitalize the County Council . Included in these ideas was a worksession for the purpose of defining the intended role of the Council be sponsored by an outside agency. Bill Rupp offered to contact the League of Women Voters and the Ag Council to see if either organization would be interested in doing so. It was also proposed that in February a calendar of meeting times be set which would allow for some evening meetings, perhaps throughout Weld County. To further publicize the activities of the Council , it was suggested that agendas of Council meet- ings be supplied to the media and to various town halls throughout the county. Minutes of the meetings could be sent to county newspapers for publication also. Mr. Rupp recommended that the procedures for the Council which were adopted in 1978 be updated and revised and that long-range planning for the Council be considered. Ralph Waldo made a motion that the December bills be paid. Sid Morehouse seconded the motion and it passed unanimously. The Commissioners attending the meeting commented that they each desired improved communication and cooperation with the Council during the upcoming year. Let the record reflect that at 2:55 pm. the Commissioners left the meeting as the next order of business concerned an upcoming hearing before the Board. Donald and Pat Carlson appeared before the Council concerning a complaint against the Weld County Planning Commission. On December 4, 1984, the Carlsons proposed an expansion of their mobile home park. The Commission recommended denial of their plan. The Carlsons felt they did not receive a fair hearing, claiming a conflict of interest on the part of Chairman Bob Ehrlich. This proposal will go before the Board of Commissioners on January 9, 1985. The Council suggested that if a negative decision is made, the Carlsons appeal and formally request a conflict of interest ruling. ADJOURNMENT There being no further business, the meeting was adjourned. The time of adjournment was 3:30 pm. , on January 3, 1985. BOX 758 GREELEY, COLORADO 80632 January 3, 1985 356-4000, ex. 4780 The Weld County Council , in an effort to preserve the suggestions and ideas of many employees of Weld County, interviewed retiring employees of the County. The idea was to obtain suggestions from the employees on how to improve the efficiency of our Weld County government. It was presumed that retiring long-term employees would have ideas on how to increase the efficiency of county government in the department in which they have served. Not to tap this potential source of valuable information would be a mistake that would preclude improvement within those county departments. Separation sheets were handed to the exiting employees and they were offered an opportunity to make suggestions. The emphasis was on positive and constructive ideas. A number of employees contacted the County Council and they were invited to attend a County Council meeting to present their ideas and to expand on ideas written for the exit questionnaire. It quickly became apparent there were things in the Road and Bridge Department that appeared to need attention. In order to get a fair appraisal of the matter, County Council called on Hyland Associates to conduct an audit of "Road and Bridge". In the course of the audit, some 16 people were interviewed in depth. The 16 individuals included retired, fired and current employees as well as Weld County users of the roads. The audit indicates problem areas in the following categories: nr^, WELD COUNTY COUNCIL - REPORT TO THE PEOPLE JANUARY 3, 1985 Page 2 1 . Favoritism in relation to assignments, promotions and bonuses in the Road and Bridge Department. 2. Low pay and poor supervision. 3. Poor morale among the employees doing the work. 4. Inaccurate reporting of work accomplished. 5. Lack of or poor inspection of work. 6. Loafing on the job. 7. Lack of or poor training in operation of equipment. 8. Assignment of too many miles of road to maintain. 9. Poor assignment of duties to get the most out of an individual worker and his equipment. 10. A possible excessive purchase of expensive equipment, to- wit: Pickups. 11 . Inefficiencies in the supervision of management. 12. Unfairly administered bonus plan. 13. Cutting weeds with grader blades instead of mowing weeds is a poor system and damaging to the roads. 14. Blade patching of potholes in our blacktopped roads is a waste of time and material . 15. Unnecessary narrowing of the roads. The foregoing enumeration of problem areas is tendered to the Board of County Commissioners for their use in the administration of the "Road and Bridge" Department. WELD COUNTY COUNCIL - REPORT TO THE PEOPLE JANUARY 3, 1985 Page 3 It is hoped the Board of County Commissioners will accept the suggestions in the same spirit in which they are offered, "as helpful suggestions", so the people of Weld County can enjoy better motoring on Weld County roads. After all , the County Council and the Board of County Commissioners are members of the same team, with the same objective of making Weld County a better place to live. Since the audit of Hyland Associates contains many names and places, it is impossible to release the actual 30-page report. It must be noted, supervisory and administrative personnel have not been contacted in this audit. The reason is, no exiting supervisor or administrator came forward to offer suggestions and this audit was primarily of employees, workers and citizen-users of our roads. The objective was to identify consistent problems within "Road and Bridge" and to present tentative solutions. The list of 48 questions submitted are a starting point. It is hoped the Commissioners can use the questions to attack the problems identified. County Council authority ends with the Report to the People; Council is quite willing to provide whatever help it can to the Commissioners so that we all can benefit from roads and bridges improvement. County Council would urge that an exit sheet/interview would be re-initiated through an objective, non-threatening agency offering retiring/terminating employees opportunity to make constructive WELD COUNTY COUNCIL - REPORT TO THE PEOPLE JANUARY 3, 1985 Page 4 suggestions for the welfare of the County. Continuation of such a program has great potential for improvement within Weld County, in the opinion of the County Council . Finally, the County Council wishes to thank those former employees and citizens of Weld County who came forward and donated much of their time to make this report possible. BOX 758 REPORT TO THE PEOPLE GREELEY, CO 80632 356-4000, ex. 4780 JANUARY 4, 1985 The Weld County Council is pleased to report that the Weld County Commissioners have repaid in full their over- payments of salary. Repayment began in April and was completed by Commissioners Gene Brantner, Chuck Carlson, Norman Carlson, and Jackie Johnson in December. BOX 758 GREELEY, CO 80632 356-4000, ex. 4780 Date: January 9, 1985 The Weld County Council met in regular session on January 3, 1985. The following is a summation of Council business: 1 . Bill Rupp was elected as President of the Council for 1985, with Doris Williams serving as Vice President. 2. A Report to the People regarding the audit of the Road and Bridge Department was approved for release to the media. 3. The County Commissioners have now totally repaid their over- payment of salaries. A Report to the People stating this was also released. 4. The Council considered a number of suggestions for revitalizing the County Council . Included in these ideas was to occasionally have night meetings, perhaps throughout Weld County, to enable more citizens to attend. To better publicize Council activities, the Council will begin supplying agendas to the media in advance of meetings. 5. The Council heard from county residents who had an interest in getting zoning approval in the north part of the county. No action was taken as this was purely an informational presentation.
