McDonough, of Land Consultants, in the letter dated July 12, 1989. Restricting this site with two accesses onto the existing Frontage Road will eliminate the traffic impact in the area of Turner Boulevard and State Highway 119. All the traffic must flow along the existing Frontage Road and access State Highway 52 to the south. Although this plan eliminates the immediate concern, it does not address long-term access to the site, or the future traffic flow in the immediate area. Therefore, I recommend no access be allowed into the I-25 Subdivision PUD, except the two proposed onto the existing Frontage Road. The possible future extensions shown on the plat should not be allowed unless a revised PUD is approved which addresses the cost to upgrade existing and proposed facilities that would serve the site. The road indicated as Turner Boulevard, and the east-west road, should have 100' rights-of-way because of the potential future use as an arterial. This is true particularly in light that Turner Boulevard to the north of this site could be extended and tied into this proposed industrial development. Since Turner Boulevard is not to be constructed through, the proposed name of Turner Boulevard, should be changed. Based on the amended plan and the narrative, our concerns with regard to adverse traffic impacts at Turner Boulevard and State Highway 119 have been resolved. Other issues which we have addressed in previous reviews of this project relate to the following; access to the I-25 frontage road, control of surface drainage, possible need for a Utility Permit, and wetland resource impacts. We reiterate the need for an Access Permit to connect the internal subdivision roads with the I-25 frontage road. Particular consideration should be given to the design of the north access connection to ensure that sufficient right of way will be available for the design speed of the radius curve at the north end of the frontage road. It is our understanding that a 100-foot right of way is required for this road according to the Weld County Comprehen- sive Plan. A 100-foot right of way width for the internal road with appropri- ate flairs at the connection to the I-25 frontage road should be adequate to serve the proposed design. It would also be desirable at this time to assess the north access design in relation to the possibility that the frontage road could eventually be extended to the north to eliminate the existing gap. If this extension is required based on future area traffic needs, it is likely that the north end of the present frontage road would have to be elevated to reduce the existing steep grade. This would require a similar elevation and reconfigura- tion of the access connection to achieve acceptable sight distance to the south. 891032 MR. The follow- ing comments incorporate a review of the traffic study by Mr. Bob Tenney of our Denver office and expand upon previous reviews of October 19, 1988, February 13, 1989, and April 17, 1989. The trip generation and distribution have been found to be reasonable, however, the westbound left-turn movement onto Turner Boulevard remains as a major issue. Based on existing roadway geometrics, the level of service at this location would be unacceptable since left-turning vehicles would block the inside westbound through-lane on State Highway 119. This condition would exist for the short range (1993) traffic and for the long range (2010) traffic even if the projected additional laneage were to be in place. The long range left-turn volumes are so high that it does not appear feasible to provide acceptable storage capacity, especially with the large number of multi-unit trucks in this area. The study recommends lengthening the existing left-turn lane between Turner Boulevard and the west ramps. Lengthening of this lane to 300 feet as proposed, including a minimum 120-foot taper for a 12-foot wide lane at 35 m.p.h. , would allow 180 feet of decel lane and storage. This is considerably less than the 275-foot decel lane plus approximately 250 feet of storage which would be required for 1993 traffic, according to the State Highway Access Code. Implementation of this solution would also involve closing the existing median break which would affect access to the Texaco and Road Runner facilities. 8910C2 MR. ROD ALLISON May 19, 1989 Page Two The above concerns emphasize the need for a long-range comprehensive analysis of traffic operations in the vicinity of I-25 along State Highway 119. Alterna- tives involving future access to State Highway 119 west of Turner Boulevard along with the necessary connecting road system need to be planned. Although we will be doing a study this fall to address the interchange area, it is premature to identify what solutions may be recommended at the Turner Boulevard intersection. No state funds are available at this time to do any improvements to State Highway 119 in this area. According to our previous discussion, the drainage impact of this subdivision may not be resolved at this stage of the review process. We refer you to the comments attached to our letter of April 17, 1989, on this subject. We ask that the issues raised in the "Speed Memo" from Mr. Mommandi be resolved at the appropriate time. In a related matter, we would like to add a comment regarding the potential impact of this subdivision on the wetland resource in order to avoid potential sanctions on the developer. I did find a few mathematical errors in the actual numbers of the distribution of site-generated trips but they were minor. However, the turning movements associated with total peak hour traffic for Phase 1 and Phase 2 do not appear to balance across any of the intersections displayed. Whether I am misinterpreting the volumes or whether errors were made when combining this data with that of Felsburg, Holt and Ullevig, I cannot say for sure. Thus, it is hard to say which traffic movements are in error without a greater in-depth analysis than I was able to perform. Your concern with the level of service analysis is understandable because the information is presented for each intersection as a Whole and not by individual approach. I tried to reproduce the level of service analysis using the 1985 Highway Capacity Manual software package but I was unable to do so. I cannot say for sure that the analysis was done using the 1985 Highway Capacity Manual. When attempting to verify the level of service analysis, I looked at the AM peak hour worksheets for the Turner Rd. intersection for both Phase 1 and Phase 2. For both cases I obtained levels of service of C or better on all approaches. However, I am concerned that the westbound left turn bay does not have adequate storage capacity. I recommend that the turning movements for the three intersections in the project area be corrected and a level of service analysis be done for each individual intersection and also as a group. Delich. For the most part, I agree with Mr. Delich's report. He indicates Turner Boulevard must be extended to the south, and will provide 85% to 95% of the access to the proposed development. He also estimates that at build-out, the development will generate 13,500 vehicle trips on an average weekday. Currently, Turner Boulevard has approximately 7,000 vehicles per day, and there are major congestion problems at the intersection of State Highway 119 and Turner Boulevard. The additional traffic generated by the development will create a totally unacceptable situation. The report indicates that improvements are needed on State Highway 119. I do not agree that Turner Boulevard, in itself, is acceptable access to the proposed development. The same opinion is reflected by the Colorado Department of Highways in their letter dated May 19, 1989. Mr. Delich indicates, and I agree, the study to be performed by the Colorado Department of Highways is very important when considering traffic flow in the area. However, I do not agree that addressing long-range needs is not appropriate. If we do not address long-range needs, Weld County will end up with another bad traffic situation, similar to what we are looking at on Turner Boulevard today. Also, the applicant still has not indicated how improvements are to be financed. I do not think the applicant has met the requirement of Section 28.8.8 of the Weld County Zoning Ordinance which requires demonstration that the highway facilities are adequate. DLS/mw:prr ! Section 28.8.8 of the Weld County Zoning Ordinance requires that at the change of zone to a P.U.D. District, if the street or highway facilities are not adequate, the applicant is to supply information demonstrating willingness and financial capability to upgrade the streets or highways. Also, it is clear that the applicant may be responsible for off-site road improvements. In the application materials, the applicant has pointed out the problems with access, and indicated they would be willing to participate in reasonable improvements. The applicant must supply information showing what the improvements need to be. Also, they must indicate what the costs would be. Detailed plans and cost estimates are not necessary at the change of zone. However, knowing information such as where and how far roads need to be extended, the number of lanes, and need for turn lanes, are essential. Also, the applicant must address how these improvements are to be financed. As I have pointed out several times in the past, it is simply shortsided not to address the completion of the one-half mile of Frontage Road along I-25. That incompleted link is essential to transportation throughout the area. Simply saying alternate routes or the extension of Turner Boulevard will become the interstate access road, simply begs the problem. If the outer road extension is not constructed at this time, making a right-of-way dedication and planning for its eventual construction, is very important. The section on drainage in the applicant materials gives a schematic description of how drainage could be handled. I do not have any objection to the plan as proposed. However, a detailed Master Drainage Plan for the entire site should be required as a part of the approval for the first P.U.D. filing. All subsequent P.U.D. filings should be required to be designed in accordance with the Master Drainage Plan. Most of our most serious concerns about this proposal are addressed in the accompanying reports. However, some geology-related conditions of the site are potentially very adverse if not addressed adequately and deserve additional emphasis. 1 ) Both in the proposed subdivision area and adjacent properties, including the developed area immediately to the north, drainage is very poor. A detailed drainage plan which includes effects of development of the subject property and in turn on adjacent properties should be made early in the development process. The proposal to construct a 5-acre pond (lake) to retain storm runoff near the northeast corner of the site appears to be sound, but its effects on seasonal water-table level in the immediate vicinity have not been adequately evaluated. The irrigation ditches in the immediate vicinity undoubtedly cause similar water-table changes. 2) A soils, and subsequently prior to construction, soils and foundation investigation (for each structure) should be undertaken to ensure that construction practices adequately address soil conditions. From field observations it is highly likely that specialized foundation designs will be necessary for many types of commercial buildings. Ground-moisture conditions indicated in (1 ) will have to be evaluated prior to foundation designs as well as for the reasons indicated above (Also see comments on p. 4 of the Lind drainage report accompanying the application. ). We are recommending that the covenants for the project be amended to include information to the effect that site security and facility protection will be provided through private security arranged and compensated by the property owners association. The Weld County Sheriff will respond to provide service only as required to investigate a crime. Random area patrol, general area and facility security are not the responsiblity of the Weld County Sheriff according to the Colorado Revised Statutes. This 132 acre proposed development is located at Del Camino west of I-25 and south of SH119. The City of Longmont previously commented on the Sketch Plan for this project; a copy of our previous comments is attached. The City notes that the Change of Zone application addresses several of the City' s previous concerns. Landscaping along the perimeter of the site has been expanded, living ground cover will be planted between trees and shrubs, and there will be covenants specifying lot-by-lot landscaping. We look forward to seeing the detailing of this landscaping concept, intended "to tie the park together as a whole," at the next stage of Weld County' s PUD process. The application indicates that a property owner's association will maintain the 5 acre lake and any other on-site amenities for the enjoyment of employees/visitors to the development. The narrative also states that uses needing outside storage will be located along the western edge of the site, and it will be screened and landscaped. Both address issues which were ones raised in the City' s previous letter concerning this project. Transportation is the one issue which still remains a concern to the City of Longmont. The development and protection of a well-functioning transportation system in the vicinity of the I-25/SH119 interchange is a key component to our communities ' respective economic development efforts. We note that the Traffic Study does not recommend that any off-site improvements need to be constructed to handle the traffic from this project (which could have up to 1.5 million square feet of commercial and industrial space) . ONE REMAINING CONCERN As you know, the initial submittal of March 17 , 1989 was reviewed by all appropriate Weld County staff agencies , outside referral agencies , and the Tri-Area Planning Commission . All of the concerns and comments made by these agencies were resolved with one exception - access to the State Highway system. We have now arrived at a solution to that one remaining concern. Please let us explain. The revised traffic study submitted with the I-25 Subdivision was reviewed by the Colorado Department of Highways (CDOH) . The result of that review was a finding that the westbound left-turn movement from Colorado Highway 119 southbound onto Turner Boulevard is currently at an unacceptable level of service due to inadequate storage capacity in the left turn lane. Additional traffic directed toward the intersection from the I-25 Subdivision or any other development would exacerbate the situation. For these reasons , the CDOH could not recommend approval of the I-25 Subdivision. According to CDOH, a long range comprehensive analysis of the traffic operations in the vicinity of I-25 and State Highway 119 is planned to begin sometime after July, 1989 . The CDOH also has approximately $200 ,000 for some level of construction in the area. Beyond that amount, any results of the analysis will be considered for funding in the State ' s 5-year plan and will be assigned a State priority after recommendations are received from the Weld County Commissioners on all State Highway projects in the County. Assuming a 6 month time frame for the study, it could be anywhere from 1991- 1995 before any substantial traffic solutions resulting from the analysis are implemented. SOLUTION We are interested in achieving approval for the PUD change of zone for the I-25 Subdivision. To resolve the traffic concern of the CDOH , therefore , we have revised the I-25 Subdivision to preclude any access to the north from the subdivision. It will enable the owners to move forward in the planning process and to ultimately begin gradual development of the property while giving the CDOH all the time it needs to complete its traffic analysis and establish funding priorities for the recommended solutions of the analysis . Once the analysis is completed, the owners will work with CDOH to fit their future transportation needs into the recommendations of the analysis . Prior to any changes in the I-25 Subdivision, an amended PUD must be submitted, reviewed by appropriate staff and outside agencies ( including CDOH ) , and given approval by the Weld County Planning Commission and the Weld County Commissioners . Any changes we would propose to the I-25 Subdivision not in conformance with the recommendations of the CDOH analysis would clearly be denied. SUMMARY With the proposed revision of the I-25 Subdivision PUD District Plat to preclude any traffic from the subdivision from entering the problematic Turner Boulevard/State Highway 119 intersection, we have resolved each and every concern and comment which affects the PUD change of zone stage of the I-25 Subdivision. The PUD Sketch Plan process has been _ successfully completed and each of the concerns noted by the Weld County staff and the referral agencies has been addressed. PROPOSAL SUMMARY The subject 132 acre property is located west of Interstate 25 and north of County Road 20 1/2 within the I-25 Mixed Use Development ( MUD ) area and is shown on the 1-25 MUD Conceptual Land Use Plan as I - Industrial . Although the land is currently zoned commercial and agricultural , the owners are requesting PUD zoning to allow for development of a first-class , integrated, mixed use park and to enable the project to be planned to conform with the requirements of the Weld County Comprehensive Plan . The land is currently used as pasture and has been held by the current owners for 19 years . The owners intend to make lots available for a variety of job- creating industries and commercial operations . The total floor area could be up to 1 . 5 million square feet with possible employment of up to 5 , 000 persons depending upon the type of users . APPLICATION FORM AND FEES Contained elsewhere within this submittal report is a reduced copy of the Planned Unit Development Plan Application. PUD CONCEPT, LAND USES AND ARCHITECTURAL STYLE The I-25 Subdivision is a Planned Unit Development of approximately 132 acres in Weld County, Colorado . The land is presently zoned Commercial (north 70 acres ) and Agriculture ( south 60 acres ) . Interstate Highway 25 is the eastern boundary of the property. The current use of the land is pasture and outdoor advertising signs . The overall concept for the property is the development of a high quality, integrated mixed use park making land available for a variety of users . In keeping with the underlying goal of a planned unit development , the development will possess : 1 . Advantageous view from the perspective of the traveling public due to the beautification of a major entrance to the Del Camino area . This is to be accomplished in phases ' through extensive landscaping , sign control and provision of a naturally-shaped lake on the eastern perimeter of the site . 5 . Advantageous view from the perspective of the tenants of the park regarding the view of the Rocky Mountains . This is to be accomplished through overlot grading which will balance the elevations on the site relative to Interstate 25 . The planned uses are intended to be those permitted in the C-1 through C-4 Commercial and I-1 Light Industrial zones . A limited amount of outdoor storage is intended but only on lots along the western boundary of the subdivision where substantial buffering techniques will be required. Approximately 45 lots are to be created as part of the Planned Unit Development Plan stage of the process . The minimum lot size will be 1 acre . All uses within the park will meet the requirements of the Longmont Fire Protection District . Although no residential units are planned for the park , some uses may require a caretaker or night watchman' s unit in the interest of security per the October 14 , 1988 Weld County Sheriff ' s memo contained in Section II of this report . Any such unit will not be a free-standing structure but will be integrated into the structure it serves . Restrictive covenants will be recorded controlling the architectural design of all buildings to be constructed or altered within the park . The covenants will also set forth use restrictions , maximum percentage of building and parking coverage , signage restrictions , and guidelines setting forth minimum standards for landscaping , off-street loading , off-street parking , lighting , signage , and maintenance responsibility. All on-site amenities are to be maintained through the creation of a property owners association. CONSISTENCY WITH THE WELD COUNTY COMPREHENSIVE PLAN The Weld County Comprehensive Plan ( WCCP ) sets forth a set of goals and policies intended to help guide the development of the I-25 MUD area. This section of the narrative provides a discussion as to how the I-25 Subdivision IS consistent with each policy by number in the order in which they occur in the WCCP. 1 . I-25 Subdivision property is shown on the I-25 MUD area Conceptual land Use Plan as I - Industrial uses . The uses requested in this application conform with that category of use . 2 . The WCCP anticipates eventual growth in the Del Camino area and creates an I-25 MUD area to provide for the orderly and desirable development of the area . All developments in this area must be approved through the PUD process . The process is designed to offer flexibility and creativity of design to developers while providing that plans are reviewed by the County and explained to surrounding land owners to ensure adequacy of support systems and to mitigate impacts . The owners , through this PUD process , intend to fully comply with the intent of the WCCP. 3 . All potential adverse impacts to surface and ground water will be mitigated through a carefully engineered storm drainage plan ( Section III of this report ) which will retain site-generated runoff and release it to existing drainage facilities at historical rates . In addition, sanitary sewer will be provided by the St . Vrain Sanitation District and water will be provided by Left Hand Water District per letters from same attached hereto ( Section II ) . 4 . No free-standing residential units are planned for this development . We do request that caretaker or night watchman ' s units integrated into the principal use which they serve be allowed. 5 . Compatibility with surrounding uses is demonstrated through the designation of the property on the I-25 MUD area Conceptual land Use Plan for I - Industrial uses . In addition , the final PUD development plan will include covenants which will restrict use , placement of uses , building height and coverage, and intensity. The scale will be restricted by building height and building coverage together with parking and landscaping requirements . Traffic is addressed in the traffic report included herein . The owners intend to take full advantage of the location of this property both in terms of views afforded tenants of the park and in terms views presented to the travelling public on Interstate 25 entering the area. Overlot grading and extensive landscaping will maximize the site potential in both instances . 7 . The commercial development intended for the park will be controlled by a set of minimum standards for lot-by-lot development as well as the overall landscape plan for the entire development . Traffic circulation has been carefully planned to concentrate access to County and State roadways . 8 . A campus-like environment is ensured through the standards and minimum guidelines to be established in the restrictive covenants . 9 . Through the PUD process and our proposed covenants , landscape treatments are proposed which both buffer the park from potentially incompatible surrounding uses and tie the park together as a whole through consistency where the park is exposed to the public . 10 . No residential units are planned in this development . 11 . Although no junkyards , salvage yards or landfills are planned, outdoor storage is intended. The only location which is to be set aside for uses needing outdoor storage is the western edge of the park where visibility screened from view through a combination of grade, landscaping , fencing and other buffering techniques . 12 . The PUD process is designed to ensure that the County staff is satisfied that our proposed landscaping , buffering and screening program will accomplish the desired separation. This proposal anticipates thorough review and is sensitive to the need for separation. 13 . The advertising signs currently on the site will be removed. In their stead , a signage plan promoting uniformity of design, size and scale relative to building size will be incorporated in the proposed covenants . 14 . All signs will conform to the ultimately approved PUD development plan and the proposed restrictive covenants for the park . In addition , all signs will conform with Weld County Sign regulations . 15 . This proposal complies with the public facilities and service sections of the WCCP. 891002 LAND consultants . . . 5 We have not done a fiscal impact study for this development since we are not sure exactly which uses will ultimately locate in the park . Such an exercise would be pure speculation at best . As has been shown in numerous studies , however , residential developments typically create a greater demand for services than the revenues they generate . On the other hand, commercial uses generate substantially more than the costs of services they require . Industrial developments typically break even by themselves but when one considers the employment multiplier for service jobs and the income multiplier for multiple iterations of spending payroll dollars, the indirect impact of industrial uses is positive . Given the mixed _ commercial/industrial nature of the proposed development , we can safely predict a positive revenue versus cost of service ratio. 16 . The owners are willing to participate in the costs of reasonable improvements which are directly attributable to demands placed on public facilities or public services by this development . Such attribution is to be determined during the 3rd stage of the PUD process - PUD Development Plan - when users , distribution of costs and timing can more accurately be identified. 17 . During the Sketch Plan step of this process , a traffic study was prepared to determine the traffic generation attributable to this development ( Section IV) . The PUD District Plat configuration is a result of that study after review by appropriate authorities . All roadways within the development will be designed to meet the requirements of the Weld County Engineering Department . The Colorado Division of Highways has expressed an interest in converting the southbound on ramp to I-25 to one-way southbound. This will necessitate reconfiguration of access for certain properties currently relying on the two-way on-ramp. We believe we may have a solution to this problem and intend to pursue same with the Division . 18 . It appears that no mineral resources are present on this site . 19 . This site is not within a flood plain district nor are geologic hazards present . 20 . No aquifer recharge areas are present on this site . 21 . Air quality impacts will be mitigated through the operation of state and federal regulations as well as through the provision of paved roadways within the park . 22 . In the past. , this property has been extensively farmed and irrigated . All vegetation on the site has come about as a result of the lack of farming activity over the past few years . COMPATIBILITY WITHIN THE PUD DISTRICT 35 . 3 . 1 Compatibility - Through the PUD process , the perimeter landscape plan will be reviewed for adequacy and the covenants regulating the internal relationship between uses will ensure compatibility. An overall buffering plan for the park and a lot-by- lot set of standards will be included in the landscape/buffering package for the development . 35 . 3 . 2 Common Open Space - a lake of approximately 5 surface acres is planned for use within the park for both multi-functional uses . Pedestrian access to the naturally-shaped lake will be provided for the enjoyment of the occupants of the development . The lake will function as a storm drainage retention facility to comply with State of Colorado law for runoff of improved property at an ! _ historical rate . The lake will be operated and maintained by the property owners association. 35 . 3 . 3 Water and Sewer Provision - Public water will be provided by the Left Hand Water District and sanitary Sewer will be provided by the St . All streets shall be designed to meet the requirements of the Official Weld County Construction Standards and the Official Weld County Subdivision Regulations . 35 . 3 . 5 Buffering and Screening - As noted in prior sections of this report , compatibility within and adjacent to the park shall be achieved through the thoroughness of the PUD process and our proposed covenants which will strictly regulate use placement , landscaping on the overall development and lot-by-lot development . The functional integrity of the development is a mutual desire of both the County and the owners . 35 . 3 . 6 Performance Standards - This development will meet or exceed the development standards of the Weld County Zoning Ordinance . The details of how this will be accomplished will be set forth in the — PUD Development Plan step of the process . 35 . 3 . 7 Mining Uses - No mining activities are planned within the _ I-25 Subdivision. As a matter fact , these uses will be strictly prohibited. 35 . 3 .8 Subdivision Regulation Compliance - As mentioned above, the owners ar willing to participate in the costs of reasonable improvements which are directly attributable to demands placed on public facilities or public services by this development. Such — attribution is to be determined during the 3rd stage of the PUD process - PUD Development Plan - when users , distribution of costs and timing can more accurately be identified. 35 . 3 . 9 Enforcement of PUD - The owners will agree to name the Weld County Commissioners as a third party beneficiary in the PUD District and Plan intended to regulate the development of the I-25 Subdivision to ensure enforcement of the provisions thereof. COMPATIBILITY WITH SURROUNDING USES The uses proposed within the PUD district are in accord with the WCCP and will be compatible with all surrounding land uses. Where the development is adjacent to a mobile home park , extensive landscaping and other mitigation techniques shall be used to mitigate any potential adverse impacts . All uses employing outdoor storage will be located on the extreme western edge of the park with grading , landscaping and buffering techniques to be utilized to visually separate these uses from view of the public and adjacent land users . 891022 LAND consultants . . . S USES PERMITTED WITHIN THE PUD The uses within the proposed PUD District will be those allowed in the C-1 , C-2 , C-3 , C-1 , and the I-1 districts except those requiring special review. Outdoor storage is being requested as a use in the western-most lots which , if approved, will require extensive buffering . Oil and gas extraction will not be a permitted use within the 1-25 Subdivision . OPEN SPACE DESCRIPTION As a functional element of this development , we intend to provide a naturally-shaped lake of approximately 5 acres with a paved pedestrian footpath as an amenity of the development . The lake will serve as a storm drainage collection point as well as a gathering point for occupants of the development during good weather . During inclement weather as well as during good weather , the lake will serve as a visual separation or setback for observers travelling on Interstate 25 enhancing the beauty of a major entrance to the Del Camino Area . Pedestrians will be able to gain access to the lake and several landscaped areas from the streets of the subdivision. Maintenance of the lake will be the responsibility of a legally created property owners association . In addition , each separate site within the development will contain at least 15% of the total area in landscaped area designed to enhance the site itself as well as tie the site into the overall open space access plan for the development . WATER SERVICE Water service for the 1-25 Subdivision will be provided by the Left Hand Water Company.The existing main water line in Colorado Highway 119 just to the north of the site . Plans are being studied which will enable the 4 water providers in the area to significantly increase the available water service capacity. A letter from the Company is incorporated in Section II of this report . SANITARY SEWER SERVICE Sanitary sewer service will be provided by the St . Vrain Sanitation District as evidenced by the letter included in this development report in Section II . The existing 15" main service line in Turner Boulevard is within 250 ' of the property. The District is in the process of acquiring an easement across property separating this development from Turner Boulevard to enable installation of an extension of said line to serve this development . 891022 LAND consultants . . . 9 PUD DISTRICT VEHICULAR ACCESS Vehicular access will be provided from the existing frontage road connecting the I-25 Subdivision to the north to the intersection of Colorado Highway 119 and Interstate 25 and to the south to County Roads 20 1 /2 and 22 . The owners are willing to participate in reasonable improvements to the frontage road as determined by the Colorado Division of Highways . The owners will be responsible for — paving of all on-site roadways . As development in the Del Camino area progresses , a major transportation linkage in the southwestern quadrant will be Turner Boulevard . The I-25 Subdivision has anticipated this and has provided an extension of Turner Boulevard through the park to the Interstate 25 frontage road . The southern terminus of the existing Turner Boulevard, however , is approximately 250 feet from the northern boundary of the I-25 Subdivision creating a gap in continuity. The owners of the I-25 Subdivision have approached the owners of the property separating existing Turner Boulevard and the I-25 Subdivision but have not been able to come to a resolution of the problem. Two potential solutions are in the offing . First , the owners are working to form an improvement district to provide funds for acquisition and improvement of the existing gap in continuity of Turner Boulevard . Second, the Colorado Division of Highways is about to embark upon a study to determine the most feasible method of converting the southbound on-ramp to Interstate 25 into a one-way south roadway . In order to provide vehicular access to properties currently depending on the two-way on-ramp, an alternative means of access will have to be provided. One approach may be to extend the south terminus of Turner Boulevard easterly to connect to the frontage road just north of the I-25 Subdivision . Another approach would be to connect the existing Turner Boulevard to the continuation of Turner Boulevard in the I-25 Subdivision thereby eliminating the need for the frontage road access to the other properties . These properties could then access Turner Boulevard to their west. Interior streets will include an 80 foot right-of-way running north to south through the center of the I-25 Subdivision with 60 foot right-of-way cul-de-sacs approximately as shown on the plan . All roads will be constructed in accordance with Weld County recommendations and regulations but will remain private until connected to Turner Boulevard. No determination has been made as to whether curb and gutter will be installed. 891®"'2 LAND consuitants . . . 10 a traffic study , included herein as Section IV , has been prepared for the owners which concludes that existing and proposed improvements to State Highway 119 and the frontage roads should be adequate to serve this project for at least the next 5 years . Provisions have been made to connect Turner Boulevard to County Road 22 and County Road 20 1/2 in the future if required to provide additional access to the site . SCS rates this soil poor for urban development , with low permeability and high shrink swell being the main concerns . Foundation and road design in this area of the site will be based upon the recommendations of a qualified soils engineer. A test pit dug in the Fall of 1988 revealed ground water at a depth of approximately 4 feet . Nelson Fine Sandy Loam occurs in the south part of the property at the top of the hill . Shallow sandstone is the only potential problem for development on this soil . A test pit was dug in this area in the Fall of 1988 and a tractor-mounted back hoe had no difficulty digging to a depth of approximately 18 feet . Olney Fine Sand Loam occurs in a small area at the southwest corner of the site . This soil has an excellent potential for development , with the only limitation being contamination of groundwater by septic systems . Since this project will be served by public sanitary sewer, ground water contamination is not a concern. Vona Sandy Loam occurs on the remainder of the south portion of the property. It is a deep-drained soil well suited to urban development . 89100.2 LAND consultants . . . It COMMERCIAL MINERAL DEPOSIT The Weld County Sand, Gravel Resources map does not appear to depict this site as having any commercially usable mineral resource . FLOOD HAZARD AREA There are no flood plains affecting the site . The north half of the site, however, is extremely flat and subject to a periodic high water table . Overlot grading , construction of the proposed lake and drainage control will alleviate this condition. There is an irrigation ditch running through the south half of the property. Lot layout has been arranged in such a way that this ditch can remain in its present location and will be crossed by a road in only one location . The type of crossing will be designed in accordance with ditch company specifications . There are no other watercourses or bodies of water on the site . GEOLOGIC HAZARD AREA This site is not in any known geologic hazard area. REQUIRED SIGN POSTING The required sign will be posted on the site a minimum of 10 days prior to the hearing date . ADJACENT SURFACE OWNERS Section V of this development report contains a list of surface property owners within 500 feet of the site prepared by Weld County Title Company in accordance with Weld County requirements . The developers propose to create 25 lots , varying between 2 and 4 acres , for commercial and light industrial sites. The property is bordered by 1-25 along the East property line , by undeveloped, grassy land to the South and West, and on the North by the Del Camino development of commercial and light industrial uses and the Del Camino Village. Scope and Purpose: Field investigations , a Soils Investigation Report and study of topographic maps of the area substantiate neighbors' claims that this is a flat , wet area that has been an historical drainage problem. This poor situation is compounded by a very high water table through- out the area. This report will attempt to define the several problems and deal with them with regard to the proposed development of the property. Design Criteria: The subject parcel lies within a larger drainage basin which flows in a northerly direction. The sub-basin considered in this report and as shown on the Drainage Basin Map consists of approxi- mately 400 Acres and is defined by ditches on all sides but the Ncrtheast corner, at which point the flow continues across the subject property. The natural (undeveloped ) 100 yr . flood is calculated to be 95 cfs : Using the Rational Method, Qh = C.I .A. where : C = . 26 (runoff coefficient) I = .91 inches (rainfall intensity) A = 400 Acres (basin area) Q = .26 x .91 x 400 = 95 cfs Relationship of Interstate 25 : The Colorado Department of Highways designed and constructed the adjacent section of I-25 within the past 20 years . Their design incorporated the inclusion or enlargement of four culverts under the highway along this section . According to the Highway Department plans , there are : a ) a 24" CMP at the Northeast corner of this property (which with about 1 .0 foot of head passes 15 . 1 cfs ) ; b) a 30" CMP approximately 425 feet South of the first pipe (which with about .75 feet of head passea 20 . 5 cfs ) ; c ) a 24" CMP approximately 665 feet further South ( which with about 1 .0 foot of head , passes 15 . 1 cfs ) ; and d ) a 24" CMP about SSO feet further South (which with about 1 .0. foot of head passes 15 . 1 cfs ) . These 4 pipes can accommodate 65 .8 cfs . of the historical flow. The head used is based on the proposed bernint; ! as later discussed ) required to detain the excess storm runoff without flooding developable parcels . 891902 1 . . By these calculations the highway culverts fall 29 cfs short ( with water about 2 feet deep ) of being able to handle the historical runoff of 95 cfs . Previous to the construction of I-25 , runoff flowed naturally to the East . Now, the highway blocks this flow, damming storm drainage onto the subject property . Therefore , some ponding will need to be provided to create a head for the culverts and to store the remainder of the flow in order to help alleviate this flood hazard situation. Detention : To accommodate a large portion of this water to be detained , a 75 foot wide easement along the East property line is indicated on the plat . Within this easement a low area will be created when the lots are filled such that a long, wide ditch will provide on-site detention for some of the excess storm runoff. (See Figure 1 . ) Additionally , the 75 feet easement can be used in satisfaction of the landscaping requirement , for parking area, and for the required utility easement . Attached are the calculations for this requirement. Street Pattern: ' On-site , the street layout has been designed so that drainage will flow in the borrow ditches in a northerly direction. Some of this will flow East in the Hopi Court ditch and, via a swale in the 20 ' easementtetween Lots 7 and 9 , Block 1 , through the 24 " CMP crossing under I-25 . The rest of the street drainage will follow similar routes eventually flowing East under I-25 or to the North along the frontage road . The entire street system will be raised from the existing ground by an average of 3 feet, thus raising it out of the problem wet area . (See streetplan/profile sheets) . Building Sites : The building sites will also need to be raised to avoid the same potential for flood damage and to conform to the proposed street elevations . (See Fig. 1 ) The minimum elevation of the finished grade at the building will be 89 for lots at the North end of the subject property. This mini- mum elevation will increase for the South lots relative to the street elevations . Conclusion: In conclusion, the .natural drainage problem in this area has been aggravated by the construction of I-25 and the culverts now existing constitute o limiting factor to passing the 100 year flood . The developers of the subject property will need to provide a raised street system with culverts, raised building sites, detention on each lot ibr the extra storm water caused by parcel development , detention of part or the "historical" runoff in a 75 foot easement , and berming in this easement . 891902 3. Compliance with these design criteria not only will be in accord with minimum provisions for development-created drainage runoff , but also will help to alleviate the previously discussed existing problems. It is also recommended that, at the time of application for a building permit , an additional drainage study be prepared for the particular building and site conditions of each lot . The site is presently undeveloped. The property to the north is developed as mobile home park to the northwest and commercial to the northeast. Access is presently by way of the frontage road which also serves as the on-ramp to south bound I-25. Proposed development is mostly industrial, with some commercial uses. EXISTING CONDITIONS - ROADS Interstate 25 is a four lane highway running North-South and is east of the site. There is an existing paved 2 lane frontage road along the east side of the site which starts about 1/2 mile from the north boundary of the property and runs south. Colorado State Highway 119 (SH 119) is about 1/4 mile to the north. It presently intersects with I-25 with a diamond interchange. Traffic control is signalized. SH 119 is a paved 4 lane road with a 16 foot median except within the interchange, where it is 2 lanes. To the east of I-25, this road becomes County Road No. 24 (CR 24) , a paved 24 ' wide highway running east to US Highway 85. To the south about 300 feet is County Road 20 1/2 , a two lane unpaved road which runs west to County Road 7, a paved 2 lane road. CR 20 1/2 does not extend to the east. EXISTING CONDITIONS - TRAFFIC Current daily traffic volumes on SH 119 are approximately 16, 000 vehicles per day west of the easterly I-25 frontage road. SURROUNDING LAND USES The land to the South and West is being farmed. The land to the North is commercial, retail, and mobile home park. To the East on the other side of I-25 the present use is agricultural, but is in the process of being rezoned for commercial, business park, single family and modular home uses. FUTURE TRAFFIC PROJECTIONS 3 891002 Future trip generation rates were calculated for Phase 1 (1993) and Phase 2 (2010) . By the year 1993 , it was assumed that 25% of the project would be developed for commercial, manufacturing, light industrial, warehouse and truck terminal, and that by 2010 the project would be 100% complete. Trip generation rates per acre of use are shown on table I, along with the anticipated percentage of land for each use and the total daily trips and AM and PM peak hour trips. The attached diagrams show the site generated peak hour trips for each design point, and the total trips. The assumption was made that the vast majority of trips would be to SH 119 since this site is at the southern edge of the Weld County Mixed Use Development area and Activity Centers designated in — the Weld County Zoning Ordinance. Trips generated by this project were added to the trips projected in the traffic study prepared by Felsburg Holt & Ullevig in October, 1988 for The Crossroads at Del Camino project which is being developed by Grant Brothers, Inc. on the East side of I-25. For the intersection of SH 119 and Turner Boulevard, traffic counts were obtained from the Colorado Highway department, and these numbers were added to site generated trips. Since the land is almost fully developed, it was assumed for the 2010 projection that the existing traffic would increase 25% to the existing businesses. According to the 1986 North Front Range Corridor Study prepared by the Colorado Highway Department, the I-25/SH 119 interchange should be reconstructed between 1991 and 1995. This would include relocating the east frontage roads and widening the I-25 bridges so that SH 119 would be a five lane road under the interstate. However, funding for bridge widening is not presently allocated. The study also recommends that the two-way traffic on the westerly south bound frontage road be eliminated. Based on these improvements, the maps Total Peak Hour Traffic and Service Levels were prepared. Phase 2 service levels at the PM peak hour drop to level E, or 100% of capacity under this scenario, however if the South bound West on-ramp to I-25 is reconfigured to two south bound lanes the level of service would rise. In the event that traffic volumes were still too heavy, the connection of Turner Boulevard to CR 20 1/2 could be completed, and much of the West bound traffic, especially from the South end of the project would then travel West to CR 7 or beyond while much of the south bound traffic would 4 89100'2 travel along the existing frontage road to the next interchange at SH 52 . ROLE OF THIS PROJECT _ The development of this project coincides with the plans to relocate the frontage road and eliminate the two-way traffic on the Westerly South-bound on ramp. Primary access will be via the relocated frontage road until Turner Boulevard is extended. Future improvements should include: Extend Turner Boulevard to the North boundary of the property and make it a public right-of-way. Extend Turner Boulevard South through the site, and connect to the existing frontage road which runs along the West side of I-25. Connection to the existing southerly frontage road would occur when the project is approximately 50% developed. CONCLUSIONS AND RECOMMENDATIONS Construction of I-25 Subdivision is scheduled to begin in the spring of 1989, when the entire site will be over lot graded. Streets and utilities for Phase 1, approximately 20 acres should be in place by fall 1989 . Actual absorption rates of space in this project will probably vary from the assumptions in this study, so flexibility in construction scheduling for street and highway improvements should be allowed to maximize the use of resources. An effort should be made to connect Turner Boulevard through to the project site. This, along with the proposed relocation of the frontage road as proposed by the highway department would help mitigate traffic impact on the area from this development. 5 8919"'2 APPENDIX 1LEVEL OF SERVICE: DEFINITIONS A: This is a condition of free flow, accompanied by low volumes and high speeds. Traffic density will be low, with uninterrupted flow speeds controlled by driver desires, speed limits, and physical roadway conditions. There is little or no restriction in maneuverability due to the presence of other vehicles, and drivers can maintain their desired speeds with little or no delay. B: This occurs in the zone of stable flow, with operating speeds beginning to be restricted somewhat by traffic conditions. Drivers still have reasonable freedom to select their speed and lane of operation. Reductions in speed are not unreasonable, with a low probability of traffic flow being restricted. C: This is still in the zone of stable flow, but speeds and maneuverability are more closely controlled by the higher volumes. Most of the drivers are restricted in their freedom to select their own speed, change lanes, or pass. A relatively satisfactory operating speed is still obtained, with service volumes suitable for urban design practice. D: This level of service approaches unstable flow, with tolerable operating speeds being maintained, though considerably affected by changes in operating conditions. Fluctuations in volume and temporary restrictions to flow may cause substantial drops in operating speeds. Drivers have little freedom to maneuver, and comfort and convenience are low. These conditions can be tolerated, however, for short periods of time. E: This cannot be described by speed alone, but represents operations at lower operating speeds, typically, but not always, in the neighborhood of 30 miles per hour, with volumes at or near the capacity of the highway. Flow is unstable, and there may be stoppages of momentary duration. This level of service is associated with operation of a facility at capacity flows. F: This describes a forced flow operation at low speeds, where volumes are below capacity. In the extreme, both 1 Traffic Engineering Theory and Practice Louis J. The section under study will be serving as a storage area during parts or all of the peak hour.
