RE: GRANT MOBILE HOME PERMIT NO. 1198 - TONY & ANDRA ESPINOSA
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, on the 6th day of August, 1986 , considered the request
of Tony and Andra Espinosa for a mobile home to be used as a
principal dwelling, and
WHEREAS, said mobile home is to be occupied in an
A-Agricultural Zone District on a parcel of land being more
particularly described as follows :
51/2, Lot 33 , and all of Lot 38 , Kersey Colony,
Weld County, Colorado
WHEREAS, the Board of County Commissioners, having heard the
testimony, finds that said request should be granted subject to
the following conditions: 1) The applicant shall apply for a
building permit for the mobile home within thirty days from the
date of approval by the Board of County Commissioners; 2) A septic
permit shall be obtained prior to the issuance of a building
permit; 3) The existing structures located on the property shall
not be used on any basis as a dwelling or as overnight or
temporary housing for any person; and 4) The mobile home shall not
be occupied until such time that the applicant has complied with
the above mentioned conditions.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the request of Tony
and Andra Espinosa for permission to place a mobile home to be
used as a principal dwelling on the above described parcel of
land, which was found to be in compliance with Section 43 of the
Weld County Zoning Ordinance , be, and hereby is , granted subject
to the hereinabove listed conditions .

Location: Approximately 1 mile east of Kersey, Colorado.
The -Department of Planning Services staff has reviewed this request and
recommends that the request be approved for the following reasons:
WILL WILL NOT

X Be in -harmony with the character of the
neighborhood.
X Adversely affect the immediate area.
X Be adequately served by water and sewage
disposal facilities.

COMMENTS:
-The Department of Planning Services staf₹ recommendation for approval is
conditional upon the following:
1. The applicant applying for a building permit for the mobile home
within thirty (30) days from the date of approval by the Board of
County Commissioners.
2. A septic permit shall be obtained prior to the issuance of a
building permit.
3. The existing structures located on the property shall not be used
on any basis as a dwelling or as overnight or temporary housing
for any person.
4. The mobile home shall not be occupied until such time that the
applicant has complied with Conditions 1, 2, and 3 above.

COMMENTS:
The present structures located on the -property is an old home in need of
repair and a structure used for storage. The home and possibly the storage
structure woul-d need to he -removed in order to locate the mobile home an the
property. This would be necessary for the mobile home to meet the _proper
setbacks off second street, -offsets from the property tines, and the
requirement of the building -codes. The -minimum setbacks are 20 feet from
the road right-of-way, she minimum offsets are three _feet ar one foot for
each three feet of building height, whichever is greater and the separation
_distance between R-3 Classified structures (mobile home) and M. Classified
structures (storage shed) is six lest between the eaves.

To Whom It May -Concern:
Tony and Andra Espinosa have applied for housing rehabilitation assistance
through the Weld County Housing Authority. The WCHA has determined their
present dwelling delapidated and beyond repair with available program funds.
However, we are actively resolving the Espinosa's situation through our
replacement housing program.
The WC-HA plans to demolish the Espinosa's present dwelling and provide them
with -a mobile home to be used as a principal dwelling. Also, the WCHA will
be installing a new septic system and leachfield. Water service is already
provided by the Central Weld County Water District.
If you have any _questions regarding this application for a mobile home
zoning permit, please call the WCHA at 352-1551.
