Appealing to motorists and law enforcement agencies for 55-mph speed
limit compliance, Highway Department Executive Director Joe Dolan has warned
that high speeds on Colorado roads could cost the state $515 million next
year in federal highway construction aid.
Each December, state highway officials must certify to the Federal
Highway Administration that more than 50 percent of the vehicle miles traveled
in the previous fiscal year were at 55 miles per hour or less. The federal
fiscal year begins on October 1. Non-compliance could trigger withholding of
ten percent of a state's Primary, Secondary and urban system apportionments.
Currently Arizona, Maryland and Vermont are into "show cause" proceedings
for fiscal year 1983/84 non-compliance.
Dolan issued a similar appeal in June 1984, when the volume of speeding
vehicles threatened $5.1 million in federal penalties. A marked downturn in
speeds during July, August and September saved Colorado from facing federal
sanctions.
Recent compliance figures for October 1984 through March 1985 indicate
that 62.3 percent of vehicles exceeded the speed limit. Some end-of-fiscal-
year adjustments are allowed for speedometer variation, speed measuring equip-
ment error, and statistical error.
In a memorandum to Department of Public Safety director Bill Koleszar,
Dolan recognized that accident prevention is the State Patrol's present
priority. "But the two (accident prevention and speed enforcement) go hand in
hand," he said, adding that he is also asking for cooperation from local law
enforcement agencies as he did last year.

DESIGN HEARING WILL CONSIDER
S.H. 133 UPGRADING NEAR PAONIA
While construction of State Highway 133 continues southwest of Paonia
Reservoir dam in Gunnison county, the Department of Highways wants to get public
comment on proposed design for another construction segment. A Design Public
Hearing has been scheduled to begin at seven o'clock Wednesday evening, May 22,
at the Paonia High School gymnasium.

S.H. 133 is being upgraded to a modern, two-lane highway with paved
shoulders. Construction work between the dam and Somerset will be finished this
year. The public hearing May 22 will consider the alignment between Somerset
and Paonia, along a 6.2-mile segment of highway scheduled for 1986 construction
phasing.
Elements to be discussed include:
Right-of-way requirements.
Relocation assistance for individuals or businesses affected.
Social and economic impacts.
Environmental impacts on farm land, wetland areas and the North
Fork of the Gunnison River.
A safer, elevated crossing of the Denver & Rio Grande Western
Railroad near Bowie.
Few, if any, changes are to be made on S.H. 133 within the community of
Somerset.

FC 085-3(7) U.S. 85 IN BRIGHTON
The Department's Division of Highways accepted ten bids at the May 2
opening for a project which will build a pedestrian overpass on U.S. 85 in
Brighton. Some work will occur on adjacent Kuner Road? the project includes hot
bituminous paving and landscape items such as topsoil, seeding and mulching. It
begins at Southern Street and extends .08 mile northerly.
An apparently successful bid of $413,812 was turned in by Lillard & Clark
Construction Company of Denver. Resident engineer W. W. Nesbitt of Aurora
will coordinate the project, whch requires completion within sixty working
days following its Notice to Proceed.

CC 44-0024-06 U.S. 24 BRIDGE AT REDCLIFF
Painting the Radcliff steel arch bridge on U.S. 24 in Eagle county drew
five bidders at the Division of Highways May 2 opening. Rocky Mountain Steel
Painters, Inc. of Colorado Springs submitted an apparently successful bid of
$101,200. One bid was rejected.
The project allows sixty workable days for completion. Resident engineer
is Mathew smith of Eagle.

AAA Roofing Company of Pueblo bid an apparently successful $732,697 at
the Division of Highways May 2 opening to resurface highways near Last Chance
and Woodrow.
Six firms turned in offers for a combined project involving hot bituminous
overlay. One location, on U.S. 36, begins at the Adams county line and extends
six miles east in Washington county. A second location, on S.H. 71, begins 1.75
miles south of Woodrow and extends 14.3 miles north.
L.D. Muller of Sterling is resident engineer. The combined project
is scheduled for completion within forty workable days after its start.

SR 0151 (3) S.H. 151 NORTH OF ARBOLES
Resident engineer K.A. Durfee of Durango will coordinate the resurfacing
of nine miles of S.H. 151 north of Arboles, following award of a project whose
bids were opened May 2. The Division of Highways accepted five bids on the
project, which begins at the entrance to Navajo State Park and extends north-
easterly.
The project, scheduled for completion within 45 working days, involves
hot bituminous pavement overlay and bridge rehabilitation. An apparently successful
bid of $895,535 was received from Corn Paving Company of Grand Junction.

HES 0006(18) SAFETY IMPROVEMENTS IN ARVADA
The Division of Highways accepted three bids May 2 for a project to improve
the Wadsworth Blvd.,Pomona Drive intersection in Arvada. The S.H. 121 project
consists of hot bituminous pavement and traffic signals.
Siegrist Construction Company of Denver turned in an apparently successful
bid of $ 48,633 for this project, which calls for completion within twenty working
days. Resident engineer is Steve Horton of Arvada.

BRS 0119 (26) S.H. 119 IN GILPIN AND
BRS 0119 (27) CLEAR CREEK COUNTIES
The Division of Highways accepted four bids at the May 2 opening for a
combined, Set-Aside project to rehabilitate two bridges on S.H. 119 near the
western end of Clear Creek canyon. Only certified, pregualified minority
business enterprises were allowed to bid.
One location begins at the U.S. 6 junction in Clear Creek county and extends

a tenth of a mile northerly. A second bridge project, in Gilpin county, begins a
tenth of a mile north of the junction and also extends a tenth of a mile northerly.
Both projects include grading along with concrete and hot bituminous paving.
KECI, Colorado, Inc. of Littleton turned in an apparently successful bid
of $377,259 on the combined project, which requires completion within 120 working
days following the Notice to Proceed.
Resident engineer is Rob Hirschfeld of Golden.

MR 2090 (1) EL PASO BLVD. IN MANITOU SPRINGS
M&M Cement Contractors, Inc. of Colorado Springs submitted an apparently
successful bid of $110,657 at the Division of Highways May 2 opening to widen 0.23
mile of El Paso Blvd. in Manitou Springs. Six bids were opened on a Set-Aside
project available only to certified, prequalified minority contractors.
The project begins at Garden of the Gods Road and extends east. It
consists of grading, stabilization, hot bituminous and concrete paving, and curb
and gutter.
Resident engineer Vic Anders of Colorado Springs will coordinate the project,
which is scheduled for completion within forty workable days after it starts.
