The following :business was transacted:
I hereby certify that pursuant to a notice dated October 31, 1988, and
duly published November 2, 1988, in the Platteville Herald, a public
hearing was conducted to consider increased lee schedules for fees
collected by the Weld County Department of Planning Services for plan
reviews, pre—move inspections, and mobile home building permits. Bruce
Barker, Assistant County Attorney, made this inatter of -record. Chuck
Cunliffe, Director of Planning Services, entered the favorable
recommendation of the Planning Commission concerning this matter into
the record. In response to a letter -received from the Greeley Board of
Realtors An opposition to this request, Mr. Cunliffe explained the
proposed fees. No public comment was offered concerning this request.
Commissioner Lacy moved to approve the increased fee schedules for fees
collected by the Weld County Department of Planning Services for plan
reviews, pre move inspections, snd mobile home building permits.
Seconded by Commissioner Johnson, the motion carried unanimously.
This -Certification was approved on the 5th day of December, 1988.

Docket No. 88-73
The Board of County Commissioners will conduct a public hearing at 10:00
A.M. on Wednesday, November 30, 1988, in the Chambers of the Board of County
Commissioners of Weld County, Colorado, Weld County Centennial Center, 915
10th Street, First Floor, Greeley, Colorado, for the purpose of considering
increased fee schedules for fees collected by the Weld County Department of
Planning Services building permits, plan review, pre-move inspections, and
mobile home building permits.
All persons in any manner interested are requested to attend and may be
heard.
Should any interested party desire the presence of a court reporter to make
a record of the proceedings, in addition to the taped record which will be
kept during the hearing, the Clerk to the Board's Office can be contacted
for a list of certified court reporters in the area. If a court reporter is
obtained, the Clerk to the Board's Office shall be advised in writing of
such action at least five days prior to the hearing. The cost of engaging a
court reporter shall be borne by the requesting party.
Copies of the proposed increase fee schedules are available for public
inspection in the office of the Clerk to the Board of County Commissioners,
located in the Weld County Centennial Center, 915 10th Street, Third Floor,
Greeley, Colorado.

Dear Chairman Brantner and Commission Members :
In reviewing the Agenda of the last meeting of the weld County
Planning Commission, the members of our Community Relations
Committee expressed concern about two items relative to proposed
increases in land use application fees and proposed increases for
building permits, plan review, pre-move inspection, and mobile
home building permit fees.
We feel that all government entities and the private sector need
to work together to make it easier and less expensive , rather
than difficult and more expensive , for citizens in Weld County to
be able to obtain adequate and affordable housing.
Therefore, the Community Relations Committee of the Greeley Board
of REALTORS, Inc . would like to go on recol'd as strongly opposing
Lhe proposed increases in land use application fees and for
building permits , plan review, pre-move inspection, and mobile
home building permit fees . We strongly urge and encourage each
and every one of you to vote against these proposed increases.
Let ' s make our housing more affordable for everyone !

RESOLUTION OF RECOMMENDATION TO THE BOARD OF COUNTY-COMMISSIONERS
Moved by Ernie Ross that the following resolution be introduced for passage
by the Weld County Planning Commission. Be It Resolved by the Weld County
Planning Commission that the attached plan review, pre-move Inspection, and
mobile home building permit fee increases as presented by the Department of
Planning Services be re-commended favorably to the Board of County
Commissioners for the following reasons:
- The increased plan review fees are still substantially below
the 65% of the building permit fee which could be assessed
under the Uniform Building Code. The County' s plan review
fees were last changed on January 1, 1988. Pre-move
inspection and mobile home building permit fees were last
changed on January 1, 1986.
- The County's fee structures are targeted to recover the full
costs of the activities being performed. It is the
philosophy of Weld County that Inspection fees should be
fully paid for the applicant and not subsidized by property
taxes, since the applicant generates the need for the
services.
- The Weld County Building Trades Advisory Committee reviewed
the proposed lee schedule increases at its October 20th
meeting and recommended approval of the proposed fees. The
new fees will become effective -December 1, 1988.
