HomeMy WebLinkAbout860605.tiff RESOLUTION RE: ACCEPT STATEMENT OF PURPOSE OF LONGMONT FIRE PROTECTION DISTRICT WHEREAS , the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS , pursuant to Section 32-1-208 , CRS , the Longmont Fire Protection District has presented the Board with a Statement of Purpose , a copy of said Statement being attached hereto and incorporated herein by reference , and WHEREAS , after review, the Board deems it advisable to accept said Statement of Purpose. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Statement of Purpose of the Longmont Fire Protection District be, and hereby is , accepted. The above and foregoing Resolution was , on motion duly made and seconded , adopted by the following vote on the 2nd day of July, A.D. , 1986 . Brantner County Attorney ��-� Frank _a hagu 860605 STATEMENT OF PURPOSE OF THE LONGMONT FIRE PROTECTION DISTRICT 1. RECITALS. Section 32-1-208 C.R.S. requires each special district which was formed prior to the enactment of Section 32-1-201 C.R.S. to submit on or before July 1, 1986, a Statement of Purpose to the applica- ble county or counties in which the district lies. The Longmont Fire Protection District was formed by Order and decree of the Boulder County District Court on January 3, 1961. At the time of organization, the "service plan" requirement had not been enacted. Accordingly, this Statement of Purpose is submitted in accordance with Section 32-1-208 C.R.S. 2. GENERAL STATEMENT OF PURPOSE. The Longmont Fire Protection District (LFPD) was organized pursuant to Section 32-1-101 et seq. , C.R.S. as a special district for the purpose of providing fire protection and related services to its residents and taxpayers and the public in general . By law, it is empowered to provide firefighting services, fire prevention services and inspections, ambulance services, emergency medical services, rescue services, and diving and grappling services. It is governed by a five-member board of directors elected by the qualified voters of the District as provided by statute. 3. SERVICES AND FACILITIES PROVIDED. The LFPD provides the following services and facilities: 3. 1 Fire Protection Services. 3. 1. 1 Central Station. (Paid crew. ) 1250 gallon per minute pumper 750 gallon per minute reserve pumper 7 operational firefighters working 24-hour shifts, seven days per week Part-time administrative employees 3. 1. 2 Mead Station. (Volunteer crew. ) 750 gallon per minute pumper 2000 gallon tanker with 500 gpm pump 400 gallon per minute rescue pumper 1800 gallon reserve tanker Up to 25 volunteers 3. 1.3 Niwot Station. (Volunteer crew. ) 1250 gallon per minute pumper 2000 gallon tanker with 500 gpm pump 500 gallon per minute rescue pumper 750 gallon per minute reserve pumper Up to 25 volunteers t t' 3. 1.4 Brownsville Station. (Volunteer crew. ) 1250 gallon per minute pumper 2000 gallon tanker with 500 gpm pump 300 gallon per minute rescue pumper 1200 gallon reserve tanker 4 X 4 pickup truck Up to 25 volunteers 3.2 Fire Prevention Services. Full -time Fire Marshal for code enforcement, inspections, and plan review under the fire code. Public informational programs to heighten awareness of fire safety are also conducted, usually in conjunction with other public safety agencies. 3.3 Ambulance Services. The District currently does not directly provide ambulance services. Various independent ambulance service companies operate within the District' s boundaries. However, the District reserves the right to provide ambulance services in the future as set forth in Section 32-1-1002 (1) (c) C.R.S. at the discretion of its Board of Directors. 3.4 Emergency Medical Services. The District provides basic life support and first response to medical emergencies. 3.5 Rescue Unit. The District currently does not directly provide rescue services by way of a Rescue Unit. The District has committed its volunteers in numerous search and rescue operations coordinated by local law enforcement agencies. However, the District reserves the right to provide rescue services by way of a Rescue Unit in the future, as set forth in Section 32-1-1002(1 ) (c) C.R.S. , at the discretion of its Board of Directors . 3.6 Diving and Grappling Services. The District currently does not directly provide diving and grappling services. However, the District reserves the right to provide diving and grappling services in the future as set forth in Section 21-1-1002(1 )(c) C.R.S. , at the discretion of its Board of Directors. 4. AREA SERVED. The LFPD serves an area lying generally in the northeast portion of Boulder County including the unincorporated areas of Niwot and Brownsville and the rural areas to the north, south and east of the City of Longmont; and a portion of Weld County including the Town of Mead, the Del Camino area , and certain sections east of I-25. A current map of the District' s boundaries is attached hereto as Exhibit A and is incorporated herein by reference. Exclusions and inclusions may be effected as provided by law. 2 5. MUTUAL AID AGREEMENTS. The LFPD has mutual aid agreements, providing for back-up and/or first response, with the following entities: City of Longmont Hygiene Fire Protection District Cherryvale Fire Protection District Berthoud Fire Protection District Frederick Fire Protection District Platteville Fire Protection District Dacono Fire Protection District City of Lafayette Louisville Fire Protection District 6. FUTURE SERVICES. It is anticipated that development and growth will continue in northeast Boulder County and southwest Weld County. Certain portions of the District are being transformed by zoning and/or special use permits from agricultural use to residential and commercial , especially along U.S. 287, Colorado 119, Interstate 25 and Colorado 66. It is foreseeable that the District will meet the demand for services by expanding its crews of paid and volunteer firefighters, constructing additional stations, acquiring additional equipment, and creating ambulance, rescue and diving units.
