Dear Mr. Fleetwood:
The staff has completed its review of your letter dated December 19, 1985,
outlining the additions to USR-477:81 :23. It was determined that material
deviations would occur from the original Use by Special Review permit.
Therefore, a Use by Special Review permit amendment will be required.
I would recommend that you call and schedule an appointment with Gloria Dunn
or myself to discuss the procedures involved with filing an amendment to
USR-477:81:23.

RE: Permian Corporation facility at Continental Pipeline's Spindle "B"
station.
Dear Ms. Besche:
The Permian Corporation is planning to construct a tanker truck unloading
and crude oil custody transfer facility at Continental Pipeline's Spindle
"B" station located in the SW4/NW4, section 20, T-2-N, R-66-W, (approxi-
mately 2 miles north of Fort Lupton on Hwy 85) . The addition will be
similar to the other existing facilities at this site, and will consist
of the following:
1) ne - 72.5' X 15' X 9" concrete pad for trucks to
park on while being unloaded.
2) , arie - 72.5' X 10' X 6" concrete pad for truck un-
loading equipment and piping to set on.
3) one 15HP truck unloading pump and associated piping.
4) one - 500 Bbl steel tank for surge capacity while
oil is being transferred to Continental Pipeline.
5) one - Automatic Custody Transfer unit consisting
of a pump, oil quality sampling and testing device,
and a meter, contained in a building 5' X 10' X 6 ' .

7) various - associated piping.
All the above items will be located within Continental Pipeline's station
as per attached drawing "A". If more information is needed for the com-
mission to make its determination on whether or not this facility would
require additional permitting above what Continental Pipeline has already
