On September 4, 1986 , Judge Behrman ruled against the motion of
the Plaintiffs in Dechant v. Board, 85CV1065, for a Stay Pending
Appeal. As of September 4 , 1986 at 3 : 30 p.m. , the USR should be
treated as granted and all appropriate procedures regarding
conditions of approval and recording of the plat should be filed.
There is a possibility of a Stay being issued by the Court of
Appeals and I will advise you if the USR should be placed on hold
again .
