The fiscal year runs from July 1 , 1985 through June 30, 1986. This renewal is for the right to maintain outdoor advertising devices along state highways that were permitted under state law. Colorado law requires every sign owner to submit an application for renewal of each state roadside advertising permit for a sign before the first day of June each year. If the completed renewal application is not received by the Department of Highways prior to July 1 of the renewal year, the sign is deemed illegal . A late fee of fifty dollars is required to be paid per sign for renewal after July 1 , 1985. If the renewal is not paid, the permit is revoked and the sign must be removed. Permit renewals were mailed out to permitted sign owners May 20. They must be returned before the June 30 deadline to Room 293, Colorado Department of Highways, 4201 East Arkansas Avenue, Denver, CO 80222. o o o (over) To= YAOaCRm IJPWMfO 851262 Highway News Page 2 Department of Highways May 23, 1985 GLENWOOD CANYON SUMMER TIPS FOR MOTORISTS AND RAFTERS Interstate 70 construction in Glenwood Canyon is busier than ever this spring, and the Colorado Department of Highways has been coordinating efforts to minimize the impact for motorists and whitewater enthusiasts . Since April 22, motorists traveling U.S. 6 through Glenwood Canyon have encountered one lane escort car operations. Between 7 a.m. and 5 p.m. WEEKDAYS, queues of motorists are guided past three separate construction projects by contractor vehicles flashing amber lights. The pilot car operation is expected to last all summer, with nationally recognized holidays like Memorial Day exempted. (Each FRIDAY, .onstruction delays end at NOON) . Engineers and contractors have worked harder in recent weeks to improve traffic handling near the construction zones. Motorists can now expect about a sixty minute travel trip through the 12z-mile-long canyon, with one or two stops which together take up to 30 minutes or less . Two-way radio communication has helped coordinate traffic; traffic control personnel use hand-held radios in the construction zones. Emergency vehicles move without delay. Special river access restrictions are in force, to allow smooth traffic flow but provide safe access to the Colorado River for whitewater rafters . The launch point just east of Grizzly Creek will be moved west about a quarter of a mile, with access only from the eastbound lane of U.S. 6. West- bound motorists may turn around at Interstate 70's Exit No. 119 near No Name Creek. Rafters in vehicles are asked to stay in the line of traffic until they approach the access point; flash their vehicle turn signals to alert the flag person; and have rafts inflated and ready to launch. Crews will be restricted to ten minutes in the put-in area, and no parking is allowed. Until about July 15, the put-ins between Grizzly Creek and the Shoshone Dam, including the power plant access point, will be closed from 7 AM to 5 PM, Monday through Thursday and 7 AM to NOON on Friday. They will be open at all other times, including weekends. After mid July the Shoshone power plant put-in will be open from the eastbound lane only. This launch point will also require rafters in vehicles to signal their turning intent, and a U.S. Forest Service river ranger will help coordinate the ten minute launch times and no-parking restriction. This summer the power plant launch point may be closed for short periods of time during roadway rock blasting, to protect river users. (The put-in will be closed all summer in 1986 during construction of an interchange and permanent river launch facility.) In general , whitewater enthusiasts could face delays of an hour or longer when using the put-ins. One location on the Valley Highway begins at the 23rd Ave. interchange and extends 3.8 miles southerly to the Broadway interchange; a second extends 0.3 mile from Franklin St. southerly to the University Blvd. interchange. Bids were accepted from four firms on work which begins four and a half miles north of the city and extends 7.2 miles northerly. The project consists of grading, structures, hot bituminous paving, striping, seeding and mulching. W. M. Riley of Pueblo is resident engineer for this project, which is scheduled for completion within 120 workable days after it starts . (more) Highway News Page 5 Department of Highways May 23, 1985 MP 12-U044-02 EAST 104TH AVE. IN ADAMS COUNTY Treating S.H. 44 east of Thornton drew six bidders at the Division of Highways May 23 bid opening. Firms competed for a project to patch hot bituminous pavement and apply chip seal cover coat and striping to East 104th Avenue in Adams county. The project, scheduled for completion within fifteen working days, begins west of S.H. 35 and extends west 4.83 miles toward Colorado Blvd. Work will be coordinated by resident engineer Bernie Paiz of Aurora. A-1 Paving Company, Inc. of Denver turned in an apparently successful bid of $76,233. IR 25-3(79) I-25 IN LARIMER COUNTY Resident engineer L. G. Duncan of Greeley will coordinate a project to reconstruct six and a half miles of Interstate 25 near Loveland, following the award of a bid opened May 23 by Division of Highways engineers. An apparently successful bid of $9,551 ,220 came from Kiewit Western Company of Littleton. The project begins 0.4 mile south of County Road 16E (Johnson's Corner) and extends north. Elements include grading, structures, stabilization, bridge rehabilitation, hot bituminous and concrete paving, signing, striping, lighting, seeding and mulching. Three firms turned in bids for this project, which requires completion within 180 workable days. CC 99-1000-06 C-MP 60-0046-02 S.H. 46 IN GILPIN COUNTY The Division of Highways accepted two bids May 23 for a combined project to improve S.H. 46 near Golden Gate Canyon State Park in Gilpin county. Flatiron Paving Company of Boulder turned in an apparently successful bid of $787,775. Two project locations call for grading, structures, stabilization, hot bituminous pavement, striping, topsoil , seeding and mulching. One improvement section begins 3.8 miles east of the S.H. 119 junction and extends 1 .7 miles southeasterly. A second begins at the south border of the state park and extends a mile southeasterly. Resident engineer is R. R. Hirschfeld of Golden. The time required for completion of this project is sixty working days after Notice to Proceed. 000 Hello
