RE: ADOPTION OF POLICY CONCERNING SMOKING IN BUILDINGS AND
VEHICLES UNDER THE CONTROL OF WELD COUNTY AND INCORPORATION
OF SAID POLICY IN THE ADMINISTRATIVE MANUAL.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs, of Weld County, Colorado, and
WHEREAS, the Surgeon General of the United States has
concluded that smoking causes lung cancer, heart disease,
emphysema, and may complicate pregnancy, and
WHEREAS, the Surgeon General has also determined that
second-hand smoke can cause acute and chronic lung disease, as
well as carcinoma of the lung in non-smokers, and
WHEREAS, the cost to employers for providing health care to
employees who smoke and to non-smoking employees who are affected
by second-hand smoke is increasing dramatically each year, and
WHEREAS, the Board of County Commissioners deems it advisable
to adopt a policy wherein smoking is prohibited in all buildings
and vehicles under the control of Weld County and to incorporate
said policy into the Weld County Administrative Manual.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the following policy
is hereby adopted:
SMOKING IN BUILDINGS AND VEHICLES
UNDER THE CONTROL OF WELD COUNTY
Effective July 1 , 1988 , smoking is prohibited
in all buildings and vehicles under the
control of Weld County, Colorado, by and
through the Board of County Commissioners of
Weld County. Signs will be posted in all
buildings and vehicles which shall notify
employees and visitors of this policy.
Employees of Weld County found to be in
violation of this policy will be subject to
disciplinary actions as stated in Weld County
Ordinance 118 , as amended; the Weld County
Personnel Policy Handbook. If visitors are
found to be in violation of this policy, they

will be notified of it and asked to extinguish
their smoking materials.
BE IT FURTHER RESOLVED by the Board of County Commissioners
that the above-stated policy shall be incorporated into the Weld
County Administrative Manual and published by the Director of
Finance and Administration for dissemination to all County
Departments.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 9th day of May,
A.D. , 1988 .

Dear Commissioners:
As is the trend throughout the country, many businesses and organizations are
eliminating smoking in their buildings. In most cases, the cafeteria is the
only refuge for the smokers. Non-smoking areas are designated in all cafeterias
to accommodate non-smokers and it is usually the only place in the building
where smoking is allowed.
For those who frequent The Deli, we believe that since Service America took over
the food service, great strides have been made to offer a good variety of quality
foods. We feel the program is an improvement over the previous contractor.
Much hard work has been put into building an operation where we can cover our
costs, and manage a slight profit.
Based on our experience with our many other cafeterias, we have reason to
believe that making the solarium a non-smoking area will be detrimental
to our business to the point of rendering it nonprofitable. It is
our understanding that the previous contractor left because they could not
maintain the sales needed to continue.
Based on this, we request that you make an effort to continue The Deli
in its present situation. It has been a pleasure serving you and look forward
to serving your future needs.
