ORDER, DECLARATION OF ORGANIZATION, AND DECREE OF FORMATION.
IN THE MATTER OF THE ORGANIZATION OF 7HE ST. VRAIN SANITATION DISTRICT,
WELD COUNTY, COLORADO
THIS MATTER HAVING COME BEFORE THE COURT upon a petition for th?
organization of a sanitation district, pursuant to the provisions of
Section 32-1-301 et seq. , C.R.S. , and this Court having entered its Order
dated January 21, 1986, directing that an election on the mat:er of sail
organization be held on February 18, 1986, the Court finds the follow ng:
1. That the election on the issue of the organization of the St. Vrai-1
Sanitation District held on February 18, 1986, was conducted in accor-
dance with the requirements of Section 32-1-801 et seq. , C.R.S..
2. That the majority of the votes cast at said election were in favor
of the organization of the St. Vrain Sanitation District.
NOW, THEREFORE, IT IS ORDERED, DECLARED AND DECREED:
1. That the St. Vrain Sanitation District be , and the same hereby is ,
declared to be duly organized under the provisions of Section 32-1-305(6)
C.R.S. ;
2. That it shall be known as the St. Vrain Sanitation District in all
proceedings and is declared and decreed to be a quasi-municipal corpora-
tion and a political subdivision of the State of Colorado with all powers
thereof;
3. That the following shall serve as its initial Board of Directors
RONALD L. FAHRENHOLTZ and MILTON L. KAHN, who shall serve until
they or their successors are elected and qualified at the
regular special district election to be held in 1988; and
WALLACE H. GRANT, DON JOHNSON and ROBERT S. SIEGRIST, who shall
serve until they or their successors are elected and qualified
at the regular special district election to he held in 1990;
4. That each director shall , within thirty days of this Order, apoear
before an officer authorized to administer oaths and take an oath tha : he
shall faithfully perform the duties of his office as required by law and
will support the constitutions of the United States and of the State oF
ti361 ., ;1
Colorado, and the laws made pursuant thereto; and shall file al individ-
ual , schedule or blanket surety bond in an amount as required by Sectior
32-1-901 et seq. , C.R.S. , conditioned upon the faithful performance of
his duties as director;
5. That the legal description of the boundaries of the territory to be
initially included within the St. Vrain Sanitation District shall be as
set forth on Exhibit A attached hereto and incorporated herein by
reference, the same lying within the County of Weld, State of Colorado.
A map of the District is attached hereto as Exhibit B and incorporatec
herein by reference.
6. That pursuant to Section 32-1-306 C.R.S. , a copy of this Order,
Declaration of Organization, and Decree of Formation shall be recorded it
the records of the Clerk and Recorder of Weld County and with the Weld
County Assessor.

Re: St. Vrain Sanitation District
Ladies and Gentlemen:
This firm represents the St. Vrain Sanitation District. On February 18,
1986, an election was held on the issue of the formation of the District.
The election results were 38 votes cast in favor of organization and 9
votes cast in opposition. On February 24, 1986, Judge Behrman entered an
Order declaring the District formed. A copy of the Order and Decree is
enclosed.
Pursuant to Section 39-1-110 C.R.S. . notice is hereby given of the
District' s intention to levy taxes for the year 1986 on all non-exempt
property lying within the District's boundaries. The Colorado Division of
Local Government will notify you under the requirements of Section 39-1-110
C.R.S. when the budget for the year 1987 is filed with the Division.
