Re: Utilization of 1,000,000 gallon storage tank as a liquid waste transfer
and holding station located on property on Lot 10, Ranch Eggs, Subdivi-
sion.
Dear Mr. McNelly:
The staff has completed its review of the request described above which
was more specifically described in your letter dated November 1, 1983.
It was determined that the type of activity you are proposing would
require an amendment to SUP-467:81:13. The additional storage of septic
wastes and stabilized sewage sludges is considered to be a material devia-
tion from what was originally approved under SUP-467:81:13. The Weld County
•
Health Department has raised some concerns and is requesting additional
information should you decide to pursue this matter. I have enclosed a
copy of the Health Department's memorandum dated November 21, 1983, which
identifies their concerns for your examination.
I hope this information is sufficient in answering your questions at this
time. If you wish to discuss the County's policies, requirements and
procedures involved with filing an amendment to SUP-467:81:13, I recommend
you contact Mr. Rod Allison, with our office, to setup an appointment. If
you have any questions, please feel free to inquire.

program exist? How would the company respond if odors are
created?
2. Further information regarding residence tine, amounts of
septic waste, etc. is required. Also, would chicken manure
from operations other than Rockwell's be permitted?

Dear Mr. Cunliffe;
This letter is to signify the intention of E.T. Group to apply for such
approvai as necessary for the purpose of utilizing a 1 ,000,000 gallon
storage tank in Weld County as a liquid waste transfer and holding station.
This tank is currently being utilized for liquid chicken manure storage
and is located on property owned by Lloyd A. and Bessie Rockwell , 2631
175th Ave, Erie Colorado, 80516. The property is on Lot 10, Ranch Eggs
Subdivision, Inc.
The tank would continue to be used as necessary for liquid chicken manure,
but in addition would serve as a reception point for septic wastes and
stabilized sewage sludges .
The liquid would be transported to a Boulder County site where it would
further be conditioned, processed, dried, composted or land applied under
Colorado Health Department Beneficial Use Regulations for Sewage Sludge and
Septage.
The tank would be used to serve the following purposes :
1 . To serve as an approved reception facility for Southern
Weld County septic waste;
2. To provide for emergency storage of sewage sludge during
inclement weather;
3. To provide a backup holding facility for flow variances
at the solids processing facility in Boulder County.
The solids processing facility is planned to be located on other property owned
by Lloyd Rockwell in Boulder County.

What we are requesting, Mr. Cunliffe, is a statement ofposit
County Planning Department regarding the necessary approvals, amendments or
zoning variances if any, for the above listed proposed use of this tank in
Weld County. Since this tank is only for temporary or emergency storage
and there is to be no processing, disposal or treatment on site, it is
presently unclear as to the manner in which to proceed.
A copy of this letter is being sent to both, Wes Potter and Ron Stow in the
Environmental Health Department per their request.
I appreciate your time in looking into this matter and would be pleased to
meet with you and our consulting engineer, Dave Stewart of James Stewart and
Associates of Fort Collins, to discuss any questions you have in further detail .
