WELD COUNTY COUNCIL
October 7, 1982

The Weld County Council met in regular session in full conformity with
the Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado,
October 7, 1982, at 1 :30 p.m.
ROLL CALL
The following members were present in person: President DeAnn Emerson,
Vice President Howard Foster, Patricia Anderson, Donald Elliott and Ralph Waldo.
Also present were Robert Martin, two members of the press, and the council
secretary.
MINUTES APPROVED
Patricia Anderson made a motion to approve the minutes of September 2, 1982,
as written. The motion was seconded by Howard Foster and carried unanimously.
ADDITIONS AND/OR DELETIONS
Robert Martin requested that an Executive Session be added to the agenda so
that he could discuss a confidential matter with the council .
APPOINTMENTS
Council members were reminded of their upcoming appointments. They were
strongly urged by the President to attend the council worksession scheduled for
October 21 , 1982, following the Special Projects Request meeting at 1 :00 p.m.
CORRESPONDENCE
The President read a letter addressed to herself from Richard Wadhams who
is the Northern Colorado Director for U. S. Senator William L. Armstrong. The
secretary was directed to provide Mr. Wadhams with the time and place of council
meetings (including the upcoming worksession) as well as occasional copies of
meeting minutes.
Following the reading of a resolution passed by the county commissioners
regarding approval of the Pay-for-Performance Plan, the council decided to invite
Dick Barrett, Personnel Director, to the November council meeting to discuss this
program. DeAnn Emerson made a motion that a letter be written by the secretary to
Commissioner Martin requesting a copy of the benchmark system used by the county.
This was seconded by Don Elliott and passed unanimously.
REPORTS
Patricia Anderson, who attended the October 7, 1982, hearings for the 1983
county budget, made a report to the council concerning the proceedings.
OLD BUSINESS
DeAnn Emerson had earlier reported to the council her conversation with
hospital administrators concerning the Air Life ambulance service. At the time,
she had been informed that the county would have no financial obligations involved
with the program as it was operated by a private firm. However, she was now advised
that the county would incur some expense, hence, the proposal of forming special tax
districts to cover these costs. It was decided that attorney Robert Ray be requested
to give the council a legal opinion as to whether or not the county commissioners
have the authority to form such special tax districts.

NEW BUSINESS
Don Elliott moved that the September council bills be paid. This motion
was seconded by Howard Foster.
EXECUTIVE SESSION
At 2:10 p.m. , an executive session was called at the request of Robert
Martin. The council adjourned to find the nature of his request. The council
reconvened at 2:20 p.m. and stated that Mr. Martin had asked the council to release
to him a copy of an audit performed by Mr. Anthony Jenkins. Since this confidential
report did concern Mr. Martin, Don Elliott moved that he receive a copy. Patricia
Anderson seconded the motion and it passed unanimously. DeAnn Emerson said she
would personally make a copy for Mr. Martin and give it to him following the
meeting.
ADJOURNMENT
There being no further business, Patricia Anderson made a motion that the
meeting be adjourned. Ralph Waldo seconded the motion and it carried unanimously.
The time of adjournment was 2:30 p.m. , October 7, 1982.
The next scheduled meeting is Thursday, November 4, 1982, at 1 :30 p.m.
