FROM: Mary Anne Maurer-ill/41 �ir( -✓l e���F� � << 9 Property Tax Adminisr cF� o SUBJECT: Weld County Reports to State Board of Equalization °<o -% , " on SBOE-Ordered Reappraisal DATE: April 25, 1985 MEMORANDUM Enclosed is a copy of your county assessor's report to the SBOE for the period from March 15 to April 15, 1985, along with the DPT Field Supervisor's report for that time period. The summary report for your county 's progress in this period which was submitted to the SBOE by this Division, reads as follows: Commercial Property The progress to this point indicates the reasonable possibility of being completed by mid-May. "If it doesn't get completed," according to the reappraisal supervisor's report, "the blame can most certainly be directed to the assessor, because he very emphatically refused to hire more people. Also, with the exception of one in-house appraiser putting in a few additional hours, the balance of the in-house people have not put in additional hours. I feel they should set an example for the contracted people on overtime hours contributed to the orderedproject. "I am also concerned with the upcoming 1985 level of value on all classes of property being implemented. The present assessor will most likely not run for re-election. This could very well leave a void in getting the new level of value properly applied. I should point out that this county is not adequately staffed with appraisers in commercial , residential , and agricultural properties. I would also suggest the Property Tax Administrator make the County Commissioners of Weld County aware of this problem, as the time remaining to implement the 1985 level of value is only about two years at this point in time." Approximately 25% of the appraisals have been finalized and entered on the computer. 95% of the cost approach is complete. Gentlemen: In compliance with your order for the reappraisal of Commercial properties in Weld County, I wish to submit the following progress for our fourth report. To date land values are complete as to sales and verification. Values have been entered on area maps and are being posted to the appraisal records. Income data and market data has been completed to be used in the correlation of values. The cost approach is approximately 95% complete with 100% completion expected by April 17th. Our Chief Appraiser and Mr. Bud Wardrip, State Consultant, started correlating values on March 22nd. On April 8th we started one of the field appraisers on the correlation along with Barbara Fournier from the State. On Monday April 15th the State is sending Tom Nielsen to help in the correlation. The two additional DPT staff members will be assigned until completion of the project. To date approximately 25% of the commercial appraisals have final estimated values which have been keyed into the computer. Yours truly, H. H. Lamm Governor • TO Mary Anne Maurer FROM Bud Wardrip COUNTY Weld SUBJECT SBOE Reappraisal Report DATE April 12 , 1985 PROPERTY CLASS Commercial Property REPORTING PERIOD : March 16 , 1985 to April 15 , 1985 BUDGETING Adequate funds are available . PERSONNEL The present personnel consists of 15 appraisers , 13 of which are doing field appraisals with Marshall Swift Valuation Service . Two of these people are county staff people , another two are working on land valuation, one staff and the other contract . One appraiser with my assistance has been developing market and income data which is complete and will be implemented at this time . Correlation is being implemented by two appraisers on Greeley properties , and by next week most of the other appraisers will be doing correlation to a final value estimate in Greeley considering all three approaches to value . EQUIPMENT Requirements are met. PROGRAMS PHYSICAL INVENTORY Cost : As of 4/ 12/85 95% plus is completed . Market & Income & Correlation DATA ENTRY Approximately 25 . 6% of the appraisals have been finalized and entered on the computer . SUPERVISION REQUIREMENTS : At least four days or more per week should be spent in this county until the project is completed . OVERALL COUNTY PROGRESS AND PROJECTIONS The progress up to this point is reasonably within the possibility of being completed by mid May .
