Dear Mr. Orzynski:
Thank you for the letters dated July 26, July 29th and August 6th requesting
changes to Special Use Permit number 400:79:22. The Department of Planning
Services has reviewed the request and determined that a small storage area
for eighty (80) trash containers is not a major deviation from the
application material and plans reviewed by the Planning Commission and Board
of Commissioners. •
The request for an additional point of ingress and egress on to Weld County
Road 5 is not considered a major permit deviation subject to meeting the
requirements outlined in a memo dated August 12 from Drew Scheltinga, County
Engineer (a copy of the memo is attached) .
In addition, a third mobile home to house an additional Colorado Landfill,
Inc. employee is not considered a major permit deviation. I am enclosing a
mobile home zoning permit for the mobile home. The proper zoning
classification is "more than one mobile home as accessory to farm". The
zoning and building permit applications must be filled cut and returned to
the Department of Planning Services and approved prior to locating the
mobile home on the property. Due to record keeping requirements, the
building permit must be filled out at this office.

I visited the site and see no objection to the proposed additional
entrance. However, a potential problem exists if a dirt road accesses
the pavement on Weld County Road 5. Mud tracking off the trash trucks
in and on to Road 5 would create a hazard. The 250 feet between the
landfill property and Road 5 should be paved. Also, this pavement
should be maintained by the landfill in the same manner the northern
accesses is maintained by the landfill . A sketch showing the improvements
should be submitted to this department for approval .
Mr. 0rzynski in his letter of July 29, 1985, indicates an access
permit from the Road and Bridge Department has been obtained. After
reviewing our records we find no access permit has been issued to
Colorado Landfill . There is an access to an oil well at this location
and Colorado Landfill has rough graded a road from their property to
the access. -

Dear Mr. Allison,
Within the provisions of Weld County Special Use Permit
Number 400 :79 :22 , Colorado Landfill, Inc. proposes to add a
mobile home to it' s Columbine Landfill site. In the future,
this mobile home will house one of our landfill operators
and his family. The home will be located between two exist-
ing mobile homes as shown on Attachment A. More than a 20
foot set back will be maintained from the town of Erie ' s
road ROW. Prior to the mobile home being occupied, adequate
water and sewer facilities will be made available.
We feel that the addition of this mobile home is consis-
tent with the intended use of the SUP permit. We appreciate
your reviewing our request and please call me if you have any
questions.

Dear Mr. Allison, ,
Within the provisions of Weld County' s Special Use Permit
#400 :79 :22 , Colorado Landfill, Inc. proposes to add a second
entrance to our Columbine Landfill located on Township 1 North,
Range 68 West, Section 29. This proposed access would better
serve our customers and improve our landfilling operations as
loaded vehicles would travel only downhill and better surface
drainage would be provided. As shown on Attachment A, the new
entrance would be off the west side of WCR 5 and WCR 6 .
This entrance would use an existing dirt access road on to -
land owned by Kenneth Pratt. The entrance road would run 250
feet on Mr. Pratt' s property before entering the southeast cor-
ner of the landfill property. Mr. Pratt has given Colorado
Landfill, Inc. permission to use the proposed new entrance. An
access permit from the Road and Bridge Department has been ob-
tained. Traffic along WCR 5 will not be adversely impacted as
vehicles have 250 feet before entering the gate to provide
adequate space for entering and leaving the landfill. Initially,
a temporary trailer will be placed at the gate to collect dis-
posal fees. If water and sewer services or other structures
need to be added in the future, a separate application will be
made to your Department. Our existing dust control plan will be
ammended to incorporate the proposed entrance for 150 vehicles
daily.
We would appreciate your reviewing our request for the
proposed new entrance. Please call me if you have any questions
or suggested improvements to our request.

Dear Mr. Allison,
Colorado Landfill recently purchased a sister company, Blue Barrel Disposal,
Inc. It was necessary to clean up the area around the disposal company, to
see what was salvageable or needed to be destroyed. We took it to the land-
fill to do this because the facilities are more adequate. The items taken
to the landfill included one trash truck and 300 trash containers. We
have already parted out the truck and buried it. We are now working on
the containers. We estimate 120 of these will be parted out and disposed
of. About 100 of them will be put into use. The remaining 80 will be kept
at the landfill for future use as replacements for containers now being
used.

Dear Rod :
Per our recent discussions with you, Colorado Landfill , Inc. would
like to formerly request to install a horse barn at the Columbine
Landfill located at 1450 WCR 6 . It is our hope that the Department
does not regard this request as a material deviation from the original
Special Use or Certificate of Designation permits issued in the past
due to the fact that: 1) the horses belong to the Company employees
that live on-site and 2) would be utilized for their own recreational
use exclusively. As seen in the enclosed sketch, the port-a-stall
barn would be located just to the west of the fartherest west home
on the northwest area of the property. A copy of the 37 ' x 12 '
barn/loafing shed dimensions is attached for your reference.
I do not anticipate the horse barn to have any impact on the existing
landfill operations. The barn should serve as an amenity to those
individuals living on site.
Should you require any additional information, please do not hesitate
to contact me.
