RE: APPROVE AMENDMENTS TO THE BUILDING TRADES ADVISORY COMMITTEE
BYLAWS
WHEREAS , the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with amendments to the
bylaws of the Building Trades Advisory Committee, and
WHEREAS, after review, the Board deems it advisable to
approve said amendments , with a copy of the amended bylaws being
attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the amendments to the
bylaws of the Building Trades Advisory Committee be, and hereby
are, approved.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 20th day of

BUILDING TRADES ADVISORY COMMITTEE
Article I - Name of Committee rj W
The Committee shall be called the Building Trades Advisory Committee in o

conformance with the resolution creating the committee which was vii cco
adopted by the Board of County Commissioners on April 10, 1978.
Article II - Functions of the Committee ▪ n

The functions of the Committee, which are designed to guide the z
activities of the Committee are the following: Z o

A. To review proposed changes in the Weld County Building Code and
make recommendations concerning such proposals to the Weld County
Building Inspection Division and Board of County Commissioners.
B. To review legislative proposals which mandate changes in z co
construction codes and code enforcement procedures and make n co
recommendations concerning such proposals to the Weld County
Building Inspection Division and Board of County Commissioners.
L. To make recommendations to the Weld County Building Inspection a.
Division and Board of County Commissioners concerning needed xy rn
changes in the Weld County Building Code which the committee feels 0
are appropriate. n

D. To review complaints concerning code enforcement, administration, t9
and related matters which may be set forth by members of the
various construction trades associations, individual contractors ta o
ar the staff of the Building Inspection Division, and make
recommendations concerning possible solutions to such problems to
the Building Inspection Division and Board of County
Commissioners. o

1. To serve as a communication link between the Building Inspection
Division, the Board of County Commissioners, and the various
-members of construction trades associations and individual
contractors who function in Weld County.
Y. Such other functions as may from time to time be defined by the
-Board of County Commissioners.
Article III — Basis for Committee Recommendation
A. Before setting forth recommendations formulated as a result of the
functions enumerated in Article II, the Committee shall determine
that such recommendations are:
(1) Consistent with the spirit of the Weld County Building Code;
(2) Consistent with sound construction trade practices; and

(3) Consistent with the overall goal of protecting the health,
safety and welfare of the citizens of Weld County.
B. Recommendations to be set forth by the Committee shall require the V1
affirmative vote of a majority of the Committee membership. o 1-.

Article IV — Membership of Committee o' u'

A. Membership - The Committee shall consist of thirteen (13) members x

as set forth in the Resolution formulating the Committee -which was k
adopted by the Board of County Commissioners on April 10, 1978,
and subsquently amended. The membership shall include:

(1) Two (2) representatives of the Home Builders Association of

A3. Appointment of Members - The members of the Committee shall be
appointed by the Board of County Commissioners.
C. Terms of Members - The terms of members of the Committee shall be
for three (3) years, except for the initial membership which _shall
be appointed on a staggered term basis with actual terms ranging
from one (1) to three (3) years. The member representing the
Board of County -Commissioners shall serve a one year term.
D. Initial Membership Appointments and Terms - The following members
shall constitute the initial membership of the Committee in
conformance with the resolution creating the Committee which was
adopted by the Board of County Commissioners on April 10, 11978.
The terms of initial members shall be as indicated.

Each member may designate an alternate member from his own firm, O
who, upon acceptance of the alternate by the Hoard of County
Commissioners, may attend Committee meetings in the member's z�
absence and have the full rights and responsibilities of o "
membership. If an alternate member attends more than three fl
consecutive regular meetings, the regular -member may be subject to p rn
replacement on the Committee.
E. Reappointment of Members — Members may be reappointed to the
Committee at the discretion of the Board of County Commissioners.
Article V - Committee Officers
A. List of Officers - The Committee shall have a Chairman,
Vice-Chairman, and Secretary.
B. Selection of Chairman and Vice-Chairman — The Chairman and
Vice-Chairman, shall be elected by a majority vote of the
Committee membership. -These -officers shall serve one (1) year
terms of office. Selection of these _officers shall be
accomplished at the meeting held in April of each calendar year.
Article VI — Duties of Officers

A. Chairman - The Chairman shall:
(1) -Preside at meetings of the Committee;

(2) Define duties of Committee members necessary to carry out the a-r

(3) Create subcommittees composed of Committee members when such ay

Committee; and dissolve such subcommittees when appropriate. k n

B. Vice-Chairman - The Vice-Chairman shall perform all the duties of z ~
the Chairman in the case of any temporary absence or disability of z o
the Chairman.

C. Secretary - The Secretary shall:

(1) Attend meetings of the Committee;

(2) Complete and maintain minutes and other appropriate records n co

(3) Conduct the correspondence of the -Committee and -send out all x o

Article VII — Meetings of Committee

A. Regular -Meetings

(1) Time - The -Committee shall meet at least two times a year on [x79
the third Thursday of -April and October at a regular time to rG
be set by the Committee. Special meetings may be held in
accordance with Article VII B. -of these tylaws when there is
business to conduct. 'n o o
(2) Place - Meetings of the Committee shall be held in the Weld O
County Centennial Center.
(3) Notice - Notice of -meetings shall the mailed to Committee
members by the Department of Planning Services no later than
7 days prior to regular meeting dates.
B. Special Meetings
(1) Special meetings may be held at any time upon the call of the
Chairman or by a majority of the members of the Committee or
upon request of the Board of County Commissioners following
at least twenty-four (24) hours notice to each member of the
Committee.

(2) Place - Special Meetings of the Committee shall be held in
the 3rd Floor Hearing Room of the Weld County Centennial
Center or at such other location as determined by the
Chairman.

(3) The Secretary shall give notice of special meetings to w
Committee -members at least twenty-four (24) hours prior to Lo m
such meetings.
C. Quorum - A majority of the members of the Committee entitled to k n
vote shall constitute a quorum for the transaction of business.

D. Deadline for Agendas - Deadline for Placement on the Agenda for z o
matters to be reviewed by the Committee shall be ten (10) work
days prior to consideration by the Committee. w
E. Absences by Members - Each member of the Committee who has
knowledge of the fact that he will not be able to attend a
scheduled meeting of the Committee shall notify the Building z co
Inspection Division at the earliest possible opportunity and, in co
any event, prior to 4:00 p.m. on the date of the meeting. Ile r m
Secretary shall notify the Chairman and the Director of the
Building Inspection Division in the event that the projected x
absences will produce a lack of quorum. e,
Article VIII - Subcommittees O1

A. Appointment — When necessary to efficiently carry out the work of
the Committee, the Chairman may -appoint subcommittees to carry out z -v
specifically assigned tasks.

PIB. Membership — subcommittees shall be composed of members of the t9
Committee and may include members of the staff of the Building
Inspection Division. In those instances where staff members are a U,
assigned to a subcommittee, such staff members shall have a voice
but shall not have a vote in the transaction of subcommittee c� o
business. The Chairman shall be an sx officio member of allO
bO
subcommittees with voice, but not vote.
C. Dissolution of Subcommittees - The Chairman may dissolve such
subcommittees when they are -no longer necessary to carry out the
Committee's work.
Article IX - Reconsideration of Decisions Made by the Committee
Reconsideration of any decision of the Committee may be had when the
interested party for such reconsideration makes a showing -
satisfactory to the Chairman - that without fault on the part of such
party essential facts were not brought to the attention of the
Committee.

Article X - Roberts Rules of Order
Roberts Rules of Order are hereby adopted for the government of the
Committee in all cases not otherwise provided for in the-se Bylaws or -in m-to
resolutions of the Board of County Commissioners.

Article XI — Amendment of Bylaws

These Bylaws may be amended at any meeting of the Committee by vote of
the majority of the -entiz-e membership of the Committee provided five O
(5) days notice has been given to each member of She Committee.

BEFORE THE WELD COUNTY, BUILDING TRADES ADVISORY COMMITTEE
RESOLUTION OF RECOMMENDATION TO THE BOARD OF COUNTY COMMISSIONERS
Moved by Mary Jensen that the following resolution be introduced for passage
by the Building Trades Advisory Committee. Be it Resolved by the Weld
County Building Trades Advisory Committee that the proposed amendments to
the Building Trades Advisory Committee bylaws which are attached be
recommended favorably to the Board of County Commissioners.

Proposed Amendments to the Building Trades Advisory Committee's Bylaws
Amend Article VII to read:
A. Regular Meetings
