RE: APPROVE CREATION OF JUVENILE COMMUNITY REVIEW BOARD
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, HB 1182 , concerning the creation of a Juvenile
Community Review Board, was signed into law April 23 , 1987 , and
WHEREAS, HB 1182 encourages State and local government
cooperation concerning adjudicated children who, while committed
to the legal custody of the Department of Institutions, are deemed
appropriate for residential community placement, and
WHEREAS, HB 1182 further provides for a system which protects
public safety and furthers the best interests of the child, and
WHEREAS, HB 1182 provides that the Board of County
Commissioners may appoint a Juvenile Community Review Board for
the purpose of reviewing community placement of juveniles under
Article 8 . 5 of Title 19 , CRS , 1973 , and
WHEREAS, HB 1182 provides that said Board, if practicable,
shall include, but not be limited to, a representative from a
county department of social services , a local school district, a
local law enforcement agency, a local probation department, a
local bar association, the division of youth services , and private
citizens , and
WHEREAS, Section 19-8 . 5-103 , CRS , 1973 , provides that a board
of county commissioners may adopt a written resolution requiring
approval by a Juvenile Community Review Board of residential
community placements within its county of children under
commitment to the Department of Insititutions, and
WHEREAS, Section 19-8 .5-103 , CRS, 1973 , provides that upon
the effective date of such resolution, and notice to the
Department of Institutions , no child committed to the custody of
the Department of Institutions shall be placed into a residential
community placement in that county or region unless and until such
placement is approved by the Juvenile Community Review Board.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that in accordance with
Section 19-8 .5-103 ,CRS , 1973 , the Board hereby creates a Juvenile
Community Review Board.

BE IT FURTHER RESOLVED by the Board that the Juvenile
Community Review Board shall be comprised of a representative from
the county social services department, a local school district, a
local law enforcement agency, the probation department, a local
bar association member, the division of youth services , and a
private citizen.
BE IT FURTHER RESOLVED that no child committed to the custody
of the Department of Institutions shall be placed into a
residential community placement in Weld County unless or until
such placement is approved by the Juvenile Community Review Board.
BE IT FURTHER RESOLVED that a copy of this Resolution and
notice to the Department of Institutions of this action be sent to
the Department of Institutions by the Chairman of the Board of
County Commissioners.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 2nd day of
November, A.D. , 1987 .

Dear Mr. Martinez:
In accordance with Section 19-8.5-103, C.R.S. , 1973, this is to formally
notify you that effective November 2, 1987, by written resolution, the Board
of County Commissioners of Weld County adopted the policy that no child
committed to the custody of the Department of Institutions shall be placed
into a residential community placement in Weld County unless and until such
placements are approved by the Juvenile Community Review Board.
The Weld County Director of Social Services will coordinate the Juvenile
Community Review Board in Weld County. Please direct all correspondence
regarding placements to Mr. Eugene McKenna at 315 North 11th Avenue,
Greeley, Colorado, 80631. Mr. McKenna can be reached at 352-1551.
