Post Office and Court House 215 North 17th Street Omaha, Nebraska 68102-4910 Re: Mr. Gregory Moore, Civil Engineer for Corps of Engineers, Littleton, Colorado Dear Colonel Andrews : I am writing to you in regards to the performance of duty of a Mr. Gregory Moore whom I understand is a civil engineer working for the Corps of Engineers out of your Littleton, Colorado office. To be quite frank, I was literally appalled by Mr. Moore' s actions and words that occurred between myself and Mr. Moore at a local jobsite on September 17, 1985. His totally irresponsible actions caused me to summon the Weld County Sheriff to the scene in an effort to bring some semblance of order to the situation. In my current job and previous work, I have had considerable experience in working with other government agencies, private contractors, and various engineering firms under sometimes difficult situations; however, I have not seen anything as stupid as what Mr. Moore did yesterday. His lack of judgement certainly is not representative of the Army Corps of Engineers and my concern over this matter is what has prompted me to write this letter. The following describes briefly what occurred on September 17, 2985 at a jobsite on the north bank of the Big Thompson River approximately one mile north of Johnstown, Colorado on Weld County Road #17: 1), It is my understanding that the Corps of Engineers, working via a private contractor, and for Weld County Authorities was placing rip rap on the north bank of the Big Thompson River. �- ace-y ' 2 - . _, 851315 / bclnrq ��as� - 8s Colonel William R. Andrews, USA District Engineer, Corps of Engineers Omaha, Nebraska 68102-4910 Re: Mr. Gregory Moore, Civil Engineer for Corps of Engineers, Littleton, CO Page Two 2) The Corps of Engineers did not call for any water line locations, as required by law and was not aware that there was a 6" AC water main directly under where their heavy machinery was working. 3) At approximately 2: 00 p.m. the Water District was notified by a representative of Western Slope Gas Company, a private firm, that a water line was leaking at the jobsite and we should check into it. No notification was ever received by the Water District from the Corps of Engineers or Weld County Authorities and I do not know when they actually hit the line. 4) At approximately 4:00 p.m. the Water District was ready to commence repairs and we had three men with pickups and a private contractor with backhoe on the scene. Mr. Moore took no action on his own initiative to stop the contractor from placing rip rap and the District was unable to commence repairs. 5) At approximately 4 : 15 p.m. I arrived on the scene and informed Mr. Moore that I wanted his equipment to stop work immediately so we could make emergency repairs and to preclude further damage to the water line. I informed Mr. Moore that further work could damage the line under the river, complicating repairs considerably. Mr. Moore refused to stop work and stated that when he finished the job of placing rip rap, we could do our repairs. At this time I called the County Sheriff and informed Mr. Moore that if Weld County Authorities were involved in this job he had better get a representative out immediately so we could resolve the matter. Mr. Moore stated he had requested this; however, no one ever showed up from Weld County. 6) Mr. Moore continued operations for thirty minutes after I arrived on the scene and finished his rip rap fiasco at about 4 :45 p.m. At this time the Water District was able . to go to work and commenced removing some of the rip rap that had just been placed on the water line. Water District repairs were not completed until around 8:00 p.m. and the one hour of daylight we lost because of Mr. Moore' s actions did not help the situation at all. I am sure you can appreciate my frustration and anger over Mr. Moore' s inexcusable actions in regards to this situation. Whatever action the Corps of Engineers takes regarding Mr. Moore is certainly no concern of mine; however, I can assure you that I never want him supervising any construction projects within the 200 square miles of area associated with the Little Thompson Water District. I am assuming that the costs of these repairs will be paid most promptly by Weld County, as Mr. Moore assured me the Corps of Engineers was certainly not going to pay for them. Although I do not envision a problem collecting the expenses relating to this job; however, if one arises, the Corps of Engineers and Mr. Moore will certainly become involved in the ensuing lawsuit. 1.S . cerely yours, Jo M.
