RE: ACTION OF THE BOARD OF COUNTY COMMISSIONERS CONCERNING SITE
APPLICATION OF THE TRI-AREA SANITATION DISTRICT AND
AUTHORIZATION FOR CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS , the Tri-Area Sanitation District wishes to make
changes to its wastewater treatment facility, and
WHEREAS , the Regulations for Site Applications for Domestic
Wastewater Treatment Works require review of the Site Application
by the Board of County Commissioners before construction may be
started and, further, that various local and state agencies be
given the opportunity to review and comment on said Site
Application, and
WHEREAS, the Tri-Area Sanitation District has submitted its
Site Application to the Board of County Commissioners of Weld
County for review and comment, a copy of which is attached hereto
and incorporated herein by reference, and
WHEREAS, after study and review, the Board feels it is in the
best interest of Weld County that the Board recommend that said
Site Application be approved.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the Site Application
of the Tri-Area Sanitation District for changes to its existing
wastewater treatment facility be, and hereby is, recommended
favorably to the Colorado Department of Health.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and
hereby is, authorized to sign said Site Application.

RE: Weld County Tri-Area Sanitation District
Site Application
Dear Ms. Dunn :
Weld County Tri-Area Sanitation District is presently under a
cease and desist order from the Colorado Department of Health.
This order was issued for violations of the fecal coliform
limitation placed on the wastewater treatment facility' s discharge.
Certain modifications are proposed to bring the discharge into
compliance with required limitations . Existing treatment facilities
include four separate ponds/cells. Two of these ponds are aerated
by means of six mechanical surface aerators , one pond is inactive,
and the remaining pond acts as a polishing/settling basin. It is
not the intent of the proposed modifications to increase the treat-
ment capacity of the ponds , but to enhance the extent of treatment.
To accomplish this chlorination will be added, the berms around Cell
No. 1 and 2 will be raised and additional aeration equipment will
be added to the existing facility.
Whenever modifications are made to treatment facilities , a site
application must be filed with the Colorado Department of Health.
This application contains information regarding the treatment
process and capacity, discharge limitations , surrounding land
uses and proposed modifications . In addition, the State requests
review and approval of the application by various governmental
bodies , of which Weld County is one.
We respectfully request that the County Commissioners consider
the enclosed site application, title sheet/vicinity map and site
plan. Should the site application meet with the Commissioners '
approval, please have them indicate this by signing page 3 of
the application.
