RE: WELD COUNTY'S INTENT TO DECLARE ENTITLEMENT STATUS UNDER THE JUSTICE
SYSTEM IMPROVEMENT ACT.
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to the Colorado Statutes and the Weld County Home Rule Charter, is,
vested with the authority of administering the affairs of Weld County,
Colorado, and
WHEREAS, the Justice System Improvement Act, which reauthorized the
Law Enforcement Assistance Administration, contains significant changes for
local entities in that large cities and counties are guaranteed a fixed
allotment of funds and localities are granted greater control over the use
of LEAH funds in their communities , and
WHEREAS, counties , such as Weld County, with at least 100,000 population
and eligible for a $50,000 allocation must choose among the following op-
tions by March 1 , 1980:
1 . Take entitlement status as a single jurisdiction;
2. Join with one or more other eligible cities or counties ;
3. Join with local jurisdictions not eligible for entitlement status;
4. Waive eligibility and compete with other non-entitlement juris-
dictions on a project by project basis (balance of state) which is similar
to the existing system;
WHEREAS, an examination of the alternatives indicates that it would be
in the best interest of Weld County to take entitlement status in combination
with other cities and towns and another county, specifically Larimer County
and the cities and towns in Larimer and Weld Counties , and
WHEREAS, such an entitlement area would receive entitlement funds in
excess of $150,000 in 1981 .
NOW, THEREFORE, BE IT RESOLVED the Board of County Commissioners of
Weld County, Colorado, hereby authorize the Chairman to execute all documents
to declare our intent to take entitlement status in combination with other
cities and towns and another county, in accordance with the Justice System
Improvement Act.
BE IT FURTHER RESOLVED that the Director of Finance and Administration
is hereby directed to work with representatives of Larimer County and the
appropriate cities and towns in Weld and Larimer Counties to develop the re-
commended necessary administrative structure to implement the above option in
accordance with the Justice System Improvement Act for the governing boards ' of

The above and foregoing resolution was, on motion duly made and seconded,
adopted by the following vote on the 20th day of February, A.D. , 1980.
