The submitted materials are in compliance with the application requirements of Section 24 . 7 of the Weld County Zoning Ordinance. 2 . It is the opinion of the Board of County Commissioners that the applicant has shown compliance with Section 24 .4 .2 of the Weld County Zoning Ordinance as follows: a. The proposal is consistent with the intent of the Weld County Comprehensive Plan Urban Growth Boundary Goals and Policies . The proposal is located adjacent to existing municipalities , does not constitute leapfrog development, and does // , /c � 871286 Page 2 RE: AMEND USR - ASSOCIATED NATURAL GAS conform to the City of Evans and the City of Greeley' s Comprehensive Plans. b. The proposed use is an expansion of an existing oil and gas support facility, in the Agricultural Zone District and is provided for as a Use by Special Review. c. The uses permitted will be compatible with the existing surrounding land uses and with the future development of the surrounding area as permitted by Weld County, the City of Evans, and the City of Greeley ' s Comprehensive Plans. e . No overlay districts affect the site. f. Special Review Development Standards will provide adequate protection of the health, safety and welfare of the neighborhood and County. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the application to amend a Use by Special Review to allow expansion of an oil and gas support and service facility to include the addition of a fractionator unit on the hereinabove described parcel of land be, and hereby is, granted subject to the following conditions : 1 . The attached Development Standards for the Special Review permit be adopted and placed on the Special Review plat prior to recording the plat. 2 . The Special Review expansion shall not occur nor shall any building or electrical permits be issued on the property until the Special Review plat has been delivered to the Department of Planning Services Office and the plat is ready to be recorded in the office of the Weld County Clerk and Recorder. 3 . A road improvement agreement shall be submitted to the Weld County Engineering Department and be approved by the Board of County Commissioners prior to recording the Special Review plat. The road improvement agreement shall include but not be limited to: a. Accesses onto Weld County Road 52 shall be limited to two. 871286 Page 3 RE: AMEND USR - ASSOCIATED NATURAL GAS b. The applicant shall agree to surface Weld County Road 52 from the site ' s access points to Weld County Road 35 . c . Truck traffic shall be limited to the west on Weld County Road 52 or north on Weld County Road 35 when leaving or returning to the site. 4 . Within 45 days of approval by the Board of County Commissioners , the applicant shall submit to the La Salle Fire District a technical opinion and report pursuant to the Uniform Fire Code, Article 2 , Division III , Section 2 .301 (d) . The opinion and report shall be prepared by a qualified engineer, specialist, laboratory or fire safety specialty organization acceptable to the chief and the owner and shall analyze the fire-safety properties of the design, operation or use of the building or premises and the facilities and appurtenances situated thereon, and prescribe the necessary recommended changes. 5 . A method of sound reduction to satisfy Development Standard #13 shall be reviewed and approved by the Weld County Health Department and submitted to the Department of Planning Services . Gas Associates Amended USR-597 : 85 :45 1 . The Special Review permit is for an expansion of an existing oil and gas support facility as submitted in the application materials on file in the Department of Planning Services and subject to the Development Standards stated herein. 2 . A six-foot chain link fence, topped with three strands of -barbed wire, shall enclose the Use by Special Review site. 3 . Truck traffic shall exit onto Weld County Road 52 and either continue west, or north on Weld County Road 35 4 . The appearance of the facility shall be maintained in a neat and orderly condition through periodic painting and maintenance. 5 . The site is situated on soils that are susceptible to wind erosion when the soil surface is not adequately protected. The entire subject site shall be covered by either gravel or vegetative cover. The site shall be restored to its original condition by the operator and/or owner upon cessation of the prescribed natural gas processing facility. 7 . Construction of flare pit shall be prohibited in the Use by Special Review area . 8 . Liquified petroleum gases (LPG) is considered a hazardous substance per C.R.S. 29-22-107 (2) (A) . Prior to the issuance of additional building permits, the applicant shall list the maximum quantity of LPG expected at the site with the State Health Department Division of Waste Management and with the Weld County Emergency Response Coordinator. Evidence of the listing shall be provided to the Department of Planning Services prior to the issuance of Building Permits. 9 . The applicant shall install and maintain a ten-foot land- scaping strip along the perimeter of this site. 10 . Any fired vessel shall be a minimum of 75 feet from an oil or gas well pursuant to Oil and Gas Commission Rule 604 b. (4) . 11 . Any required emissions permits shall be obtained from the Air Pollution Control Division, Colorado Department of Health. 871286 Page 2 DEVELOPMENT STANDARDS - NATURAL GAS ASSOCIATES 12 . An ISDS evaluation on all existing septic systems shall be necessary prior to issuing the required septic permit on the existing system. 13 . Maximum permissible noise levels shall not exceed those shown in Figure #1 , as submitted at the October 7 , 1987 , Board of County Commissioners hearing. Sound levels shall not exceed 65 (dba) to the south, east and west and 80 (dba) to the north, as measured 25 feet off the property line of the Use by Special Review site . The sound, identified as a 12 cycle octave band, shall be reduced to 90 (db) measured 25 feet off the Use by Special Review property line. 14 . All construction on the property shall be in accordance with the requirements of the Weld County Building Code Ordinance. 15 . The property owner or operator shall be responsible for complying with the Design Standards of Section 24 .5 of the Weld County Zoning Ordinance. 16 . The property owner or operator shall be responsible for complying with the Operation Standards of Section 24 . 6 of the Weld County Zoning Ordinance . 17 . Personnel from the Weld County Health Department, Weld County Department of Planning Services , and the La Salle Fire protection District shall be granted access onto the property at any reasonable time in order to insure the activities carried out on the property comply with the Development Standards stated herein and all applicable Weld County Regulations. 18 . The Special Review area shall be limited to the plans shown herein and governed by the foregoing Standards and all applicable Weld County Regulations . Any material deviations from the plans or Standards as shown or stated shall require the approval of an amendment of the Permit by the Weld County Planning Commission and the Board of County Commissioners before such changes from the plans or Standards are permitted. Any other changes shall be filed in the office of the Department of Planning Services . 19 . The property owner or operator shall be responsible for complying with all of the foregoing Standards . Noncompliance with any of the foregoing Standards may be reason for revocation of the Permit by the Board of County Commissioners. 871286 HEARING CERTIFICATION DOCKET NO. 87-65 -RE: AMENDMENT OF USE BY SPECIAL REVIEW, EXPANSION OF AN OIL AND GAS SUPPORT AND SERVICE FACILITY TO INCLUDE THE ADDITION OF A FRACTIONATOR UNIT - NATURAL GAS ASSOCIATES A public hearing was conducted on October 7, 1987, at 2:00 P.M. , with the following present: Commissioner Gordon E. Lacy, Chairman Commissioner C.W. Kirby, Pro-Tem Commissioner Gene Brantner Commissioner Jacqueline Johnson - Excused Commissioner Frank Yamaguchi -Also present: Acting Clerk to the Board, Mary Reiff Assistant County Attorney, Lee D. Morrison Planning Department representative, Brian Bingle The following business was transacted: I hereby certify that pursuant to a notice dated September 9, 1987, and duly published September 24, 1987, in the Johnstown Breeze, a public hearing was conducted to consider the request of Natural Gas Associates to amend a Use by Special Review to allow expansion of an oil and gas -support and service facility to include the addition of a fractionator unit. Chairman Lacy advised those present that, only four -Commissioners being present, should this hearing result in a tie vote, the absent Commissioner would review the record and listen to the tapes prior to casting the deciding vote. Lee Morrison, Assistant County Attorney, made this matter of record. Planning Department representative, Brian Bingle, asked that the Planning Commission's recommendation concerning this matter be incorporated into this hearing, and reviewed the changes in the Conditions and Development Standards which were made by the Planning Commission. Gene Catron, Vice-president of Natural Gas Associates, came forward to represent the applicant. He requested that the requirement that the method of sound reduction be reviewed by the Weld County Health Department be removed from Condition #5, and that the word "off-site" be removed from Development Standard #13. Wes Potter, representing the Weld County Health Department, stated that Development Standard #13 needed to be revised. Howard McGregor, of Engineering Dynamics, Inc. , spoke at length about noise levels and presented graphs demonstrating the levels An the area surrounding this plant. Rodger Houtchens, Attorney representing Fujio Ishiguro; Mr. Ishiguro; Cindy Haszier; and Mrs. Larry Curtis all came forward to speak about the noise level currently in the area and request that no additional noise be allowed. After considerable discussion, Commissioner Kirby moved to amend Development Standard #13 to state that the noise levels shall not exceed that shown on the chart presented at this hearing; 65 (dba) to the south, east and west and 80 (dba) to the north, to be measured 25 feet off the property line of the USR site. To test the results, I put a collecting slide out in Lakewood and left it open for 48 hours. I recovered only one pollen grain, substantiating the paucity of pollen along this portion of the front range at the end of September and beginning of October. Usually at this time of year I would anticipate continued pollen production by sagebrush and various other members of the composite family (although not in large quanities), many -of which cause allergi-es. The following pollen grains were recovered in the sample: Pine 1 Goosefoot/pigweed 1 Ragweed 5 Sagebrush 17 Grass 1 A few of the pollen were eroded. These -eroded pollen grains, plus the presence of pine, which pollinates in the spring and early summer, indicate that pollen grains are being released from the soil by the wind and transported through the air. In addition to pollen, numerous dust particles, hairs, and fibers were recovered, as well as a few -fungal spores. Pollen production drops drastically in the fall with the onset of cooler weather and freezing night-time temperatures. Pollen is produced as part of the reproductive cycle of a plant, and as such its production is confined to the growing season—spring, summer, and fall. Following pollination, the p1-ants rust have -time to produce seeds. Only those plants that are wind pollinated cause serious problems with hayfever and all-ergies. Plants that are primarily insect pollinated may also scatter their pollen on the wind if the bees -do -not completely pollinate the flowers. Sunflower and goldenrod (both members of the composite family) are examples of flowers that -are imperfectly or loosely insect-pollinated. These plants -may cause allergies. The pollen types recovered in this sample are all wind pollinated, and thus are readily dispersed on the wind. These pollen types are frequently recovered in large quantities in the air when the plants are at the peak of their pollinating season. 1990 S. If a plant is wind pollinated, or loosely (incompletely) insect pollinated it may cause allergies. Ragweed and sagebrush of the composite family are wind pollinated and a well—known cause of hayfever. Goldenrod, sunflower, and chrysanthemum also belong to this family and may cause hayfever eventhough they are insect pollinated, because they are loosely insect pollinated. The pollen may be dislodged by the wind and carried if the bees were not thorough in their job of pollinating. Plants which produce pollen which are regularly shown to be the most toxic for allergies include: grasses, composites (ragweeds, mugworts, goldenrods, sagebrush, etc.), goosefoot, Russian thistle, saltbush, pigweed, waterhemp, plantain, dock, and rhubarb. Trees -which cause allergies include: junipers, birch, alder, hazel, beech, oak, chestnut, elms, hackberry, mulberries, walnut, hickory, poplar, willow, -maple, ash, olive, and privet. The trees usually cause problems in the -spring and/or -early summer, as most trees pollinate at this time. The grasses are big allergy producers, as are the composites. These plants pollinate throughout the summer and into the fall. The grasses and composites may be locally abundant along the front -range of Colorado. Also of concern is the group -of goosefoot, Russian thistle, saltbush, pigweed, and waterhemp (collectively known as Cheno—ams), which may also be locally abundant and should bE considered as potential allergens. While they are not definitely against this expansion, they do object to the noise and vibrations that are a result of the operation and he does not feel his concerns have been adequately addressed. Mr. Ishiguro reported the noise level is high, dishes rattle, and the walls of their house shiver. The wind direction has a lot to do with the amount of noise they receive. Cindy Haszier, surrounding property owner, reported the noise levels do not really disturb her, but she does get some rattling of dishes, etc. Lanell Swanson suggested this case be continued because she would like the Health Department to have input into the Development Standards. Also, she is concerned that the changes in the application materials may not be thoroughly covered in the conditions and standards. The Uniform Fire Code (UFC) and National Fira Protection Association (NFPA) have listed requirements for a facility of this type, however I do not feel that our Fire Department has anyone qualified to address all of the Code requirements. For this reason I would ask that a fira safety evaluation report be prepared by an independent consulta-nt who is not employed by Natural Gas Associates. Enclosed you will find a copy of section 2. 301 of the UFC which gives us the right to require the evaluation. Additionally I would ask that the consultant take into consideration all applicable Codes as they apply to a facility of this size. As you are aware there was a -safety evaluation done at the location on November 27, 1985. Additional measurements were taken during the night- time on August 3, 1987. The purpose of the measurements was to establish the 50 and 55 dB(A) contours about the existing facility. Using the measurements obtained from the existing facility along with the power data on the compressors to be added to the facility a new set of 50 and 55 dB(A) contours were also developed. Figure 1 shows the 55 and 50 dB(A) contours about the existing facility. Figure 2 shows the 55 and 50 dB(A) contours when the proposed fractionator is added to the existing facility. It can be seen in Figure 1 and 2 that the addition of the fractionator to the existing facility increases the 55 and 50 dB contours to the west of the site but not to the east because the fractionator will be located about 200 feet to the west of the existing com- pressors which are the major sound sources. The fractionator compressors add 2500 HP to the existing 5000 H.P. and increase the acoustic power -of the site by 1 .8 dB. The investigation included test borings and laboratory testing of samples obtained from these borings. The objectives of this study were to (1 ) evaluate the subsurface conditions at the site relative to the proposed construction, (2) make recommendations regarding the design of the substructures, and (3) recommend certain precautions which should be taken because of adverse soil and/or ground water conditions. SITE EXPLORATION The field exploration, carried out on December 19, 1985, consisted of drilling , logging, and sampling ten (10) test borings. The locations of the test borings are shown on the Test Boring Location Plan included in Appendix A of this report. Boring logs prepared from the field logs are shown in Appendix A. These logs show soils encountered, location of sampling, and ground water at the time of the exploration. The borings were advanced with a four-inch diameter, continuous- type, power-flight auger drill. During the drilling operations, a geotechnical engineer from Empire Laboratories, Inc. was present and made continuous observations of the soils encountered. -1- 871286 SITE LOCATION AND DESCRIPTION The proposed site Is located on Weld County Road 52 east of Weld County Road 35 (35th Avenue) , northwest of LaSalle, Colorado. More particularly, the site Is described as a tract of land situate in the Southwest 1/4 of Section 25, Township 5 North, Range 66 West of the Sixth P.M. , Weld County, Colorado. The site consists of an existing gas plant surrounded by a chain link fence north of Weld County Road 52. Located within the existing gas plant are an existing office, loading dock and driveway, a product tank, a glycol regenerator, a process skid, a condensate storage barrel, air compressors, an inlet scrubber tank, and a meter house. The property has been stripped of vegetation and graded and is relatively flat and has minor drainage to the south. The Evans Town Ditch forms the east boundary of the property. At the time of the site investigation, approximately six (6) inches of snow covered the site. LABORATORY TESTS AND EVALUATION Samples obtained from the test borings were subjected to testing in the laboratory to provide a sound basis for evaluating the physical properties of the soils encountered. Moisture contents, dry unit weights, unconfined compressive strengths, water soluble sulfates, swelling potentials, and the Atterberg limits were determined. A summary of the test results is included in Appendix B. Consolidation characteristics were also determined, and curves showing this data are included in Appendix B. SOIL AND GROUND WATER CONDITIONS The soil profile at the site consists of strata of materials arranged in different combinations. In order of increasing depths, they are as follows: -2- 871286 (1) Fill Material: A one-half (1 /2) to one (1 ) foot layer of fill material was encountered at the surface of Borings 2 through 6. The fill consists of sand, silt, gravel, clay, and minor amounts of brick, It Is not known whether the fill has been uniformly or properly compacted; therefore, It should not be used as a bearing material. (2) Sandy Silt: This stratum underlies the fill and/or surface in all borings and extends to depths one and one-half (1-1 /2) to seven (7) feet below the surface. The sandy silt varies to a silty sand, is nonplastic to slightly plastic, contains a large percentage of sand and traces of fine gravel and exhibits very low bearing characteristics in its dry to damp in situ condition. When wetted and upon loading, consolidation of the silt stratum readily occurs. (3) Sandy Silty Clay: This stratum underlies the silt layer in Borings 5 through 10 at depths two (2) to four and one-half (4-1 /2) feet below the surface and extends to the sand and gravel stratum below. The silty clay is moderately to highly plastic, contains varying amounts of sand and exhibits low to moderate bearing characteristics in its moist, natural condition. When wetted, the shearing strength of the clay is reduced; and upon loading, consolidation occurs. (4) Sand and Gravel : A layer of sand and fine gravel underlies the upper silts and clays in all borings at depths one and one-half (1-1 /2) to seven (7) feet below the surface and extends to the bedrock below. The sand and fine gravel contains minor amounts of silt, is poorly graded and exhibits low to moderate bearing characteristics in its loose to medium dense natural condition. (5) Sandstone-Siltstone-Claystone Bedrock: The bedrock was encountered below the gravel stratum in all borings at depths -3- 871286 seventeen (17) to nineteen (19) feet below the surface and extends to greater depths. The upper one-half (1 /2) to two (2) feet of the bedrock is highly weathered; however, the underlying bedrock Is firm to dense. The bedrock encountered consists of siltstone interbedded with sandstone and minor amounts of claystone. Thin lenses of dense highly cemented bedrock were encountered in Borings 1 , 2 , 3 and 5 through 7 at depths eighteen (18) to twenty-three (23) feet below the surface. These lenses varied in thickness from one-half (1 /2) to one and one-half (1-1 /2) feet. When wetted, the siltstone-claystone portion of the bedrock exhibits slight swell potential. The firm to dense bedrock exhibits very high bearing characteristics. (6) Ground Water: At the time of the investigation, free ground water was encountered at the site at depths eleven (11 ) to fifteen and one-half (15-1 /2) feet below the surface. Water levels in this area are subject to change due to seasonal variations. RECOMMENDATIONS AND DISCUSSION It is our understanding that the additions to the proposed Greeley gas plant will include compressors, a process skid and an additional product tank. The compressor units will have a gross load of approximately ninety thousand (90,000) pounds and will be placed on reinforced concrete slabs. We also understand that settlements in excess of one-half (1 /2) inch cannot be tolerated for the compressor units. The tank will be supported by concrete cradles founded on conventional-type spread footings. The process skids will either be placed on a compacted gravel foundation or on a concrete structural slab foundation. Alternate sites for the process skids were drilled in the area of Borings 8 through 10. Only minor amounts of site grading are anticipated. -4- 871286 Site Grading end Utilities Specifications pertaining to site grading are included below and in Appendix C of this report. It is recommended that the upper six (6) inches of existing till or natural subgrade below filled or equipment foundation areas should be scarified and recompacted at or slightly wet of optimum moisture to a minimum of ninety-five percent (95%) of Standard Proctor Density ASTM D 698-78. (See Appendix C.) Additional fill should consist of the on-site fill devoid of debris, on-site natural soils or imported granular materials approved by the geotechnical engineer. The fill should be placed in uniform six (6) to eight (8) inch lifts and mechanically compacted at or slightly wet of optimum moisture to a minimum of ninety-five percent (95%) of Standard Proctor Density ASTM D 698-78. Utility trenches dug four (4) feet or more into the upper subsoils should be excavated on slopes no steeper than 1 :1 . Where utilities are excavated below ground water, dewatering will be needed during placement of pipe and backfilling for proper construction. All piping should be adequately bedded for proper load distribution. Backfill placed in utility trenches in open and planted areas should be compacted in uniform lifts at optimum moisture to at least ninety percent (90%) of Standard Proctor Density ASTM D 698-78 the full depth of the trench. The upper four (4) feet of backfill placed in utility trenches under equipment pads -and paved areas should be compacted at or near optimum moisture to at least ninety-five percent (95%) of Standard Proctor Density ASTM D 698-78, and the lower portion of these trenches should be compacted to at least ninety percent (90%) of Standard Proctor Density ASTM D 698-78. Addition of moisture to and/or drying of the subsoils may be needed for proper compaction. Stripping, subgrade preparation, and fill and backfill placement should be accomplished under continuous observation of the geotechnical engineer. Field density tests should be taken daily in the compacted subgrade, fill, and backfill under the direction of the geotechnical engineer. -5- 871286 • Foundations Compressor Units In view of the anticipated loads exerted by the proposed compressor units and the fact that these units cannot tolerate more than one-half (1 /2) inch of settlement, it is recommended that the compressor units be supported by a drilled pier foundation system. Using this type of foundation system, the structure is supported by piers drilled into the bedrock stratum and structural grade beams spanning the piers. The piers are supported by the bedrock stratum partially through end II bearing and partially through skin friction. It is recommended that all ! piers be straight-shaft and that they be drilled a minimum of three (3) feet into the firm bedrock stratum. Piers founded at the above level may be designed for a maximum allowable end bearing pressure of i thirty-five thousand (35,000) pounds per square foot. It is estimated that a skin friction of three thousand five hundred (3500) pounds per square foot will be developed for that portion of the pier embedded into the firm bedrock stratum. The predicted settlement under the above maximum loading should be minimal. Drilled piers should be designed and reinforced to resist all induced lateral and dynamic forces. The ultimate passive resistance of the upper silt and clay overburden materials above existing groundwater may be computed using the equation Pp = 185Z + 1250 pounds per square foot. The ultimate passive resistance of the upper sand and gravel stratum above existing ground water may be computed using the equation Pp = 375Z pounds per square foot. Below existing ground water, the ultimate passive resistance of the sand and gravel materials may be computed using the equation Pp = 250Z pounds per square foot. In all cases, Z is the depth below the top of the stratum. Since all bedrock is below ground water, temporary casing of the drill holes will be required. In addition, lenses of dense highly cemented rock were encountered within the bedrock stratum in portions of the site. It is anticipated that a large heavy-duty drill rig equipped with a rock bit will be required to -6- 871286 penetrate these thin, dense lenses of highly cemented bedrock. It is suggested all piers have minimum twelve (12) to eighteen (18) inch diameters. It is strongly recommended that the geotechnical engineer be present during the drilling operations to (1 ) identify the firm bedrock stratum, (2) assure that proper penetration is obtained into the sound bedrock stratum, (3) ascertain that all drill holes are thoroughly cleaned and dewatered prior to placement of any foundation concrete, (4) check all drill holes to assure that they are plumb and of the proper diameter, and (5) ensure proper placement of concrete and j reinforcement. Process Skid Foundation It is recommended that the proposed process skid be supported by a structural slab or pad foundation system. It is recommended that the structural slab be placed on the original, undisturbed soil or on a structural fill extended to the undisturbed soil a minimum of thirty (30) inches below finished grade for frost protection. The structural fill should be constructed on a 1 :1 slope from the lower outer edge of the structural slab to the original , undisturbed soil. In no case should the structural slabs be founded on the existing fill encountered at the site. The structural fill should consist of an imported base course material compacted in uniform six (6) to eight (8) inch lifts to a minimum of ninety-five percent (95%) of Standard Proctor Density ASTM D 698-78. (See Appendix C.) The upper six (6) inches of the natural subgrade below the structural fill should be scarified and recompacted at or slightly wet of optimum moisture to a minimum of ninety-five percent (95%) of Standard Proctor Density ASTM D 698-78. The structural integrity of the fill and the identification and undisturbed nature of the undisturbed soil as well as the compaction -of the natural subgrade below should be verified by the geotechnical engineer prior to placement of the foundation concrete. The structural slab should be designed for a maximum allowable bearing capacity of seven hundred fifty (750) pounds -7- 871286 per square foot (dead load plus maximum live load) . The structural slab should be designed such that loads to the subsoils are uniform. The structural slab should be designed for all dynamic loadings. The predicted settlement of the above maximum loading as determined by laboratory test should be less than one (1 ) Inch, generally considered to be within acceptable tolerances. It should be noted that due to the granular nature of the majority of the subsoils below the proposed foundations that much of this one (1) inch settlement will occur during initial loading. To minimize the potential of pipe breakage, it is suggested that pipe connections be made during the final phases of construction after the majority of the predicted settlement has occurred or that flexible pipe joints be used. Product Tank In view of the anticipated loads transmitted by the proposed gas product tank, it is recommended that the tank cradles be supported by conventional-type spread footings and/or pad foundations. All pads and/or footings should be founded on the original, undisturbed soil or on a structural fill extended to the undisturbed soil a minimum of thirty (30) inches below finished grade for frost protection. In no case should footings be founded on the existing fill encountered at the site. Structural fill below footings should be placed in accordance with the recommendations discussed in the "Process Skid Foundation" section of this report. The structural integrity of the fill as well as the identification and undisturbed nature of the natural subsoils should be verified by the geotechnical engineer prior to placement of any foundation concrete. Footings or pads founded at the above levels may be designed for a maximum allowable bearing capacity of one thousand (1000) pounds per square foot (dead load plus maximum live load) . The predicted settlement under the above maximum loading as determined by laboratory tests should be less than one (1) inch. -8- 871286 Foundation Alternates If the above settlements for the process skid or product tank cannot be tolerated, then It is recommended that these structures be supported by a drilled pier foundation system. The drilled piers should be constructed and designed in accordance with the recommendations discussed in the "Compressor Unit" foundation section of this report. GENERAL RECOMMENDATIONS (1 ) Laboratory test results indicate that water soluble sulfates in the soil are negligible, and a Type I cement may be used in concrete exposed to subsoils. Slabs on grade subjected to de-icing chemicals should be composed of a more durable concrete with low water-cement ratios and higher air contents. (2) Finished grade should be sloped away from the structures on all sides to give positive drainage. Five percent (5%) for the first ten (10) feet away from the structures is the suggested slope. (3) Backfill placed around the equipment foundation perimeters should be mechanically compacted in uniform lifts. Puddling should not be permitted as a method of compaction. Backfill should be compacted to a minimum of ninety-five percent (95%) of Standard Proctor Density ASTM D 698-78. (See Appendix C.) (4) Pier, footing and pad sizes should be proportioned to equalize the unit loads applied to the soil and thus minimize differential settlements. (5) It is recommended that compaction requirements in the project specifications be verified in the field with density tests performed under the direction of the geotechnical engineer. -9- 871286 (6) It is recommended that a registered professional structural engineer design the substructures and that he take into account the findings and recommendations of this report. GENERAL COMMENTS This report has been prepared to aid in the evaluation of the property and to assist the architect and/or engineer in the design of this project. In the event that any changes in the type of equipment or their locations are planned, the conclusions and recommendations contained in this report will not be considered valid unless said changes are reviewed and conclusions of this report modified or approved in writing by Empire Laboratories, Inc. , the geotechnical engineer of record. Every effort was made to provide comprehensive site coverage through careful locations of the test borings, while keeping the site investigation economically viable. Variations in soil and ground water conditions between test borings may be encountered during construction. In order to permit correlation between the reported subsurface conditions and the actual conditions encountered during construction and to aid in carrying out the plans and specifications as originally contemplated, it is recommended that Empire Laboratories, Inc. be retained to perform continuous construction review during the excavation and foundation phases of the work. GENERAL • A geotechnical engineer shall be on-site to provide continuous observation during filling and grading operations and shall be the owner's representative to inspect placement of all compacted fill and/or backfill on the project. The geotechnical engineer shall approve all earth materials prior to their use, the methods of placing, and the degree of compaction obtained. MATERIALS Soils used for all compacted fill and backfill shall be approved by the geotechnical engineer prior to their use. The upper two (2) feet of compacted earth backfill placed adjacent to exterior foundation walls shall be an impervious, nonexpansive material. No material, including rock, having a maximum dimension greater than six (6) inches shall be placed in any fill. Any fill containing rock should be carefully mixed to avoid nesting and creation of voids. In no case shall frozen material be used as a fill and/or backfill material. PREPARATION OF SUBGRADE All topsoil, vegetation (including trees and brush) , timber, debris, rubbish, and other unsuitable material shall be removed to a depth satisfactory to the geotechnical engineer and disposed of by suitable means before beginning preparation of the subgrade. The subgrade surface of the area to be filled shall be scarified a minimum depth of six (6) inches, moistened as necessary, and compacted in a manner specified below for the subsequent layers of fill. Fill shall not be placed on frozen or muddy ground. C-2 871286 pneumatic-tired rollers, three-wheel power rollers, vibratory compactors, or other approved equipment well-suited to the soil being compacted. If a sheepfoot roller is used, it shall be provided with cleaner bars attached in a manner which will prevent the accumulation of material between the tamper feet. The rollers should be designed so that effective weight can be increased. MOISTURE-DENSITY DETERMINATION Samples of representative fill materials to be placed shall be furnished by the contractor to the geotechnical engineer for determination of maximum density and optimum moisture or percent of Relative Density for these materials. Tests for this determination will be made using methods conforming to requirements of ASTM D 698, ASTM D 1557, or ASTM D 2049. Copies of the results of these tests will be furnished to the owner, the project engineer, and the contractor. These test results shall be the basis of control for all compaction effort. DENSITY TESTS The density and moisture content of each layer of compacted fill will be determined by the geotechnical engineer in accordance with ASTM D 1556, ASTM D 2167, or ASTM D 2922. Any material found not to comply with the minimum specified density shall be recompacted until the required density is obtained. Sufficient density tests shall be made and submitted to support the geotechnical engineer's recommendations. The results of density tests will also be furnished to the owner, the project engineer, and the contractor by the geotechnical engineer. C-4 ' 871286 141LIIIIIWitM?Ac GENERAL INFORMATION FOR SPECIAL REVIEW PERMIT APPLICATION ASSOCIATED NATURAL GAS, INC. — GREELEY PLANT AUGUST 23, 1985 Associated Natural Gas, Inc., is proposing to permit and expand their gas processing plant one and one—half (1 1/2) miles west of Evans, Colorado. The plant being permitted was purchased on May 25, 1985, from Universal Oil and Gaa by Associated Natural Gas, Inc. This plant was originally permitted by Valley Energy, late in 1983; U.S.R. - 597:83:60. The plant is currently processing about 3MM SCF/D and will be expanded at some point in the future (as market conditions dictate) to process a maximum ultimate volume of 15MM SCF/D. A drawing is enclosed with the permit application to show both conditions. The plant is operated as a business with no residential units at the plant site. The plant operates 24 hours per day with one to two people at the plant during normal daytime working hours. It is maintained by a crew working in and around the plant to operate and maintain the plant and the gas gathering system which brings raw natural gas to the plant. 871286 The domestic sewage system at the site is a septic system, sized to accommodate the equivalent of a single-family residence. No additional sanitary facilities will be required at the plant site. The vehicular traffic consists of pipeline service vehicles which will be one or two pickups in and out of the site two to three times per day, plus semi- trailer trucks which will be hauling plant products. The number of semi- trucks hauling products is presently one or two trucks per day and may be up to five when the plant is expanded. It is not the intent of Associated Natural Gas to store or stockpile any quantity of materials or waste at the site. There is no waste associated with the processing plant, and the only materials that would be stored will be valves and piping materials for maintenance and repair of the pipeline system and plant. The fire protection measures necessary for a processing plant of this type, consist primarily of continual attention to safety procedures by the employees. Fire extinguishers are available at the plant and in all vehicles. A fire hydrant on Central Weld Water is located inside the plant fence. Sound level tests will be done at the plant to assure that existing sound levels, as well as expanded sound levels, will be well within the limits of the State of Colorado's maximum permissible noise levels. Based on current operations at Associated Natural Gas, Inc. 's Kersey, and Eaton plants, the sound levels even at the ultimate condition will be well below the maximum permissible levels. 871286 Associated Natural Gas is requesting approval to operate as well as expand the existing gas processing plant on the subject property which is presently zoned agricultural, under the county regulations for the use by Special Review. P. O. Box 5493 Denver, CO 80217 Dear Mr. Berge: Engineering Dynamics has performed sound level measurements at the existing Greeley Plant owned by Associated Natural Gas Inc. The purpose of the measurements was to evaluate the magnitude of the noise generated by the facility at residential sites where plant noise is audible. Noise measurements were taken with a Gen Radio Type 1 1933 sound level meter. A half inch microphone and a windscreen were also used. The sound level meter was calibrated before measurements were taken with a general Radio 1567 sound level calibrator. Daytime readings were taken on September 7 between 13:00 and 14:00 hours. Nighttime readings taken on September 8 were between 00:00 and 01:00 hours. Nighttime readings taken on September 11 were taken between 01:00 and 02:00 hours. During the daytime reading on September 7 the prevailing wind was from the south to the north. During the nighttime readings on September 8 and 11, the prevailing wind was from the northeast to southwest. Results of sound level measurements are given in Table 1. Colorado State Law; Title 25, Article 12, paragraph 103 states that for residential property the ambient noise level shall be 55 dB (A) from 7:00 am to 7:00 pm and 50 dB (A) from 7:00 pm to 7:00 am. 3925 south kalamath street 8420 delmar boulevard englewood, Colorado 80110 louis, missouri 63124 (303) 761-4367 87128 (314) 991-1800 Mr. Steve Berge Sound Level Measurements, Associated Natural Gas Inc. , Greeley Plant Page 2 The Greeley plant at present is equipped with 3 Ajax compressors and one Cat compressor. The Ajax compressor have Vannick model 141 mufflers. The Cat compressor has a Donaldson model PIU 04-0371 muffler. The Cat compressor muffler controls the noise level surrounding the Greeley plant. The muffler should be replaced with a hospital grade muffler. The hospital grade muffler will provide more than the required 2 dB(A) noise reduction required of the plant. The plant will then be in conformance with State of Colorado noise criteria at all residences. Future plans for the Greeley plant call for expansion of compressor hp to an ultimate total of 5000 hp. Ambient noise levels at this capacity are projected to be 50 dB (A) at 1000' . The ambient noise level at the nearest residence which is located at a distance of 1000 ft will be within Colorado State Law, nighttime noise limits for residential property.
