processed by our office when the Special Review permit is considered for
approval by the Board of County Commissioners. If it is determined that the
application meets the approval criteria of Section 9-3 E. of the Weld County
Subdivision Regulations, you will be notified that the subdivision
exemption is approved. If the staff determines that the application does
not meet the approval criteria, you will be notified and asked to appear
before the Board of County Commissioners at a public hearing. You will be
informed of the hearing date at least a week prior to the hearing. The
Board of County Commissioners will then consider your application and make a
final decision on the subdivision exemption.

Dear Lanell:
We request that our methanol tank site located as referenced, now being considered under a
Special Review Application, be exempt from subdivision status.
We have obtained a surface lease of 150' x 200' in the northwest corner of the N/2NW/4 Sec.
15 from the property owners. The intended use for this site is as a tank storage area. This
tank will be a central storage area for the methanol used to prevent freeze ups of down-hole
and surface equipment on approximately 300 producing oil and gas wells and 400 miles of
pipeline we operate in Weld County.
The sub-division exemption as applied to our surface lease would allow the emplacement of
the methanol tank which would greatly enhance our existing production operations and our
ability to pursue future development of the petroleum reserves in Weld County. This is
consistent with item 7 of the Agricultural Goals of the Weld County Comprehensive Plan.
Enclosed for your review in triplicate are the completed application form, a copy of the
surface lease, a plot plan describing the before and after division, and our $150.00
application fee. If you have any questions, please advise. Thank you.

AMENDED LEASE
THIS LEASE entered into this 26th day of January, 1988, but effective as of March
16, 1984 between John P. Watson, as Attorney-in-Fact for Roy R. Lee and Howard M.
Lee, c/o Opdyke Agency, Inc., 1309 10th Avenue, Greeley, Colorado, 80632, hereinafter
called "LESSOR", and Snyder Oil Company, 1800 Glenarm Place, 7th Floor, Denver,
Colorado, 80202, successor-in-interest to Energy Oil, Inc., hereinafter called "LESSEE".
WITNESSETH:
THAT Lessor does hereby lease to Lessee, its successors and assigns for the term of
10 years commencing on the 16th day of March, 1984, for the purposes hereinafter
mentioned, a tract of land in Weld County, State of Colorado, described as follows:
A 150' x 200' tract of land in Township 4 North - Range 65 West,
Section 15: NW/4NW/4.
Lessee shall have the right to maintain thereon, and repair, replace, and remove
therefrom, above ground storage tanks for the storage of drip gasoline and/or other liquid
hydrocarbons from whatever source collected or gathered, foundations to support the
same, drain lines, pumps, spheroid catcher, drain pits, dehydrator unit, compressor
station, meter and regulator station, pipe lines and other appurtenant equipment,
including the right to fence all or any portion of the above described tract together with
the full right of ingress and egress to and from said premises.
In consideration of the rights hereby granted, Lessee agrees to pay in advance for
the full term as rent the sum of Ten and other Dollars ($10.00 and more) at the execution
hereof, receipt whereof is hereby acknowledged by the Lessor.
Payment of all moneys becoming due hereunder may be paid to John P. Watson,
Greeley, Colorado.
In the event Lessee ceases to occupy said premises for the purposes above recited
and removes its property therefrom, said Lessee may terminate this lease by giving to
Lessor ten days notice in writing of its desire and intention by paying to the Lessor the
sum of One Dollar ($1.00) and releasing the same of record, if the same has been
recorded. Upon the termination of this lease, Lessee shall remove all buildings, structures
and piping placed upon the leased premises and leave the leased premises in the same or
similar condition as when this lease begins.
This Amended Lease shall replace and supercede that certain Lease between the
parties dated March 16, 1984 covering a 150' x 150' tract of land in the NW/4NW/4 Section
15-4N-65W, and by the execution hereof make said Lease null and void.
This agreement shall be binding upon the parties, their heirs, personal
representatives, successors and assigns.

the full right of ingress and egress to and from said premises.
In consideration of the rights hereby granted, Lessee agrees to pay in advance for
the full term as rent the sum of Ten and other Dollars ($10.00 and more) at the execution
hereof, receipt whereof is hereby acknowledged by the Lessor.
Payment of all moneys becoming due hereunder may be paid to John P. Watson,
Greeley, Colorado.
In the event Lessee ceases to occupy said premises for the purposes above recited
and removes its property therefrom, said Lessee may terminate this lease by giving to
Lessor ten days notice in writing of Its desire and intention by paying to the Lessor the
sum of One Dollar ($1.00) and releasing the same of record, if the same has been
recorded. Upon the termination of this lease, Lessee shall remove all buildings, structures
and piping placed upon the leased premises and leave the leased premises in the same or
similar condition as when this lease begins.
This Amended Lease shall replace and supercede that certain Lease between the
parties dated March 16, 1984 covering a 150' x 150' tract of land in the NW/4NW/4 Section
15-4N-65W, and by the execution hereof make said Lease null and void.
This agreement shall be binding upon the parties, their heirs, personal
representatives, successors and assigns.

Dear Lanell:
We request that our methanol tank site located as referenced, now being considered under a
Special Review Application, be exempt from subdivision status.
We have obtained a surface lease of 150' x 200' in the northwest corner of the N/2NW/4 Sec.
15 from the property owners. The intended use for this site is as a tank storage area. This
tank will be a central storage area for the methanol used to prevent freeze ups of down-hole
and surface equipment on approximately 300 producing oil and gas wells and 400 miles of
pipeline we operate in Weld County.
The sub-division exemption as applied to our surface lease would allow the emplacement of
the methanol tank which would greatly enhance our existing production operations and our
ability to pursue future development of the petroleum reserves in Weld County. This is
consistent with item 7 of the Agricultural Goals of the Weld County Comprehensive Plan.
Enclosed for your review in triplicate are the completed application form, a copy of the
surface lease, a plot plan describing the before and after division, and our $150.00

AMENDED LEASE
THIS LEASE entered into this 26th day of January, 1988, but effective as of March
16, 1984 between John P. Watson, as Attorney-in-Fact for Roy R. Lee and Howard M.
Lee, c/o Opdyke Agency, Inc., 1309 10th Avenue, Greeley, Colorado, 80632, hereinafter
called "LESSOR", and Snyder Oil Company, 1800 Glenarm Place, 7th Floor, Denver,
Colorado, 80202, successor-in-interest to Energy Oil, Inc., hereinafter called "LESSEE".
WITNESSETH:
THAT Lessor does hereby lease to Lessee, its successors and assigns for the term of
10 years commencing on the 16th day of March, 1984, for the purposes hereinafter
mentioned, a tract of land in Weld County, State of Colorado, described as follows:
A 150' x 200' tract of land in Township 4 North - Range 65 West,
Section 15: NW/4NW/4.
Lessee shall have the right to maintain thereon, and repair, replace, and remove
