Robert's Rules of Order shall govern the parliamentary procedure of this Council . 2. Regular meetings shall be held at least monthly on a day or days to be determined by the Council by resolution. Special meetings may be called by the President. A copy of the notice of a meeting shall be posted in a conspicuous place in the offices of the Board of County Commissioners at the time such notice is given to members of the Council . 3. The officers of the Council shall be: (a) President. Shall preside over meetings, sign documents, make public statements, appoint committees, write letters and invite guests in behalf of the Council . (b) Vice President. Shall preside and act for the President in the event of his absence. 4. Council staff employees shall include secretarial personnel appointed and serving at the pleasure of the Council . Such staff shall , under supervision of the President, obtain supplies, support facilities and services, necessary and helpful for the Council business and procedures, utilizing established County purchasing procedures through requisitions and purchase orders. The staff shall process all purchase order-voucher requirements relative to member mileage and reimburse- able expenses. The staff secretary shall perform secretarial services for all Council members. The staff secretary shall maintain the office where the general records of the Council shall be maintained. All expense vouchers will be approved by the Council and authorized by the President or Vice President. 5. The Council may appoint a performance auditor who shall be responsible solely to the Council . The office may be filled by the Council as it deems necessary. Direction, as required, will be given to the perform- ance auditor by the Council President or the chairman of an assigned committee. 6. All voting shall be done in person and no proxies will be permitted. Voting shall be via vocal , or on request by roll call . 7. Any resolution to be adopted, amended, or repealed, or any other action of the Council shall require concurrence of three (3) of the members of the Council in office at the time. All regular and committee meetings will be held at the Council office at the Centennial Building, 915 Tenth Street, unless an appropriate notice of change has been written and posted in the Board of County Commissioners' offices and notice given to all Council members. 9. All members of the Council are expected to attend regular Council meetings and special meetings as may be called by the Council President, or, in his absence, the Vice President. 10. All members shall have equal vote. Any abstaining voter must give a reasonable explanation. 11 . The Council may "go into executive session for consideration of documents or testimony given in confidence but shall not make final policy decisions nor shall any resolution, rule, ordinance, regula- tion, or formal action approving a contract or calling for the payment of money be adopted at any session which is closed to the general public. " (CRS 29-9-101 ) 12. Mileage will be paid to Councilmembers for their trips for Council business. Also, additional mileage payments will be made to Councilmembers for conducting Council business if the mileage is necessitated by citizens' request. Hello
