HomeMy WebLinkAbout890007.tiff RESOLUTION RE: APPROVE 1989 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM APPLICATION AND AUTHORIZE CHAIRMAN TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a 1989 Community Development Block Grant Program Application, and WHEREAS, the terms and conditions are as stated in said Application, a copy of which is attached hereto and incorporated herein by reference, and WHEREAS, after review, the Board deems it advisable to approve said Agreement. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado , that the 1989 Community Development Block Grant Program Application be, and hereby is, approved. Application Forms. Five copies including one copy with the original signature of the chief elected official. In the case of a multi-jurisdictional application,the application forms must be signed by all directly participating jurisdictions. Also include: o Maps. If the project involves a specific site or target area smaller than the entire jurisdiction, five copies of maps which clearly indicate the exact locations of all project activities. (If possible, use maps from FEMA or other floodplain studies so that the relationship of project site(s) to the 100-year floodplain can be easily determined.) o Other documents. Five copies of any other necessary attachments, including evidence of financial commitments. b. Applicant Statement of Assurances and Certifications. Two copies. including one copy with the original •signature of the chief.elected official. Two copies of a fully executed, legally binding cooperation agreement between the designated lead jurisdiction and all other directly participating municipalities and counties. This agreement must authorize the lead jurisdiction to act in a representative capacity for all of the participants and specify that the lead jurisdiction is assuming the overall responsibility for ensuring that the entire project is carried out in accordance with all program requirements. g. The Weld County Housing Authority conducted its 1987 CDBG Program in the communities of Garden City, LaSalle, Evans and Gilcrest. While we feel that we have successfully addressed the problem of much-needed housing rehabilitation assistance in Garden City, we were unable to assist another seventy low- and moderate-income applicants living in Evans, LaSalle, Gilcrest, and also in Platteville. It is evident that a return program is in demand in those communities. 2. What are the specific goals of the proposed project? Through its proposed 1989 CDBG Program, the WCHA hopes to assist twenty low- and moderate-income families with moderate housing rehabilitation. An innovative element ofthis proposal is the incorporation of the WCHA's new HomeOwners Maintenance Education (HOME) Program. This program was recently developed and implemented to remedy a prevalent problem among some program participants who have already been assisted, which is their general lack of knowledge in the area of home maintenance and minor home repair.
