The Weld County Council met in special session in full conformity with the Weld County Home Rule Charter at the town hall , 303 Chatoga Street, Grover, Colorado, on Thursday, June 6, 1985, at 8:05 p.m. ROLL CALL The following members were present in person: President Bill Rupp, Vice President Doris Williams, Sid Morehouse, and Nels Nelson. Ralph Waldo was absent. Also present were Commissioners Bill Kirby and Gordon Lacy, the mayor of Grover, nine citizens, and the Council secretary. MINUTES Doris Williams made a motion that the minutes of May 30 be approved as written. Sid Morehouse seconded the motion and it passed unanimously. ADDITIONS AND/OR DELETIONS Signature of Resolution number 55 was added to the agenda. Correspondence added to the agenda included memos from the Commissioners ' office (reports to the Board) and Buildings and Grounds (missile site) , letters from Ron Lambden (conflict of interest) and United Way (volunteer directory) , and a copy of the Commissioners' resolution regarding cancellation of their June 19 meeting. Additional bills for payment included reimbursement for the Town/County dinner meeting ($12.75) for each Councilman, and attorney fees from Ron Lambden ($60.00). RESOLUTIONS SIGNED Resolution number 54 regarding regular meetings of the Weld County Council was signed. Resolution number 55 regarding conflict of interest was read into the record and signed. APPOINTMENTS Nels Nelson volunteered to attend the Elected Officials Meeting on June 10. CORRESPONDENCE The President made the correspondence file available to the individual Councilmen for their review. Nels Nelson stated that he felt the audience should be aware of the letter from the Weld County Planning Commission regarding its review of the Comprehensive Plan. REPORTS Bill Rupp made no report on the Board meeting appearance scheduled for May 15 as he had been unable to attend. UNFINISHED BUSINESS There was no unfinished business to consider. NEW BUSINESS The chairman stated that the Council will be attempting to clarify the conflict of interest provision existing in the County Charter. 851443 hdrnTz1" VI; �5'S n MINUTES, WELD COUNTY COUNCIL PAGE 2 JUNE 6, 1985 The next Council meeting was scheduled for July 11 , 1985, at 7:30 p.m. in the Council chambers. The Council discussed a proposed report to the people which described recent Council activities. After updating several statements, the Council _ approved the report for publication. Nels Nelson moved that the May Council bills be paid. Sid Morehouse seconded the motion and it passed unanimously. PUBLIC COMMENTS The Councilmen and Commissioners spent the remainder of the meeting answering questions and hearing comments from citizens of the Grover area. Topics included updating the Weld County Comprehensive Plan, new property valuations, use of lottery funds, and weed control . ADJOURNMENT Sid Morehouse moved that the meeting be adjourned with the attachment that work on the 1986 Council budget be postponed. Doris Williams seconded the motion and it passed unanimously. The time of adjournment was 9:15 p.m. , on June 6, 1985. The next regular Council meeting is Thursday, July 11 , 1985, at 7:30 p.m. , in the Centennial Center, room 339, in Greeley. William A.
