RE: APPROVE SUBGRANT NARRATIVE REPORT TO COLORADO DIVISION OF
CRIMINAL JUSTICE AND AUTHORIZE CHAIRMAN TO SIGN
WHEREAS , the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Subgrant
Narrative Report to be submitted to the Colorado Division of
Criminal Justice concerning the Stop Trafficking and Report (STAR)
Project, and
WHEREAS, after review, the Board deems it advisable to
approve said Report, a copy of which is attached hereto and
incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the Subgrant
Narrative Report to be submitted to the Colorado Division of
Criminal Justice concerning the Stop Trafficking and Report (STAR)
Project be, and hereby is , approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and
hereby is, authorized to sign said Report.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 27th day of
February, A.D. , 1989 .

The final report has been delayed due to the original handler assigned to the Drug Dog
' leaving the Sheriff's Office. It was requested numerous times that all records and
; files be returned to the Sheriff's Office and still there are items which cannot be
located. .
;All equipment items are accounted for and present at the Sheriff's Office. The missing
items are written documentation of the K-9's use. .
,From the returned reports it is known that during the last quarter of the grant period,
' from September 30th through December 31st, K-9 Astor has completed nine narcotic searches
with eight felony arrests. There were small amounts of narcotics found in all the cases
which resulted in no seizures or attempts at seizures.
;Mike Dunlap was originally assigned as the K-9 handler and with his resignation in early
'January, 1989, we have reassigned the K-9 to Rich Toft. Officer Toft has returned to
.the original training site and has received fourteen days of intensive training in
:order to put the K-9 back in service. We have been unable to recertify the K-9 and new
handler team as drug experts with N.N.D.D.A. (National Narcotics Drug Dog Association)
until March, 1989. At that time the team will travel to Texas and recertify.
It should be mentioned that Mr. Dunlap, the original handler, left with extreme hard •
feelings and because of those emotions there have been problems getting accurate data
.as to the K-9 's involvement during the last quarter. The referred to arrests are I
taken from case report files and are accurate.
