ACCORDING TO THE WELD COUNTY DEPARTMENT OF PLANNING
SERVICES RECOMMENDATION FOR APPROVAL OF A SPECIAL
REVIEW PERMIT (CASE NUMBER USR-866) , DATED DECEMBER
20 , 1988 , THE PROPOSAL IS CONSISTENT WITH THE WELD
COUNTY COMPREHENSIVE PLAN' S URBAN GROWTH BOUNDARY
GOALS AND POLICIES, AND IS LOCATED WITHIN THE URBAN
GROWTH BOUNDARY AREA OF THE TOWNS OF PLATTEVILLE AND
GILCREST. THE GILCREST TOWN COUCIL AND THE
PLATTEVILLE PLANNING COMMISSION REVIEWED OUR REQUEST
FOR A SPECIAL REVIEW APPLICATION AND HAD NO
OBJECTIONS TO IT. THE DEPARTMENT FURTHER INDICATED
IN THEIR RECOMMENDATION THAT THE PROPOSED RECORDED
EXEMPTION IS IN AN AREA THAT WILL NOT INTERFERE WITH
URBAN DEVELOPMENT.
6 . A statement explaining that the proposal is
consistent with the intent of the zone district in
which the subject property is located.

ACCORDING TO THE WELD COUNTY DEPARTMENT OF PLANNING
SERVICES RECOMMENDATION FOR APPROVAL OF A SPECIAL
REVIEW PERMIT (CASE NUMBER USR-866) , DATED DECEMBER
20 , 1988 , THIS PROPOSAL IS CONSISTENT WITH THE INTENT
OF THE AGRICULTURAL ZONE DISTRICT IN WHICH IT IS
LOCATED. •
7 . A statement explaining what uses will be permitted
and how those uses are compatible with existing
surrounding land uses.
THE SITE WILL BE USED FOR THE PROCESSING OF NATURAL
GAS LIQUIDS FROM NATURAL GAS PRODUCTION IN THE
IMMEDIATE AREA.
ACCORDING TO THE WELD COUNTY DEPARTMENT OF PLANNING
SERVICES RECOMMENDATION FOR APPROVAL OF A SPECIAL
REVIEW PERMIT (CASE NUMBER USR-866) , DATED DECEMBER
20, 1988 , THE PROPOSED USE IS COMPATIBLE WITH THE
EXISTING SURROUNDING LAND USES WHICH INCLUDE FARM
FIELDS AND RURAL RESIDENCES. SPECIAL REVIEW PERMIT
CONDITIONS OF APPROVAL AND DEVELOPMENT STANDARDS WILL
MITIGATE CONCERNS ABOUT COMPATIBILITY WITH
SURROUNDING LAND USES. NO OBJECTIONS HAVE BEEN
RECEIVED BY THE WELD COUNTY DEPARTMENT OF PLANNING
SERVICES STAFF.
8 . A statement explaining the uses permitted will be
compatible with the future development of the
surrounding area as permitted by the existing zone
and with future development as projected by the
comprehensive plan of the County or the adopted
master plans of affected municipalities.
THE AREA IS CURRENTLY BEING USED FOR BOTH AGRICULTURE
AND OIL AND GAS PRODUCTION AND TRANSPORTATION, WITH
APPROXIMATELY 25 WELLS LOCATED WITHIN A 21/2 MILE
RADIUS OF THE PLANT. ADDITIONAL WELLS WILL BE
DRILLED AS THE AREA IS FURTHER DEVELOPED. THE GAS
PLANT WILL PROCESS AND SELL THE GAS FROM THESE WELLS
IN THE FUTURE. THE PLANT WILL BE LOCATED FAR ENOUGH
AWAY FROM THE TOWN OF GILCREST TO INSURE NO CONFLICTS
WITH RESIDENTIAL GROWTH FROM THE NEARBY TOWNS.
9 . A statement explaining how the proposal will not be
inconsistent with efficient and orderly development.
APPROVAL BY THE WELD COUNTY DEPARTMENT OF PLANNING
SERVICES OF SPECIAL REVIEW PERMIT, CASE NUMBER
USR-866 , INDICATES THAT THIS PROPOSAL WILL NOT BE
INCONSISTENT WITH EFFICIENT AND ORDERLY DEVELOPMENT.
10 . A statement explaining the existing or proposed water
and sewage 'disposal methods. Attach letters of
permits when applicable.
WE WILL CONTACT CENTRAL WELD COUNTY WATER DISTRICT
AND REQUEST INSTALLATION OF A WATER TAP AND WILL
SUBMIT AN ENGINEERING PLAN TO THE WELD COUNTY DEPT.
OF HEALTH FOR THE SEPTIC TANK LEACH FIELD.
11 . A statement explaining the property under
consideration for a recorded exemption is not located
in a flood plain, geologic hazard, and/or Weld County
Airport overlay district; or that the application
complies with section fifty (50) , overlay district
regulations as outlined in the Weld County Zoning
Ordinance.
THE PROPERTY UNDER CONSIDERATION FOR A RECORDED
EXEMPTION IS NOT LOCATED IN A FLOOD PLAIN, OR GEOLOGIC
HAZARD, AND NO OVERLAY DISTRICTS AFFECT THE SITE.

Located in the NW/4 Section 32-T4N-R66W
Weld County, Colorado
Dear Mr. Ogle:
Pursuant to our conversation, attached is a diagramatic description of Gilcrest Gas
Plant improvements that will increase the processing capacity of the plant from
approximately 5 million cubic feet per day to 15 million cubic feet per day. As you and I
have discussed, this plant is not a Public Utility in that it does not sell products to the
public and only sells gas under contract to other gas companies. Southwestern Eagle.
L.L.C. is complying with all state of Colorado permitting procedures.
As we discussed, the increase in capacity will not require an expansion of grounds
used by the plant. Southwestern Eagle L.L.C. is the fee owner of the 5 acre (+/-) parcel
on which the plant is currently situated. The additional machinery will not require an
expansion of the property.

SITE SPECIFIC DEVELOPMENT PLAN
SPECIAL REVIEW PERMIT
DEVELOPMENT STANDARDS
Windsor Gas (Oilcom Corporation)

1. The Site Specific Development Plan and Special Review permit is for an
oil and gas support and service facility in the Agricultural zone
district as submitted in the application materials on file in the
Department of Planning Services and subject to the Development
Standards stated hereon.
2. Approval of this plan may create a vested property right pursuant to
Article 68 of Title 24 C.R.S. , as amended.
3. Waste oil, treatments, antifreeze, and other associated liquid and
solid wastes shall be stored and removed for final disposal in a manner
that protects against surface and groundwater contamination.
4. An air emissions permit shall be obtained form the Air Pollution
Control Division, Colorado Department of Health, for fugitive dust and
odors and the requirements of the permit shall be maintained at all
times.
5. No permanent disposal of wastes shall be permitted at this site.
6. A spillage retention berm shall be installed around the tank battery.
The volume retained by the spillage berm shall be greater than the
volume of the largest tank inside the berm.
7. The septic system(s) for the proposed office and mobile home shall be
designed by a Colorado Registered Professional Engineer in accordance
with the Weld County Individual Sewage Disposal Regulations.
8. Fugitive dust shall be confined on this site.
9. Maximum permissible noise level shall not exceed the industrial limit
of 80dB(A) , as measured according to 25-12-102, Colorado Revised
Statutes.
10. A current list of the maximum quantities of hazardous materials
expected at the site shall be maintained with the State Health
Department, Division of Waste Management and Weld County Office of
Emergency Management pursuant to C.R.S. 29-22-107 (2) (A) .
11. The 300 barrel condensate tank and 100 barrel watertank shall be
located no closer than 100 feet to all propane storage tanks.
12. A current map of the location of the gas supply shutoff valves shall be
maintained with the Platteville Fire Protection District.

13. Smoking shall not be permitted at any time on the special review area.
"NO SMOKING" signs shall be placed and maintained on the subject site.
14. All vessels containing flammable or dangerous materials shall be
identified in accordance with the National Fire Protection Association,
#704M identification system.
15. No less than one 40A 240BC rated fire extinguisher shall be located and
maintained on the special review site at all times.
16. All land within twenty-five (25) feet of any oil or gas tank containing
flammable or combustible materials, or other appurtenant production
equipment shall be kept free of dry weeds, grass, or rubbish.
17. The soil erosion control plan approved by the Platte Valley Soil
Conservation Service shall be maintained at all times.
18. The appearance of the facility shall be maintained in a neat and
orderly condition through periodic painting and maintenance.
19. A six foot chain link fence, topped with three strands of barbed wire,
shall enclose the special review area.
20. All construction on the property shall be in accordance with the
requirements of the Weld County Building Code Ordinance.
21. The property owner or operator shall be responsible for complying with
the Design Standards of Section 24.5 of the Weld County Zoning
Ordinance.
22. The property owner or operator shall be responsible for complying with
the Operation Standards of Section 24.6 of the Weld County Zoning
Ordinance.
23. Personnel from the Weld County Health Department, Platteville Fire
Prevention District, and Weld County Department of Planning Services
shall be granted access onto the property at any reasonable time in
order to ensure the activities carried out on the property comply with
the Development Standards stated hereon and all applicable Weld County
Regulations.

24. The Special Review area shall be limited to the plans shown hereon and
governed by the foregoing Standards and all. applicable Weld County
Regulations. Major changes from the plans or Development Standards as
shown or stated shall require the approval of an amendment of the
Permit by the Weld County Planning Commission and the Board of County
Commissioners before such changes from the plans or Development
Standards are permitted. Any other changes shall be filed in the
office of the Department of Planning Services.
25. The property owner or operator shall be responsible for complying with
all of the foregoing Development Standards. Noncompliance with any of
the foregoing Development Standards may be reason for revocation of the
Permit by the Board of County Commissioners.
